Park & Recreation Advisory Board (PRAB) Meeting Minutes
MEETING DATE: June 8, 2015 7 p.m.
MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. the meeting was called to order by Dave Brown.

2. Approval of Minutes: May 11, 2015, minutes
Wayne Gross moved to approve the May 11, 2015, meeting minutes. Holly Polivka
seconded the motion. The minutes were approved by a majority of the board
members present with Dave Brown,Wayne Gross, Holly Polivka, Troy Mears and
Linda Shaw voting yes. Scott Winkels abstained.
3. Comments from the Audience
Neal Brown, 13853 SW Boxelder St., spoke to the board and provided handout
about his support of a community recreation center operated by the YMCA; handout
is on file in the PRAB record.
Scott Winkels asked if funding for the proposed project would be considered a bond
measure.
Neal Brown replied that it will be a 34.5 million-dollar bond measure.
4. Bagan Park Draft Master Plan
Steve Martin updated the board on the draft Bagan Park Master Plan. Some of the
highlights include:
• The 2.9-acre park is located on the east side of SW Greenburg Road near
Shady Lane.
• Two open house meetings were held for public input.
• The park may include community gardens.
5. Parks Update
Martin McKnight gave a brief report on the parks. The updates include:
• Festival of Balloons will be held at Cook Park on June 26 through June 28,
2015.
• Staff will be meeting with the contractor for the relocation of the new Ash
Avenue Dog Park.
• The construction of a restroom at Summerlake Park has started.
6. Recreation Update
Steve Martin updated the board on the progress of having a recreation program in
Tigard. Some of the highlights include:
• The city is currently recruiting a recreation coordinator.

• During the June 2, 2015, City Council business meeting, council continued the
discussion on a potential ballot measure for a community center.
• If voter-approved, a bond would cover the cost of the building, not the
operation of the community center.
• Future scholarships have been included in the draft 2015-2016 budget.
7. PRAB Members Vision for Parks and Recreation in Tigard
Each board member expressed their personal vision for parks and recreation in
Tigard.
Scott Winkels offered to contact various biking organizations for recommendations
for a location and installation of a BMX track.
8. Non-Agenda Items
Dave Brown requested that a future PRAB meeting be held at the Community Room
at Tualatin Fire and Rescue Station 50; the meeting would include a tour of the
improvements at Jack Park.
He went on to ask for an update for Downtown projects.
Steve Martin responded the Tigard Street Trail, near Symposium Coffee, will be
developed into a small city plaza. The Tigard Street Trail will temporarily be paved
from this location to Tiedeman Avenue.
Wayne Gross suggested in lieu of having a future PRAB meeting, the board does a
tour of recently developed parks.
Steve Martin replied that he will be setting up park tours for the city's executive staff
and will include PRAB members.
He went on to tell the board the vacant PRAB positions will not be filled before the
July PRAB meeting.
Marc Woodard updated the board on City Council's discussions on the possibility of
a community recreation center operated by the YMCA and the expectations of the
recreational coordinator.
The board agreed to have further discussions on a community recreation center
operated by the YMCA at a future meeting.
