The plan will keep city services mostly unchanged from the previous fiscal year,but provides a fiscal framework for the city to improve city parks and add more sidewalks long-term. Such changes will support the city's long-term and strategic efforts to become a more walk-friendly community. The adopted $194 million budget allocates $146 million to funding city services,handling debt and paying for improvements like roads and the water system. A quarter of the budget is reserved for future expenditures. The reserves remain available if needed,but are not intended to be used during the fiscal year. The council adopted the budget blueprint approved by the city's Budget Committee on May 4. The adopted budget also sets up later council discussions to examine a new way to support parks, through a fee to all residents and businesses. This utility-fee method would enable the city to allocate general tax dollars that had funded parks to be used to support other needs,including police and library services. Pending the outcome of the Washington County Cooperative Library Service (WCCLS) levy this fall, the Tigard Public Library could re-open for service on Thursdays.
