Others Present: None. 1. CALL TO ORDER Chair Watkins called the meeting to order at 5:30 pm. The meeting was held in the Tigard Permit Center,Conference Room 1, at 13125 SW Hall Blvd. 2. CIP QUALIFIED LIST DISCUSSION Buff discussed the changes to the Qualified List from the previously distributed version. There are now six safety projects including the Dakota and Tigard street bridges and the bridge assessment master plan. The safety projects are top priority and will not be voted on.There are also some projects with funds already- committed to them that will not be voted on. There are currently fourteen projects on the Qualified List for subsequent prioritization by TTAC. Mike gave an overview of the projects for prioritization using the detailed Project Summaries and answered questions regarding each project. He noted that the crashes listed with each project were not evaluated to determine if the proposed project would have prevented the crash. Jae will make both documents available to all TTAC members along with an online ranking survey. 3. JOINT MEETING WITH COUNCIL Kevin reiterated the key points that were developed and the order of the meeting: key points, individual comments and perspectives,and the "year in review". 4. After significant structural deficiencies were observed, the bridge was closed in June and July of 2015 until temporary repairs could be made,which also added a walkway on one side. These temporary repairs are anticipated to last about five years. This project would replace the existing bridge with a new bridge wide enough to accommodate pedestrians and cyclists along with vehicles. Environmental regulations would require a new bridge to be significantly higher and longer than the current bridge. We would anticipate this being a context-sensitive design to minimize community impact, with two lanes (no center turn lane), and the planter strip narrowing in constrained areas. Reasons to Construct: 121St Ave carries a relatively high volume and speed of traffic. Pedestrians and cyclists currently have no sidewalk,no bike lane, and in many areas, no place to walk outside the busy travel lanes of this Collector that is the main access route for a significant area of Tigard. The lack of space to walk and high volume and speed of traffic results in significant accident potential. The city is required (as a condition of approval for library construction) to build a right turn lane for southbound Hall Blvd traffic turning onto McDonald St. Pavement reconstruction may be appropriate. Operational issues exist at intersections such as McDonald and Bonita. The Fanno Creek bridge is narrow and lacks proper bike lanes and sidewalks Project Description: This is a `placeholder'project to build improvements recommended by the Hall Blvd study, and is anticipated to include sidewalks,work the city is required to do, and other roadway work. Project Results: Complete sidewalks along Hall Blvd, resulting in a safer,more walkable corridor; completion of work the city is required to do; some intersection changes may be included. Reasons to Construct: This section of Hall Blvd carries a very high volume of traffic. Sidewalk exists along about 80% of this section,but neither side of the street provides a continuous connection, and both sides have many gaps. There are few nearby pedestrian alternatives to this route. Sidewalk exists along about 75% of the north side, but does not connect to 72"d Ave (and its bridge over Hwy 217) and the nearby transit stop. There is a lack of good north-south walking routes in this part of the city and metro area. Project Description: Build this remaining section of the Fanno Creek Trail from the future end of the trail at Bonita Road to Durham Road. The first step of the project (which could be a separate study) is determination of the trail alignment; the most likely options are following the creek or following the unopened right-of-way of 76'Avenue. Project Results: A new trail connection to regional trail standards from Durham Road to Bonita Road. This would connect to the trail section being designed from Bonita Road to the current end of the trail near the Tigard Library. This would result in a complete Fanno Creek Regional Trail from Durham Road through Tigard into Beaverton then east to Garden Home. Potential Complications: Much of the trail would be across wetland areas and in or near wildlife habitat, meaning extensive permitting processes and mitigation would likely be necessary; some property acquisition would be necessary. It is planned to extend through Tigard south through the Metro Area. There is a lack of good north-south walking routes in this part of the city and metro area. Project Description: Build the section of the Westside Trail from its current end at Barrows Rd south to Tigard city limits north of Bull Mountain Road. The first step of the project (which could be a separate study) is determination of the trail alignment;which would generally follow the powerline corridor,but may follow local streets as it ascends Bull Mountain. Project Results: Extension of the Westside Regional Trail through Tigard, resulting in a continuous trail from Hwy 26 to the southern Tigard city limits,with planned extension to the Willamette River near Wilsonville Potential Complications: Much of the trail would be in steep sloping areas on the north side of Bull Mountain. Reasons to Construct: Narrow road with intermittent sidewalks and no bike lanes. Project would connect Fanno Creek Trail to existing sidewalks to the west,improving connections to western Tigard and eventually to Summerlake Park. This project would bridge a gap in the bicycle and pedestrian facilities network, as there is a lack of good bicycle and pedestrian facilities between western Tigard and the Fanno Creek Trail and the areas east of the trail.
