APPROVE NOVEMBER 19,2014 MINUTES Cathy motioned to accept the November 19 meeting minutes, Connie seconded - approved by the committee. 4. 2015 COUNCIL GOALS I. Provide Recreation Opportunities for the People of Tigard II. Make Downtown Tigard a Place Where People Want to Be III. Adopt Tigard Triangle Strategic Plan and Enable Future Development Capacity IV. Enable Groundbreaking in River Terrace by Summer 2015 V. Expand Opportunities to Engage People in the Community Councilor Goodhouse outlined Council's plans/strategy for adding sidewalks throughout the city to aid the city's vision of being the most walkable city in the Pacific Northwest where people of all ages and abilities enjoy healthy and interconnected lives. 5. TIGARD WALKS UPDATE The first walk was held January 1 and was a great success - the February 14 walk was good too and plans continue to host a walk every month, with two a month over the summer months. The idea is to engage residents in walking the community and showing trails, paths and connections they might not know about. 6. OTHER? • Jeremy mentioned the good job the city did on the Derry Dell Creek project. • Cathy asked how the city prioritizes needs related to the Street Maintenance Fee. Projects are selected by what's the most efficient use of budgeted funds for the season. Preventative maintenance is done where possible (crack seal, slurry seals) and overlays are prioritized by streets with the highest traffic volume. If funding is left over, projects are selected from a backlog of projects - again, ranked by highest traffic volume. Council is currently reviewing the Street Maintenance Fee (SMF) to consider expanding funding of the Pavement Management Program. The purpose is paving the growing backlog of streets that are in poor condition. This will increase Tigard's pavement rating from 70 to 80+ in 10 years. The paving condition index was 67 in 2009 and 70 at the end of 2013, with the low eighties being the ideal for lower maintenance costs. • Resident Neal Brown requested time to present his vision for building a $28 million dollar, 60,000 square foot YMCA in downtown Tigard. In an effort to assess the community's level of financial support for such a facility, Council commissioned a survey to begin next month. The survey is being paid for by the city ($12,500), Washington County ($1,000) and the YMCA ($11,500). • Marijuana-Measure 91 Forum: Council is considering an agenda item for recreational marijuana at the March 10 council meeting. Connie mentioned that Tigard Turns the Tide is hosting an educational forum for parents on March 19 and the OLCC is hosting educational meetings around the state -February 26 they will host a gathering in Beaverton. 7. River Terrace is unique in a number of ways. It is geographically separate from the rest of Tigard;it is expected to provide new housing for thousands of new residents over the next several years; and,it has recently undergone a comprehensive planning process to guide its development as it transitions from rural to urban use. The addition of River Terrace to the city's Neighborhood Network Program would serve to: • Encourage communication between new River Terrace residents and the city; • Involve citizens as partners in addressing issues that are unique to River Terrace; • Strengthen connections between new River Terrace residents and neighbors; and • Facilitate geographic information system (GIS) tracking in Tigard Maps by categorizing River Terrace as its own neighborhood. History of Engagement The city accepted responsibility for planning and developing River Terrace in 2012. Since that time, the city has actively engaged a wide range of community members and stakeholders in developing the land use vision for this area. The city formed two standing advisory committees to assist the project team through the community planning process, and continues to update and engage interested parties on River Terrace issues through Cityscape articles, listsery messages, blog posts, press releases, and community meeting presentations. Project Background River Terrace is an approximately 500-acre area south of SW Scholls Ferry Road, north of SW Beef Bend Road, and adjacent to SW Roy Rogers Road. It was annexed to the city in 2011 and 2013. In December 2014, City Council adopted the River Terrace Community Plan,which outlines a vision for new housing, neighborhood-scale commercial businesses, schools,parks and recreational opportunities. In February 2015, Council adopted the River Terrace Plan District and zoning district designations, which laid the foundation for development to begin in the area. The city estimates that approximately 2,500 new housing units will be built in River Terrace over the next two decades,which will expand the city's population by thousands. Recommendation Upon review of this memorandum and supporting materials, staff recommends that the Neighborhood Involvement Committee make a motion to approve River Terrace as a new Neighborhood Network Area. Program management for this area is proposed in two stages: Stage I.•Interim Community Development Staff will: • Maintain the www.riverterracetigard.com WordPress Blog with neighborhood updates • Plan community events and neighborhood meetings as appropriate • Be available for neighborhood discussions Stage H. .Future The River Terrace Area will be managed similar to other Neighborhood Network Areas once: 1) The River Terrace Community Plan project and implementation is complete, and 2) a resident volunteer in River Terrace is available to manage the blog. Neighborhood web pages are managed by volunteers who are trained by city staff. Having residents manage pages for their neighborhood ensures information is relevant to their unique interests and issues. There are content guidelines, such as no commercial advertising. Much of the content is provided by the city, but web administrators are not limited to using only this material, and the website administrator chooses what to post. • City Commitment Free training and support for volunteer web page administrators. Provide content on an ongoing basis. Monitor pages to ensure content is appropriate. • Neighborhood Network Goal/Target A web page managed by volunteer(s) with content that is updated at least monthly. As a web page administrator/content manager for the my neighborhood, I agree to abide by the following: 1. Keep information on the web page current; remove (archive) outdated information in a timely manner. 2. Update the page at least monthly. More frequent posting is encouraged. Clearly post the date of the next update if material is posted on a monthly basis. 3. Review all content provided by the city for applicability—administrators are not limited to posting content from the city. 4. Content provided by the city may be edited for length. 5. All information posted on the web page will be factual, no editorials or opinions. 6. The comment, question and opinion portion of the web page must be identified as such. 7. No commercial advertising will be posted. 8. Neighborhood garage sales and school fundraisers may be posted. 9.
