Tigard Public Library Board — Minutes
MEETING DATE/TIME: Wednesday,May 13, 2015 7 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL TO ORDER:
Chair Scott Hancock called to order the May 13, 2015 Tigard Library Board at 7:00 p.m.
2. ROLL CALL
Present at the meeting were: Scott Hancock,Linda Monahan,John Storhm and Jan Thenell; and Executive
Assistant Alison Grimes. Laura Cadiz, Katie Harris and Dan Snyder were excused. Molly Carlisle, Readers
Services manager attended the meeting as Library Director Margaret Barnes was out of town. A member
of the public,David Mock,was a guest at the meeting.
3. APPROVE MINUTES
The minutes from the April 8, 2015 Library Board were reviewed and approved.

4. AGENDA ADDITIONS AND DELETIONS
Add Thursday Hours and Summer Break to Library Operations.
5. CALL TO THE PUBLIC
Mimi Wong, Circulation Library Assistant,was the staff guest for May. A native of China, and with previous
experience in libraries in Escondido and San Diego counties,Wong started with Tigard in 2006. She is
excited about the new Automated Materials Handling project as faster check-ins will help get materials back
on the shelves more quickly. Besides her duties of working the check-out counter and Welcome Desk,
Wong looks for unclaimed or missing holds and tracks them down and she follows up on Tigard items that
were lost and paid at other libraries.
6. 2015—2020 LIBRARY STRATEGIC PLAN
Carlisle reviewed highlights from the two meetings that were held to plan for the Library's next 5-year
Strategic Plan and distributed a draft copy. The following service responses were chosen by the group
attending both meetings as the ones to focus upon in the next five years:

The Board agreed the Library should focus on these topics for the 2015-2020 Library Strategic Plan and
voted to approve as long as the objectives relating to digital literacy are included throughout the Plan.

Carlisle gave an update on the status of the 2010—2015 Strategic Plan which will be wrapping up at the end
of June. She shared that the Library had met 65 —70% of the objectives and explained briefly that some of
the remaining 30—35%were deemed not feasible or not completed due to decreased need and/or demand.
Carlisle said that a final report for the 2010—2015 Plan will be completed at a later date.
7. LIBRARY OPERATIONS
Carlisle distributed the April statistics for the Board's review and discussed several programs that were held
in April. A big, but happy, surprise was the recently-held Teen Job Fair. Partnering with Workforce
Tualatin,the event drew more than 500 teens looking for employment;Workforce Tualatin suggested about
400 would show up. 689 people came to the AARP Tax Help program for assistance—higher than any
other libraries offering this program. Library staff is now geared up for the annual Summer Reading
program. Registration for all ages begins June 1. Besides the four gift baskets that can be won by adults
here,WCCLS is also giving away small prizes throughout the summer program. Also, this year a short blurb
about Summer Reading will be on the June and July Tigard utility bills.
A copy of the article printed in The Oregonian about reinstating Thursday hours was distributed and
discussed. The article can be found at

Budget Committee did recommend that Thursday hours be restored with limited services—no programs or
activities. The recommendation is based on passage of the Washington County Cooperative Library
Services levy,which goes to voters November 3. A replacement levy,it will increase the amount property
owners pay from 17 to 22 cents per$1,000. The Board thought it would be a good idea to ask the Council
liaison to the Library Board,Jason Snider, to attend the Board meeting prior to the levy going on the ballot
for his input. Carlisle handed out the executive summary of the draft proposal for the WCCLS levy,

Automated Materials Handling hardware is scheduled to be delivered June 9. The project is scheduled to be
completed before the end of the fiscal year,June 30. Several large cedar trees were removed from the front
of the building as they had been planted too close to the foundation and the roots were compromising the
building. The front of the Library will be re-landscaped once the AMH walk-up window and sidewalk have
been installed. Patron chairs on the second floor are being reupholstered as many of them are threadbare

after 10+ years of use. Finally, as the chairs in the second floor Conference Room are beginning to wear,
especially on the arms,new chairs will be purchased to replace them.
The Board then discussed whether or not to meet during the summer months. This past year, the Board did
not meet in July or August. Thenell made a motion to not meet in June or July, but the motion died due to
lack of a second. The Board was undecided about what months to take off,if any. Both Thenell and
Monahan said they would not be able to attend the June meeting. Hancock said he would email the Board
concerning June's meeting to see if any other members would not be able to attend. If there will not be a
quorum,Hancock will contact Grimes so she can inform the Board. Members did discuss not meeting in
July or August,but no decision was made.

Carlisle distributed an article: Trends on Tuesday: U.S.Mobile-Only Internet Users Now Outnumber Desktop-Only

internet-users-now-outnumber-desktop-only-users/. She pointed out that desk-top only internet users have
decreased from 19.1$ to 10.6% since March 2014,while mobile-only users have increased from 10.8% to
11.3%.. This trend highlights the importance of ensuring that our website and catalog are mobile-friendly.
She also noted that audio books are going to be added to the 3M Cloud Library next month.
Finally,Board members discussed the recent joint meeting with City Council. The consensus was that the
meeting went well.

There being no further business, the meeting was adjourned at 8:10 p.m.
The next meeting of the Tigard Library Board will be Wednesday,June 10, 2015 at 7 p.m. in the second
floor Conference Room of the Library, 13500 SW Hall Blvd.,Tigard.
