1. Call to Order, Roll Call and Introductions
Commissioner Henschel called the meeting to order at 5:35 p.m.
Commissioner Henschel reported that Commissioner Reynolds will no longer serve as
representative of the City of King City.
2. Approval of Minutes —November 12, 2015
Commissioner Henschel noted an error in a date in the November 12, 2015, minutes.
Commissioner Inman moved to approve the November minutes as amended.
Commissioner Jehnke seconded the motion. The motion passed by unanimous vote of
the commissioners present, with Commissioners Henschel, Inman,Jehnke, and Reu
voting yes.
3. Public Comments
No one from the public was in attendance; therefore, there were no comments from the
public.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of December was 3.5 million gallons per day (mgd).
This usage was typical for this time of year.January usage is approximately 4 mgd to
date.
• The injection cycle for aquifer storage and recovery (ASR) well no. 1 has begun with
approximately 30 million gallons (mg) in storage.
• ASR well no. 2 injection will begin as soon as possible to ensure plenty of storage
prior to the beginning of the summer cycle. ASR well no. 2 currently has 78 mg in
storage, making a total of 108 mg stored in ASR wells. This is a 54-day supply.
• The city is purchasing its contract requirements water from the Portland Water
Bureau, and is also supplied with .9 mgd from the Lake Oswego-Tigard Water
Treatment Plant as part of the functional testing and source water changeover related
to the new Bonita Pump Station.
5. Water Watch Update
Mr. Rager referred to a memo addressed to the Lake Oswego-Tigard Water Project
Oversight Committee from attorneys J.W. Ring and Mark P. Strandberg. A copy of the
memo was provided to the board and is on file in the IWB meeting record. The memo
outlines the schedule for the upcoming contested case regarding the re-issuance of the
Final Orders granting Lake Oswego's request for an extension of time to develop its
water rights. It is under these rights that Lake Oswego will supply water to Tigard. Mr.
Rager noted that, should it be necessary, the city can extend the contract with the City of
Portland, and the Joint Water Commission QWC) may be an option for additional water
if needed.
6. Proposed Water Division and Capital Improvement Plan Budget Overview
Mr. Goodrich reported that no significant changes from last year's budget are
anticipated. Expected proposed changes are:
• Replacement of two vehicles nearing the end of their life
• Purchase of a mini excavator
• An increase in electrical cost due to new water facilities
It is the intention of city staff to bring the draft proposed budget to the board early this
year—between March and April—for review by the board.
7. Information Items
Mr. Goodrich gave the following updates:
• The Bonita Pump Station functional testing has been completed and the operation of
the facility has been turned over to staff. Lake Oswego-Tigard water changes have been
introduced slowly; phase 1-218 customers—is complete. Phase 2 is approximately 50
percent complete, making a total of 2500 customers now receiving the new source water.
A few minor issues associated with the changeover were addressed, and no issues have

been reported in the past two weeks. Phase 3, the final phase,will begin in April and will
change over the entire water system to our new drinking water source.
• In preparation of introducing the new source water, the city has been conducting a
comprehensive program of unidirectional flushing of the water distribution pipes. This
flushing removes sediment that has built up in the water lines. The board was shown a
map outlining the progress of the flushing. This map is on file in the IWB meeting
record.
8. Non-Agenda Items
Commissioner Henschel inquired as to when the water districts annual rebate checks
will be sent out. Mr. Goodrich will check on this.
• Commissioner Henschel expressed interest in the board taking a tour of Lake
Oswego-Tigard Water Partnership (LOTWP) facilities this year. Mr. Goodrich will look
into scheduling a tour for the upcoming spring.

Election of Chair&Vice-Chair will take place at the next meeting.

At 6:12 p.m. Commissioner Reu moved to adjourn the meeting. Commissioner Inman
seconded the motion. The meeting adjourned by unanimous vote of the commissioners
present,with Commissioners Henschel, Inman, and Jehnke, and Reu voting yes.
