Council Approves New Fee Structure for Transportation, Delays Action on Parks
At a public hearing Tuesday, the City Council reviewed proposals for new and increased system
development charges (SDCs) for transportation and for parks and recreation.
SDCs are a one-time charge collected at the time of development. They are used to fund costs of
infrastructure such as wastewater, storm water, transportation and parks facilities, and help to support
growth and recoup past investment made in infrastructure already being used.
In response to concerns from commercial and residential developers, the council delayed adopting
some of the SDCs recommended by staff. The councilors did,however, approve two new
transportation SDCs that will only apply to residential developments:
A new citywide Transportation SDC (TSDC)—proposed average charge per dwelling will be
$5,000.
A new River Terrace TSDC—proposed average charge per dwelling will be $2,312,in addition
to the $5000 citywide TSDC.
Both fees are effective July 1. The citywide TSDC includes transit oriented development incentives.
City staff will be meeting with representatives from the development community about the proposed,
and not yet adopted, non-residential TSDC. Those interested can contact Lloyd Purdy, economic

The City Council will hold another hearing on May 19, to further discuss the proposed, and not yet
adopted,parks and recreation SDCs. More details about the upcoming hearing on the proposed SDCs
