Park & Recreation Advisory Board (PRAB) Meeting Minutes
MEETING DATE: July 13, 2015 7 p.m.

The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.

Agenda item #2 was considered later in the meeting.
Comments from the Audience
There were no comments from the audience.
Downtown Update
Sean Farrelly updated the board and provided a handout on a recent Downtown
property purchase; the handout is on file in the PRAB record. Some of the
highlights include:
• The purchase includes three buildings on Main Street, near Fanno Creek.
• The city will be applying for a clean-up grant from the Environmental
Protection Agency.
PRAB Recommendation for Council
Agenda item #5 was considered later in the meeting.
Parks Update
Martin McKnight gave a brief report on the parks. The updates include:
• Festival of Balloons was held at Cook Park on June 26 through June 28, 2015.
• Park staff is repairing the turf used as a parking lot at the high school.
• Restoration projects will begin at Dirksen Nature Park.
• Construction of the new Ash Avenue Dog Park is almost complete.
• Construction of a restroom at Summerlake Park is almost complete.
With the arrival of Troy Mears at 7:11 p.m. and Scott Winkels at 7:14 p.m., a
quorum was present and the meeting began.
5. PRAB Recommendation for Council
Scott Winkels moved to approve PRAB recommendation that council place a
measure on the November 2015 ballot in which Tigard voters consider the
funding of a community recreation center operated by an experienced, qualified
non-profit operator, such as YMCA. The recommendation was approved by a

unanimous vote of the board members with Claudia Ciobanu, Holly Polivka,
Troy Mears, Linda Shaw and Scott Winkels voting yes.
2. Approval of Minutes: June 8, 2015
Troy Mears moved to approve the June 8, 2015, meeting minutes. Linda Shaw
seconded the motion. The minutes were approved by a majority of the board
members present with Holly Polivka, Troy Mears, Linda Shaw and Scott Winkels
voting yes. Claudia Ciobanu abstained.
7. Community Gardens and Jack Park
This agenda item was discussed after agenda item #8.
8. Non-Agenda Items
Steve Martin reported he will be attending the July 14, 2015, City Council meeting to
discuss a future park property purchase.
The board agreed to cancel the August PRAB meeting.
Dave Brown asked for an update on the recreation coordinator position. Steve
Martin replied there were over 200 applicants and phone interviews will begin soon.
Scott Winkels updated the board on his research on mountain bike trails in Tigard.
On July 25, 2015, he will be meeting with Northwest Trail Lines to discuss trail
options.
Steve Martin will meet with Metro to discuss the possibility of mountain bike trails at
the Fields property.
Wayne Gross asked if a master plan has been completed for the Fields property.
Steve Martin replied a concept plan has been completed.
Neal Brown thanked the board for approving the recommendation of a community
recreation center and discussing the matter with City Council the council's upcoming
meeting.
Steve Martin spoke to the board members on their responsibilities related to the
public voting process.

8. Non-Agenda Items Continued
Note: Greg Stout spoke to the board and provided a handout regarding
community gardens; the handout is on file in the PRAB record. Some of the
highlights include:
• One garden is located at Jack Park and the other garden is located along
Greenfield Drive.
• The city maintains a waiting list for interested gardeners.
• Community gardens are planned at Metzger Elementary School, Bagan
property, Steve Street property, Woodard Park and Dirksen Nature Park.
Executive Session
No executive session was held.
Adjourn
At 8:18 p.m., the PRAB adjourned and toured the community garden and new trail at
Jack Park.
