CONSIDER MINUTES The April 8, 2015 CCAC Minutes were approved. 3. NON-AGENDA ITEMS/PUBLIC COMMENT A. The downtown Art Walk runs through Friday,May 15. B. Discussion on bringing the YMCA to Tigard,possibly downtown,is occurring. C. Metro has a new round of the Community Planning&Development Grants. An application for funds is planned to look at redeveloping the transit center and Frame Shop as a combined project. Chair Arendes called for public comment. There was none. 4. SW CORRIDOR HIGH CAPACITY TRANSIT Brian Harper gave an overview of the project including projected future needs, demand through and across the corridor,lack of choices, safety problems, travel time, the timeline for major decisions and the continued outreach to Tigard residents. Dave Unsworth briefly discussed some of the options along the Southwest Corridor outside of Tigard. He then discussed the five Tigard options in depth. He also discussed the Southwest Service Enhancement Plan including frequent service,route changes,new bus lines and Community/Jobs Connector Shuttles for areas where a full size bus is not feasible such as the Bull Mountain area. 5. BURNHAM/ASH MIXED USE PROJECT Sean discussed some of the design changes made as a result of comments received at the open house including a fourth story (third floor townhouse) to building number one and a deck on the fourth floor looking out to Fanno Creek. Energy and Environmental Design) standards, but it will not be LEEK certified due to the casts to do so. G. REVIEW URBAN RENEWAL PLAN PROJECTS STATUS Scam noted there are more projects on the list than the urban renewal funding will allow the completion of, even with funding from additional sources. +Canine led the CC_�C in a group exercise to determine the priorities of the projects. Council vv=ill formally-make the award at the contract at the end of the month. 8. STROLLING STREET PROGRAM UPRATE The two properry owners are working with the contractors and getting estimates. The completion of the projects is Scheduled for this summer. 9. LIAISON REPORTS A. The. City is considering increasing SDC fees while ado offering a reduced rate for downtown devrelopmeut creating an bicentive. B. The TDA is sponsoring a bus trip to Lake Oswego to learn about their art program on May 19. C. There are bikc racks, a bike repair station, benches and glass ball artwork downrown that were provided by the TDA through a grant from the Washington Count}-Visitors :'association. 10. COAD V M TO: Chair Arendes and the City Center Advisory Commission FROM: Sean Farrelly, Redevelopment Project Manager RE: Agenda Item 7: Art/Gateway Project Update DATE: May 6, 2015 Art Public art was identified in the Tigard Downtown Streetscape Design Plan (adopted by the City Council in 2006) as an important element "to bring more vitality to the downtown experience by creating a set of interconnected places and emphasizing the flow of people, history, and nature." The City Center Advisory Commission designated a Public Art Subcommittee in August 2011 to advise on integrating artwork into the Main Street Green Street project,which was then under design. The group met nine times between October 2011 and December 2013. The city contracted with art consultant Valerie Otani to advise the committee. The subcommittee provided the following preferences: • Mark gateways at Pacific Highway with sculptures to invite travelers onto Main Street • Art should be purchased rather than leased or borrowed for temporary display • The artwork funding level should about $75,000 or two percent of the estimated $3.7 million Main Street project cost The CCDA Board concurred with these recommendations in March 2012. In December 2012, the CCAC Public Art Committee, including CCAC liaison Director Henderson selected artist Brian Borrello, one of 80 artists who responded to an RFP. Borrello had completed public art projects in several cities, including Oregon City and Portland. On March 27, 2013 a Downtown Art visioning session was held with artist Brian Borrello and over 25 participants. Participants expressed a preference for art that was inspired by natural forms and had a connection to Tigard history. On July 8, 2013 presented the "Filberts" concept to the CCAC Public Art Subcommittee. The subcommittee and the City Center Advisory Commission both approved the concept. At their July 23, 2013 meeting, the City Center Development Agency Board expressed a preference for additional arts concepts. Borrello developed new gateway concepts based on the subcommittee review criteria of 1) Artistic quality 2) Scale (make an impact in an auto-oriented environment) 3)Audience engagement (remain interesting over repeated viewings) 4) Tigard themes(connection to natural environment) 5) Contribute to downtown vitality The three alternatives were presented to the subcommittee on December 12, 2013. The subcommittee expressed a strong preference for the "Petals" option. Comments expressed by the subcommittee included: o like the idea of"new life," downtown Tigard is evolving, developing, good symbol o really catches your eye day and night o simple and beautiful The City Center Advisory Commission concurred and at the January 7, 2014 CCDA Board meeting, the concept was approved. It was recognized that the original budget for the art project- $62,000 would need to be increased to $82,000 to reflect the additional costs of materials and fabrication of 16' pieces. This contract amount includes concept development,working with the committees, artist fee, design, engineering, fabrication and installation. Gateways In the 2011-12 CCDA budget $120,000 was allocated to build gateway walls at either end of Main Street, similar to the gateway wall that was built at the corner of Burnham and Hall. This was prior to the art subcommittee's recommendation to install art at these locations. It was assumed that the gateways would be integrated into the Green Street construction, as the plans had a "base" southern gateway (consisting of landscaping). There would be cost savings associated with the Main Street contractor constructing them as part of the larger project. Due to the delay in selecting an art concept, the gateway design was de-coupled from the Green Street project. In January 2014 the city contracted with Koch Landscape Architecture on a plan for the gateway areas that would complement the selected art concept. Their work scope included survey, schematic plans, construction drawings, grading plan, lighting plan, planting and irrigation plan, construction details, technical specifications, construction cost estimate. Before any design work had begun the landscape architect had provided a rough estimate of$150,000 to construct the gateways. The completed plans feature stone walls,including built-in seating made of rock, similar to the Hall Boulevard and Burnham Street gateway. It will feature the message "Welcome to Downtown Tigard." The artwork would rest on a mounded area behind the wall (approximately 8 feet above grade) to make the artwork highly visible,which was considered a priority by the CCAC Public Art Subcommittee, CCAC and CCDA. In November 2014, with the design at 70%, KLA provided a construction cost estimate of $369,937 (direct construction costs). The significantly higher cost estimate was attributed to 1) the length and height of wall and amount of stone veneer; 2) the fact that this stone wall is serving as a retaining wall for the mounded earth (unlike the Burnham Street and Hall Boulevard gateway); and 3) the cost to install electric utilities for lighting. 2 At their February 11, 2015 meeting, the CCAC recommended writing a letter to the CCDA Board advocating that both gateways be constructed. This letter was presented at the March 3 meeting. The city issued an Invitation to Bid (ITB) for the construction of the gateway improvements on March 23rd. Public Notice of the project ran in both the Daily Journal of Commerce and the Tigard Times. The work detailed under the ITB consisted of the following: 1. Mobilization, Traffic Control, Erosion Control, Clearing and Grubbing 2. Excavation, Embankment, and Grading 3. Installation of Gateway Walls with Natural Stone Veneer Finish 4. Installation of Wall Drainage 5. Installation of Concrete Hardscape and Sidewalk. 6. Installation of Landscaping and Irrigation 7. Electrical Work including: Monument Lighting, Circuits, and Conduit, etc. 8. Performance of additional and incidental work as called for by the specifications and plans. Three bid schedules in the Invitation to Bid: 1. A Base Bid—Build the South Gateway only. 2. Alternate 1 —Build the North Gateway concurrent with the South Gateway. 3. Alternate 2 —Build the North Gateway 12 to 18 months after the South Gateway. The city asked for these alternatives to give flexibility into the construction schedule to allow for any funding issues that may have arisen. The ITB was clear to bidders that the city would determine low bidder based either on the Base Bid or Alternative 1,whichever the city had budget appropriation to complete depending on CCDA and Local Contract Review Board decisions. The closing date for the ITB was April 7th and the city received bids from three firms. The results of those bids are as follows: Base Bid Alternate 1 Alternate 2 Firm South Entryway Concurrent Build Phased Build Lee Contractors $171,400 $349,000 $361,400 Subcom Excavation, LLC $226,447 $454,147 $474,147 Paul Brothers, Inc. $233,323 $480,162 $516,433 Staff vetted these bids and has determined that Lee Contractors has submitted the lowest responsible bid for both the Base Bid and Alternative 1 On April 28, the bids were presented to the Local Contract Review Board (City Council) to get feedback on whether to proceed with the south gateway, both gateways at once, or a phased build. Another alternative was to reject all bids and re-scope the project for a more economical design (estimated costs to re-design$25,000 - $40,000.) COAD V M TO: Chair Arendes and the City Center Advisory Commission FROM: Sean Farrelly, Redevelopment Project Manager RE: Agenda Item 8: Strolling Street DATE: May 7, 2015 In 2013, the City of Tigard announced a new strategic plan and vision to become the most walkable community in the Pacific Northwest where people of all ages and abilities enjoy healthy and interconnected lives. Main Street is one of the city's best opportunities to create a true "strolling street:" a street that attracts pedestrians with a comfortable and safe walking experience, buildings with attractive facades and window displays, and areas of visual delight. The completion of the Main Street Green Street Phase I project has vastly improved the public realm of the southern half of Main Street. Walkers of all ages and abilities benefit from the improved streetscape. A Strolling Street matching grant program was proposed to improve privately owned areas between the sidewalk and building facade. Some of these areas have dead or dying landscaping and damaged paving. These spaces continue to detract from the pedestrian experience. In March, 2014 the Board of the CCDA approved the creation of the Strolling Street program and funding was included in the 2014-15 CCDA Budget. In July 2014, the Urban Renewal Improvement Programs Joint Committee developed criteria to review the criteria for awarding the Strolling Street grants. Applications were Applications were solicited from Main Street property and business owners in July and August; six applications were received. At its September meeting, the joint committee selected two projects to fund: 12430-12442 SW Main (Maki Sushi, Tigard Wine Crafters, and Elvia's Studio) and 12405 SW Main (Tigard Chiropractic). Staff and landscaping consultants, Greenworks, met with the property owners to discuss their goals, preferences and potential budgets. The consultants then developed alternatives for the property owners to choose from. There was some delay in the grant awardees finalizing their preferred plans due to personal circumstances; however, both projects are slated to be built in the next 1-2 months. The 12430-12442 SW Main Street project will be a significant project, with it being an approximately 1,100 square foot site. The project includes new paving and landscaping, a new pergola, a water feature and a seat wall. Final bids are being obtained by the property owner, but it is likely a $45-50,000 project,with the CCDA reimbursing 80%. The Tigard Chiropractic project (12405 SW Main) comprises of new landscaping and an irrigation system. Final bids are being obtained by the property owner, but it is an approximately $5,000 project,with the CCDA reimbursing 80%.
