submitted a lette.r reaeived today fro:m �citizen. He stated that the Woodard Park Master Plan
inciuded a seven acre site owned by Metro (purchased with�reenspaces funds) adjacent to the
parlc proper. He explained that l�etro told the City that they would allow the City t� includ.e
these seven acres in their park systezn, provided that the City developed a management plan
aGCeptable to Metro. He said that this master plan o�vas the result of a consensus of tl�e
neighborhoods an.d P�I�tro. He mentionesi the neighborlh�od'�accept�nc�of an ODO'T request
ta enhance wetlands in the park.

Commissioner Olson asked about parking. Mr. R9berts said that typically neighborhood paxks
did not include parking beca��se not inany users were expected from outside af tt�e
neighborhoo�l.
Vice President Padgett asked if bike racks would be install�d near the t�.trn around. Mr.
Roberts said that that had not bee�dis�ussed but he suppoi�ted including it as a further
recomnieridation.
Vice President P`adgett asked about the restroorr�s. 1�Ir. Roberts said t11�at tl�ere would be a
portable restrooin facilit-y regul�ly maintained by the vendor under contract with the City.
Com.mi.ssioner O�son asl.ed what the estim�ted co�t was to irnple�ent aIl the ianprov�rnents.
I�Ir. Rc,berts said that they ha.d$120,Q00 in cort�riitted furrds, including $50,000 for the play
stzucture and $30,000 fr�m �I��`T for the wetlanc�s ei+�hancement. I�e explained that typacally
neighborhood parks ran �4�00,000 for im�ro�errients bzat this park�ould cost�ess l�ecattse both
the rieighborhoad and Metro wanted to maintain a xnore natural enviromnent.
Com.missioner Griffith asked about using greenspace money for impravemexits. Mr. Rober�s
said that the greenspaces maney could be used only for land acquisitior�or passive rela�ed
improv�ments. He confirmed t�at greenspaces money coulrl be used for the Fanno Creek Trail
and other trails but pointed out that the strong emphasis from the public and the Corr�nissio�
has beer�to acquire land.
Vice President Padgett asked for a brief recap on the City's golicy regardi��g pets in pa�ks. IA�Ir.
Roberts said that he did not knov�r if there w�as a formal policy, althaugh there was� leash
r�quirerr�ent at Cook Park. I�e assumed that it applied to all parks. Vice President Padgett
mentioned the VVashington County leash iaw.

IVIr. Roberts explained that tl�ie master plan was a SO to 60 pag�d.m��arr�er�t that zncluded a lot af
tables with the most irr�nortan�part being the r�cc�rrnmend�d �apital i�provem�nts list. He
sug�;est�d focusing primarixy on the list, as the Comrnission discussed the planning proGess at
previous meetings. He reviewed the rr�ast�r plan process that included�ver a V�ar of public
participation, in�luding a corr�muruty survey, a phan� s�arvey, in-dapth interviews,public
rn�etings, and a i.ask force.
Mr. �oberts said that they m�.iled out copies of the�lan to Z2 graups. He xnentioned that they
h�ve received camrr�ents frorra.citizens axid other;:ity departrr�er►ts. He explained tha�t the
consultants divide�l t1�P�ity into the existing four CIT areas, and developed a needs lisi for each
area. TtIIe said that the action plan w�.s really the recommended funding 1ist.
Vice President Padgett directed staffto proceed with the capital improven�ents list, as the
Commission review�d the needs in prior'sty order at the last two workshops.
Mr. Roberts mentioned that they received corr�nents�'rom Christie Smith, Pat Whiting, and the
Operations D�epartm�ent. He said that the Operations I?epartment wanted inore inoney allocated
earlier for Cook Park, they did not tl�ink it was realistic to include a�ull Mountain Cotnrnunity
Center,they supported a fenced dog park as long a�the owners rr�aintained the park but also

felt that it was too expensive to extend water to the Cook Pnrk dogpark site, and they would
mow the dogpark lawri.
Mr. Roberts mentioned that Op�rations felt that priority should be given to the existi��pazks,
such as Cook Park, Woodard P�.rky anci Jack i�ark, as opposed Yo develo�ing ne��parks,
primarily beca.azse they did not have suf�'icien�staff to adequately maintain new parks. �e said
that they did not disfavor improvements to Er�glewood Linear Park but they did not see the
existing facility used anuch and were not sure that there was a demaad for Englewood Park
improve�nents. He stated that Operations also requested deletion of th�commercial park on the
other side af tl��e Hwy. 9�V�J ov�rpass, as it was a.gathering place for transients.
Mr. 12oberts mentianed that the Finance Departrnent thoug�t that the finance section needed to
be beefed up, so Wayne Lowrey was working with the consultarzts regarding the bond'ang
structuring.
Mr. Roberts emphasized that, �eyond the first year, the capit�l irnprovennents project list was
tentative with unfo�eseen projects arising that required i�exibility in making changes to the list.
He rnentioned unanticipated funding opport�nities, such as the three grant applications they
had in process t�o provide park improvements. C)ne was for$1 rriillion for the Tualatin River
pedestrian bridge and two were community development block gra.r�ts for a Bonita area park �
and a Greenburg area paxk. He corr�inented that he needed to make sure that the Greenburg
area project qualified in terms of a low xncome neighborhood.
IVIr. R.oberts comrrzented that buy�ng land was difficu�t becaus�th�Ci1.y traditiornally pursued a
willing seller policy, and therefare staff had to wait until the property cain�on the n:�arket. At
that tim�, other parties were also interested in the buildable si�es, and the City needed to be�ble
to act quickly. He reiterated the importance of inaking clear that the list was Yentative and
subject to change due to unforescen circumstances.
IUIr. Roberts direct�d attention to Table I 1,the funding reca�rnendatia�ns. I�e comrrzented that
after th� �rst year, afll the prc��jects lisied�vere co�ditzonal upon additio�al fiznding (a bona
measure). He revicv,jed the pro�ects Ibsted for eaul�o#'the ten years.
Mr. I�oberts mentioned the consultants' re�ammendation for developing a site speci�ic ADA
plan during the first year, as well. as implementing the fencsd dog park,upgrading playgrounds
to current safety standards, and developing a neighborhood park at the Canterbury property iix
cooperation with the Tigard VJater District. He said that the Operations l�e�artrnent
recoanmended deferring the water property park development to the second yeax so that they
could�xs��400,000 far the utility improvements, bios�wales, eastside restraoin facilities and
park area improvements at Cook 1'�ark. He said that he supported the �Operations Department's
r�commendation. He also recommended rraaking adjustments to the Tualatin River project to
put funding frozn tllai project into the Canterbury pr�ject.
Cornmissioner D. Anderson asl�ed if the Cook Park Master Plan already underway vias being
done according to ADA requirements. Mr. Roberts said yes.

Mr. I�oberts confirnled that a11 the second year projects dvere contingent on the b�nd. He said
th�fi they had Parks SDC funding available but three-quarters of the money Ynad to be found
from other sources. �Ie reiterated that the first year was always th�one that Caun�il acted on
with the rest tentative, and subject to changes during the annual revision of the CIP.
Commissioner Griffith asked ai�out the SDC fundin�. IO�Ir. Roberts said tl�a�they have
�stimated $500,000 for the first year with$� million on hand and already�ommat��d��a Iot of
unconstructed proj�cts. Hs explai��ed that the SDC r�venues flucttaat�d every year because
they were dependent on the amount of building activity. �-Ie said that they estimat�d hovv much
SDI�C revenue they vxpected to g�t ov�x•time(bas�d on p�pulation estimatesj but it was r�ever•
certain how much they would get.
1VIr. Ito�beH-ts discussed the tl-�ird year of the plan with a trail connecting th�main traii st�m to
the end of,Tohnsan �treet, a rollerblade/skateb�aa�rd facili�y, the Woo�ard Fark improvaments,
and land acquisition in area S-5. He mentioned that the consult��ts i�entix"ied a need for E�Y�°e€
rollerbladelskatepark facilities but only rec;om�nended funding for c�nly one facility. He
�epo7rted t?�at the owner af pastur� �ai1d alon� �V+I 74"' inte�d�c����onate th� six acres of
floodplait� to the City on��he developed the 25 acre site. TP�erefore the amount estixnated for
park developinent in area 5-5 could be cut in half.
I�dr. Roberts commented that t�e recarnmendation for a bond measuxe was based on t�e
� community survey in which people said they wauld be�flli�ng to pay $100 per year(which was
� less than the $1.40 per$1000 levied vy Tualatin Hills Parks & Recreation District). I�e

� bridge, a Pat�fnder/I'airview/G�arde traifl segment, and l�nd acquisition to expand Far�n.o Park.

Mr. Roberts said that in 2003/04, the plan recommended more playgrou��i safeiy
impxovem�nts, additional funding for the B�zlfl Moc�tai�n park, and the Boyut�Roac�lDiarham
trail segment(expensive becaus� it needed a boardvvalk and bridge). He noted the sev�nth year
recor�mendation for a neighborhood park on the City property along F3csnita(eligibr�for a
co°nmunity bl��,k grazit).
Mr. IZoverts said that the eighth year of ihe plan included more maney for the Bull I�ountain
corrununi�y center. Ir�the ninth year,the�°��oan��ex�datiort was to �cq�.ti�'e land fo�ihe.4sh �
Street tr�il,to acquire land in the E�'1 area,tr�renovate the cominercial park(the oiie that the
Operations Deparlment recomrnended eliminating}, to exte�nd�he trail from�Cook Park to the
end of S�i185`h, to acquire the lan�l to connect the two E�glewaod Park segments,to clevelop a
neighborhood park in the S-5 �r�a(the probable land donation along 7�`�'Avenu�), and to
acqufre additional land for a ne��hborhood park in the S-3 area. He mentioned that the ow7zer�
of the land i�enti�'i�d in the S-3 area had not been�interested in selling when contacted in fhe
pas4:.
l�r. I�oberts revi�wed the recoznmendati�ns in the final year, developing a neighborhood parlc
in the southern part of the city, connecting the Ash Avenue trail from 217 tc Fanno Creek,
acquiring g�eenspace in the E-3 area.(a 10 acre forest sAte wi�h mature Western IZed�edar
owned by Mrs. �eal), anci renovating J�ck Park. I�e pointed out that one trail segmenf�vas
mentioned twice in the list. He commented that the Ash Avenue trail connection would be
dif�cult because of the wetlands.

for park facllities, a feelirrg of cdmmunity ownership and participati�n in planning, at�d
enhanced public safety.
Nir. Banta cominented that Sunlmer Lake Park, the other community park, was a poor sister
to Cook Park(24 acres contrasted with 130 acres). �-Ie argued that Summer Lake Park had
the potential for even more use by tt�e publi�, cit�ng the�rowth in use he ha5 observeci in the
dozen years he has lived adjacent to the park. He mentioned a majar prob�em ai maintaining
the wa#er quality in tlhe lake,particularly from J�une to October. He said that they would like

to see the weed hasvesting continued and any additional maintenance ca�led for in the mast�r

�vlr. Banta sugg�sted that the City be careful about plariting trees around the psr�zneter of
parks, as tre�es created a barrier to visibility for the police in monitoring aativity irn the park.
