January 7, 2015
CALL TO ORDER
Vice Chair Hughart called the meeting to order at 6:30 pm. The meeting was held in the Tigard
Library,2nd Floor Conf. Room, at 13500 SW Hall Blvd.
Members Present: Karen Hughart (Vice Chair), Benjamin Gooley, Elise Shearer,Erik Halstead,
Evelyn Murphy,Jennifer Stanfield, Kevin Watkins,Mark Bogert, Stephanie McKee,Joseph Vasicek

1. APPROVAL OF MEETING SUMMARY / PUBLIC COMMENT
The December 3, 2014 meeting summary was approved. There was no public comment.
2. SAFE ROUTES TO SCHOOL PROJECT UPDATE
Mark Bernard gave an overview of the program and the grant application for its funding. The largest
portion of the grant would be used to hire a program coordinator.Work on the program has already
begun in Tigard and will continue even if grant is not awarded. The grant selections will be made by
early March with funding on July 1.
3. POST-2014 PAVING REPORT
Mike reviewed the draft paving report for 2014 along with four maps showing the pavement
projects for 2014, end of 2013, 2009—2014 and the tentative plan for 2015—2019. Tigard has
approximately 152 miles of pavement and 80 miles have had paving or surface treatments over the
last six years. The paving condition index was 67 in 2009 and 70 at the end of 2013,with the low
eighties being the ideal for lower maintenance costs. Committee members want to explore options
for paving at least a portion of the backlog streets,which could include increasing fees. Mike will
discuss some funding options in March to assist in making a recommendation to Council.
Kevin and Stephanie will research traffic calming methods and discuss them at a future meeting so
the Committee can make recommendations for a citywide policy.
4. ELECTIONS IN FEBRUARY
Mike provided an overview of the elections process and roles of the Chair and Vice Chair.
5. MEMBER AND GUEST COMMUNICATION
Elise noted that a four building 225 unit project was being built on Oak St. next to the Lincoln
Center. A hearing is taking place January 13 and comment can be made in writing prior to the
meeting or in person at the meeting. Right of way and crossings were mentioned as concerns.

Re: Regional Travel Options Grant for a Safe Routes to School Program
Date: December 19, 2014
Metro is accepting Regional Travel Options (RTO) grant applications to fund projects that improve
air quality and enhance mobility through walking, biking and transit. The Community Development
Department has been working with a local consulting agency,Alta Planning+ Design, to submit a
grant proposal by December 19`''to fund a Safe Routes to School (SRTS) program in Tigard. This
memo summarizes why the RTO grant is important,potential changes to Tigard's budget should the
grant be awarded, and progress establishing a SRTS program.
BACKGROUND
RTO Grant Program
The RTO grant program at Metro mainly funds projects that educate and inform travelers about
alternative commuting options. Recent projects that have received funding sponsored employer
commute options programs on Swan Island,installed way-finding signage on regional trails in
Clackamas County and paid for workshops, outreach and events to increase bicycle ridership
throughout the region.
Metro accepts grant proposals under the RTO program every two years. Eligible projects are scored
and ranked based on alignment with Metro goals to promote alternative transportation, economic
development and livability. Project scoring is weighted towards environmental, equity,health and
economic development outcomes.
The current grant cycle has nearly$2 million available for general grant projects apportioned among
the three counties in the region, and Portland.Successful grant awards will become available July 1,
2015 with projects completed by June 30, 2017.
Safe Routes to School Program
The SRTS program is active at the national, state and local level. The SRTS National Partnership
provides policy support, funding advocacy and guidance to regional partners that assist local
programs. The State used to fund SRTS programs directly through grants that managed dedicated
Federal highway funds. SRTS programs are mostly implemented through coordinators at school
districts who direct marketing and outreach efforts that increase walking and biking to schools.
Portland's SRTS program, for example, quadrupled walking and biking at area schools in ten years.

Specific Federal transportation funding for state SRTS programming was available between 2005
and 2012. The latest transportation bill (MAP-21) combines transportation funding for bicycling and
walking into a single pool,reducing what was previously available by 30%. Seeking funding through
the RTO program for Tigard's SRTS program is essential given significant reductions in dedicated
Federal pass through funds.
RTO GRANT BUDGET IMPLICATIONS
Almost all of the$209,770 in funding requested through the RTO grant program will be allocated to
hire a SRTS program coordinator for the two years the grant will be active. Dana Bennett is working
with Jill Armstrong in HR to appropriately classify the position.The remaining funds will be
allocated to purchasing 40 bicycles for use by sixth graders during annual safety training,parent
volunteer training, and education and outreach materials.
Required matching funds will come from two sources. The cash portion $41,250 of the required
Federal match is coming from a Washington County MSTIP Opportunity Fund allocation. The in-
kind portion of the match from Tigard will take the form of staff time, communications and printed
materials valued at$106,666. The total cash and in-kind match for the grant is $147,916.
SRTS PROGRAM IMPLEMENTATION
Some progress has already been made implementing SRTS in Tigard. Department staff has received
assistance from the Tigard-Tualatin School District making contacts at local elementary and middle
schools. Parents,teachers and the principal at Templeton Elementary School are already engaged in
SRTS activities;results from a walk and bike audit at the school will be assessed soon.
Ongoing efforts to established contacts at Metzger,Durham,Deer Creek and Mary Woodward
Elementary Schools and at Fowler and Twality Middle Schools will continue.A team of City staff
from Community Development, Design and Communications, the Police Department, the
Recorder's office, and the Library have joined to coordinate events, activities and messages about
the health, safety and environmental virtues of Tigard's SRTS program. With a successful RTO
grant, a dedicated SRTS coordinator will be able to provide direction to City staff and maximize
their contributions to program development.
