Park & Recreation Advisory Board (PRAB) Meeting Minutes
MEETING DATE: September 14, 2015 7 p.m.
MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:00 p.m. the meeting was called to order by Dave Brown.

2. Approval of Minutes:July 13, 2015, minutes
Scott Winkels moved to approve the July 13, 2015, meeting minutes. Claudia
Ciobanu seconded the motion. The minutes were approved by a unanimous vote of
the board members present with Dave Brown, Claudia Ciobanu, Wayne Gross, Holly
Polivka, Troy Mears Scott Winkels and Linda Shaw voting yes.
3. Comments from the Audience
Neal Brown, 13853 SW Boxelder St., spoke to the board and provided handouts
about his support of a community recreation center operated by the YMCA;
handouts are on file in the PRAB record.
Scott Winkels, Wayne Gross, Troy Mears and Claudia Ciobanu expressed their
concerns for the rendering of the building as premature.
4. Bull Mountain Park Update
Toraj Khavari updated the board on the progress made by the volunteer group,
Friends of Bull Mountain Park. Some of the highlights include:
• Tool shed and American with Disability Act (ADA) portapotty are complete.
• The group applied for a $20,000 grant from Nike.
• Two public events have been held at the park during the summer.
• Two ADA concrete picnic pads have been installed.
Tim Pepper updated the board on the trail progress made by the volunteer group,
Friends of Bull Mountain Park. Some of the highlights include:
• In 2015, Metro awarded the Nature in Neighbors Grant for construction of
in-park facilities due to proposal for enhanced neighbor trail connectivity.
• Morningstar Drive to Gaarde Street trail connector is included in proposal to
Metro.
5. Tigard Street Trail
Agenda item #5 was considered later in the meeting.
6. Parks Update
Martin McKnight gave a brief report on the parks. The updates include:
• Construction of the new Ash Avenue Dog Park is complete.

• Construction of a restroom at Summerlake Park is complete.
• Playground equipment near the shelter will be replaced at Summerlake Park.
• Playground equipment will be installed at Senn Park.
• Projects to be completed this fall include renovation of the ball field at
Summerlake and maintenance on asphalt trails.
5. Tigard Street Trail
Steve Martin presented a PowerPoint to the board and provided a handout on the
future Tigard Street Heritage Trail; handout is on file in the PRAB record. Some of
the highlights include:
• Conveniently placed emergency-police assistance kiosks.
• Clean and safe toilet facilities (ADA standard).
• Drinking fountains.
• Playful splash pad features.
• Trail lighting.
Dave Brown asked staff for any future plans and Steve Martin replied the city will
apply for a grant to help finance these projects.
Steve Martin introduced Sara Darland. Ms. Darland has been nominated to serve on
the PRAB.
7. Discussion and Definition of a Qualified Recreation Center Operator
On the November ballot, voters will decide on using up to $34.5 million-dollar of
general obligation bonds for a community and recreation center.
8. Desired Recreation Amenities for Tigard
This agenda item was not discussed.
9. Non-Agenda Items
Steve Martin updated the board on non-agenda items:
• Discussion of future agenda items.
• Liaisons attend City Center Advisory Committee (CCAC) and Planning
Commission meetings.
• The purchase of a park property near Roy Rogers Road has closed.
Marland Henderson, liaison to the Tigard Youth Advisory Council, requested a
member of PRAB attend its meetings.
