Call to Order, Roll Call and Introductions Commissioner Henschel called the meeting to order at 5:32 p.m. 2. Approval of Minutes —March 11, 2015 Commissioner Reynolds moved to approve the March 11, 2015, minutes. Commissioner Jehnke seconded the motion. The motion passed by a majority vote of the commissioners present,with Commissioners Henschel, Inman,Jehnke, and Reynolds voting yes. Commissioner Woodard abstained. Approval of Minutes —April 8, 2015 Commissioner Jehnke moved to approve the April 8, 2015, minutes. Commissioner Inman seconded the motion. The motion passed by a majority vote of the commissioners present,with Commissioners Henschel, Inman, and Jehnke,voting yes. Commissioners Reynolds and Woodard abstained. 3. Public Comments Steve Kraemer, 14931 SW 88th Avenue, Tigard, spoke to the board regarding his monthly water bills. Mr. Kraemer recently learned that his billing rate is based,in part, on the size of his water meter. Under the city's current rate model, meter size is determined by the number of water fixtures in the home. Larger homes typically have more fixtures, and, therefore, require meters larger than the basic 5/8-inch meter. Mr. Kraemer has a 1-inch water meter and feels it is unfair that he has to pay a higher fixed monthly rate. He said only two people live in the house and they use little water. He proposed that the city change its current rate model to condense all customers into a single rate classification for customer service charges (monthly fixed charges) regardless of their meter size. At the request of the board, staff will provide the number of residential customers (single family residences) in each meter size at the June 10 meeting. 4. Water Supply Update Mr. Goodrich reported: • Average water use for the month of April was 4 million gallons per day (mgd). This usage is normal for this time of year. • The injection cycle for aquifer storage and recovery (ASR) well no. 2 ended this month,with a total of 149 million gallons (mg) injected. A total of 204 mg is currently stored in ASR wells,which is approximately a 95-day supply. • The city issued a boil water advisory on April 18, 2015, due to a failed pump system serving a small portion of the service area near Canterbury Lane and Murdock Place. The advisory was issued for this area only and was lifted the following day. • On April 27 a semi-truck struck a light pole and fire hydrant at the intersection of SW 72nd Avenue and SW Upper Boones Ferry Road. This incident resulted in temporary flooding and customers in the area experienced brown water for several hours while city crews contained the leak and flushed the water system. In response to a request by Commissioner Henschel, Mr. Goodrich explained that staff has identified the need for council, Intergovernmental Water Board members, and city staff to be included in CodeRed alerts. Ms. Lawhead will verify that the commissioners contact information is up-to-date and provide that information to the person who oversees CodeRed alerts. 5. Consider Making a Recommendation to the Tigard City Council on the City of Tigard's Water Division and the Water Capital Improvement Plan Budgets Mr. Goodrich noted that there were no significant changes from last year's budget. Mr. Rager explained that the budget has been approved by the city's budget committee and will next go to council for adoption. Commissioner Henschel inquired as to whether the board could access budget materials sooner in order to have more time for review. Mr. Rager suggested that staff could alert the board to the date that the city's website has posted the proposed budget. Pagc 2 of 3 In response to questions from Commissioners Inman and Henschel, Mr. Goodrich explained that system development charges (SDCs) are assessed when the meter is officially installed. Water SDCs for potential development are not forecast in the budget. Commissioner Inman recommended the Tigard City Council approve the budget. Commissioner Woodard seconded the motion. The motion passed by a majority vote of the commissioners present,with Commissioners Inman,Jehnke, Reynolds, and Woodard voting yes. Commissioner Henschel abstained. 6.
