1. Call to Order, Roll Call and Introductions
Commissioner Henschel called the meeting to order at 5:35 p.m.
Note: Commissioner Hadfield arrived at 5:3 7 p.m.
2. Approval of Minutes — May 13, 2015
Commissioner Woodard moved to approve the May 13, 2015, minutes. Commissioner
Inman seconded the motion. The motion passed by unanimous vote of the
commissioners present,with Commissioners Hadfield, Henschel, Inman, and Woodard
voting yes.
3. Public Comments
There were no comments from the public.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of May was 5.4 million gallons per day (mgd). This
usage was slightly higher than last year at this time.
• There is approximately 203 million gallons of water stored in aquifer storage and
recovery (ASR) wells, which is about a 94-day supply.

• Local water supply predications are at caution levels, but with adequate forecasted
supply for this peak season. The city is purchasing additional capacity from the
Portland Water Bureau and the Joint Water Commission to supplement supply in the
short term.
5. City of Tigard and Joint Water Commission Water Purchase Agreement
Mr. Goodrich referenced a water supply agreement that was included in the materials in
the IWB's packet. This agreement is on file in the IWB meeting record. The agreement
is a contract between the City of Tigard and the Joint Water Commission QWC) to
provide supplemental water. Some highlights of the agreement are:
• Up to 2 million gallons per day (mgd) will be available for purchase from July 1, 2015,
to September 30, 2015.
• Wholesale rates for water under the agreement will be $1.59 per CCF (100 cubic feet
or 728 gallons).
• There will be no charge if the city does not use surplus water under this agreement.
In response to Commissioner Hadfield's inquiry, Mr. Goodrich explained that water
managers in the metro area are saying there is adequate water to meet customer demands
this summer. If the governor were to issue a declaration of drought for the entire state of
Oregon, the city would implement level 2 of the water emergency and curtailment plan.
Curtailment would involve limited irrigation and washing vehicles. The board requested
staff send an email with the link to the city's administrative rule outlining the water
emergency and curtailment plan.
6. Informational Items
Mr. Goodrich reported that the original agreement to lease the cell tower located at 8777
S.W. Burnham Street will expire on May 22, 2021. The two companies currently leasing
the cell tower would like to extend the lease and have presented their best offers. The
consensus of the board is that Mr. Goodrich move forward with negotiating the new
contract. Lease payments for the cell tower go directly into the water fund. A copy of
the finalized draft of the contracts will be given to the board for consideration before
making a recommendation to council.
Mr. Goodrich summarized a memo that was included in the IWB's packet. The memo,
which is on file in the IWB meeting record, provided information requested by the IWB
at the May 13, 2015, meeting regarding a recent citizen proposal to condense all
residential-type customers into a single rate classification for customer service charges
(monthly fixed charges) regardless of their meter size. After discussion, Commissioners
Inman and Woodard agreed with staff recommendations that the issue be included
within the scope of the next water rate study (in the fiscal year 2019) for full analysis by
water financial economists. Commissioner Henschel encouraged the board to discuss the
issue with members of their jurisdictions.

7. Non-Agenda Items
• Commissioner Henschel reported that the Tigard Water District (TWD) election
results are final. The terms of Commissioners Radley and Fergusson will expire June
30, 2015. They did not seek re-election. Gary Burns and Mitko Gankov were elected
as new councilors for the Tigard Water District. Commissioner Henschel was re-
elected as chairman.
• Commissioner Henschel requested the commissioners to email suggestions to him
for any changes in the IWB meetings. A discussion of the suggestions will take place
at the next meeting.
• Mr. Goodrich reported that he will be unable to attend the next meeting.

At 7:15 p.m. Commissioner Hadfield moved to adjourn the meeting. Commissioner
Woodard seconded the motion. The meeting adjourned by unanimous vote of the
commissioners present, with Commissioners Henschel, Hadfield, Inman, and Woodard
voting yes.
