1. CALL TO ORDER
Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library,
2"d Floor Conference Room, at 13500 SW Hall Blvd.
2. CONSIDER MINUTES
The September 2, 2015 meeting Minutes were approved.
3. PUBLIC COMMENT
There was no public comment.
4. CIP PRESENTATION & DISCUSSION
Kenny Asher and Brian Rager provided an overview of the staff process of selecting projects for the
CIP list,including the Flowchart CIP Project Selection,Transportation Qualified List and the Uber
list. TTAC will meet on October 20 before the joint meeting with Council, and after if necessary, to
evaluate and rank the projects.After discussion, the Committee decided to send additional questions
regarding the CIP projects to Joe and he will ensure the questions and answers are shared with all
members. Likewise, any additional documents from staff will be distribution to TTAC by Joe. The
Qualified list will be the focus for TTAC,but the Uber list will be reviewed to see if there are
projects that should be moved to the Qualified list. The goal then is for TTAC to rank about 15
projects from the Transportation Qualified List for inclusion on the CIP list at the November
meeting.
5. "KEY POINTS" REVIEW& EVALUATION
After discussion,the consensus is to lead with the Key Points during the joint meeting with Council,
followed by a TTAC Year-in-Review (Planning Calendar), and ending with individual comments.
The general three key points are: increase transportation funding, develop traffic calming in 12— 15
months, and press Tri Met for specific mass transit improvements. Kevin will refine the general key
points into "actionable"items for subsequent review by the Committee.
6. BIKE/PED SUBCOMMITTEE OVERVIEW
The topic was postponed until the November meeting.
