1 . President Fyre called the meeting �to order at 7:30 PM. The meeting was
held at Tigard Civic Center - TOWN HALL - 13125 SW Hall Boulevard,
Tigard, Oregon.

Commissioner Barber moved and Commissioner Saxton seconded to approve
the minutes of the previous meeting as written. Motion carried
unanim�usly by Commissioners present, with Commissioner Castile
abstaining.

7:' 5.1 COMPREWENSIVE PLAN AAPaIENDMENT CPA 91-0002 109TN AVENIlE AND NAEVE
STREET {NPO �6) A request by NPO #6 that the Comprehensive Plan
Transportation Map be revised by (1 ) designating new minor collector
roadways in the Little Bull Mountain area as shown on Attachment No. 2
in the meeting packet and (2) changing the designation of Naeve Street

Associate Planner John Acker advised that the proposal came about
because NPO #6 requested the transportation map be updated to address
the many transportation concerns connected with expected development and
increased density. He explained the process for amending the
Comprehensive Plan Tran�portation Map, and he said the Planning
Comm�ssion's recommendation will be forwarded to Gity Council for
eonsideration at th�ir August 13th meet9ng. He noted the letter from
Lenore A. Schuster and the letter from Jane Huffmar� were expressing
opposition to the proposed amendment (See Exhibit A),

o Ci�y �ngineer Randy Wooley provided wall maps of the area showing the
transpnrtation map. He said the NPO worked with the Engineering
Department to study the traffic patterns and related issues. He

it is a long-range planning tool rather than a development proposal . On
the map, he pointed out the existing streets and their r�s ectbve

designations. He used an overlay map ta show the proposed str�et
modifications which inc1uded: (1 ) Naeve Street which is currently a
minor collector would be designated as a minor collector, (2) SW 109th
Avenue would b� extended as a minor collec�tor from the current terminus
south of Murdock Street �o Pacific Highway at Royalty Parkway, and (3) a
new minor co1lector street, "Sattler Extension", would be constructed to
connect between SW 1OOth Avenue and SW 109th Avenue north of Hoodvi�w
Drive. He pointed out that the al�gnments were approximate and not
inflexible. He said NPO #6 recommended that SW 109th Avenue not b�
open�d at the top of the h�ll until properties to the east are
developed. He dtiscussed the areas af high density and lower density
areas and �he concerns about increasing traffic flows in the Summerfield
area. He reviewed the d�finitions of minor coll�ctor and local street
and the volumes they carry typica1ly; and he talked about the traffic
volumes expected on each street when the area is fully developed. He
i; advised that the �iming for the proposed changes would depend on when
the area development occurred. He discussed the potential ways �o fund
I; the proposed street changes.
o Commissioners asked City Engineer about local street and minar collector
designations and specific traffic counts taken recently. He answer�d
' questions about specific properties that would be affected by the

APPLLICAI�T''S PRESENTATION
o Sue Carver, NPU #6 Cha�ir, reviewed the authoriz.�tion the NPO received
� from City Council in December 1991 to study the traffic needs of �the
community of Li,ttle Bu11 Mountain. She said their goal was to find a
more balanced traffic flow that would avoid burdening any one
neighborhood mor� than another. She shared snme of the individual
street problems and issues they considered in their study. She
�xpressed appreciation to the City staff for their hard w�rk and the
time t{�ey spent nn this project. She noted that the NPO had decided to
withdraw the final sentence in Note #lU on the back of the map, which is
in reference to having SW 109th closed. iiowever, she said that they
would be addressing this concern again as the proper�ies developed.
o Cammissioner Moore ask�d Chairman Carver about th� amount of attendance
the NPO had during the meetings. Ms. Car�eer said they had good
attendance, �nd many who cauld not attend the meetings in person had
called her to express their feelings. She shared some of the comments
in favor and opposed to the proposed changes.

PROPONENTS
o Beverly Froudy, a representative of NPO #3, said they were involved in
some of the meetings and are basically in favor of the proposed
amendment to the Transportation Map. However, she added, NPO #3 members
would like to make sure that the new Royalty Parkway ext��sian is
eonstructed along with any new develapment. She said they favor hav�ng
a11 the new traffic enter 99W at Royalty Parkway. She said it is
important that SW 109th b� opened up to improve circulation in the area.
o Howard Gr�ham, 9410 SW La�keside Drive, Summerfield, stated he is
President of �he Surnmerfield Civic Association. He corrnmended NPO �6,
NPO #3, and Randy Wooley for their work on this complex issue. He
advised that the Summerfield Civic Association favors the proposed
amendment. He spoke about the residents who would be adversely affected
and rec anmended giving consideration to them where possible.
o Richard Watson, 10290 SW Highland Dr�ive, representing Summerfield,
advised the community supports the proposed Transportation Map amendment
because is offers a balanced traffic flow for the area. He discussed
traff�c problems concerning SW 109th and the Naeve. He favored leaving
Naeve Road as it is. He commended the NPOs and City staff fQr their
efforts in finding solutions to t'�e traffic problems.
o Sue Kasson, NPO #6, urged approval of the proposed amendment. She
stated that it was exciting and interesting to work on this
'° Transportation Nlap amendment. She brought up the impartance of
notification to a11 residents who ar� in the subject area. She
expla�ned �hat those who do not receive r�otices early on vdere likely to
be upset about not being included in th� process.
o Jim Hughes stated he was representing Dorette Ristig, her sister and the
estate of her mother. He described the location of th� property his
client owns and explained how it would be affected by the propose�d
changes. He said his cli�n� was concerned about future develapmen� of
�< her property, and he stated that her aptions would be more limited. He
pointed out some draw backs to combining property with adjacent property
owners to make them more marketable. He did not favor leaving the
design of the roads up to Triad or other° developers.
Commissioner Fyre explained that som� of the issues Mr. Hughes was
discussin� were r�ot part of this hearing. There was discussion
concerning the process for gathering public input prior to the actual
design and constru�tion. City Engineer Randy Wooley advised that the �
Transportation Committee and City Council would be involved in public '
hear�ngs to determine specifics and funding.
QPPONENTS
o Ferd Wardin, 21510 SW Johns�n Road, West Linn, stated he owns property
nff of Sattler Road. Ne was not in favor of or opposed to the proposed
amendment. He was concerned that he had not receryved some of the
' meeting notices. He �xpressed concern regarding the street improvements

o Clyde Roark, 15371 SW 114th Court, #1U8, Tigard, pointed out his
residence on the map. He said he opposed the street changes as they
would increase the traffic that wi11 occur next to the Fount�ains
Apartments. He said any division of the Luton property, which is
adjacent, would compact and c anpress traffic against the Fountains
Apartments.
o Marge Davenport, 15100 SW 109th, stated sfie has been a long-time NPO #6
member. She said she was originally in favor of the proposed changes;
however, she now feels the plan is premature. She discusSed the
proposed traffic level increase estimates, the steepness af the hill ,
and the overall safety issues. She suggested i� would be better to wait
until development occurred to determine w�at the demand was before
deciding about th�e Transportation Map changes.
o John Slaughter, 15055 SW 100th, Tigard, pointed out the locatian of his
property on the map. Ne stated his opposition to having his
right-of-way taken by the street improvement. He discussed the
dangerous intersection at Sattler and SW 100th. He did not favor �he
Commissiot� approving this proposal without knowing where the street
would be located.
REBUTTAL
o Sue Carver, NPO #6, spoke again reiterating the goal of sharing the
burden of th� traffic amo€�g the neighborhoods equitably.
`, PUBLYC HEltRING CLOSED
o Commissioner Soone sympathized with the residents who �vould be adversely
affected when s�reets are constructed. He stated he did no� find the
roads in Tig�rd conducive to good circu�ation ir� and arourrd the City.
He said the plan looked like a good solution to some of the problems,
but it would adverseiy affect at least six property awners. Therefore,
he was inclir�ed to vote against this proposed amendm�nt.
o Commission Saaeton said he appreciated the concerns about safety issues
�` and sympathized with property owners who might be adversely affected by
street changes. He suggested it would be preferable, however, to not
wait until developments go in before addressing the traffic issues. H�
favored the general concept of conr�ecting the streets to improve
+circula�i��.
o Commissioner Moore pointed out th�t the plan is a general guideline to
solve the traf�ic problems �in and around Sumnerfield. He noted it do�s
not change any of the aoning or affect the Development Code. He favored
approving the amendment.
o Commissioner Castile discussed the Triad development and the property
;; owned by the Lutons. He s�ught clarification from City Eng�neer Randy
�` Woaley regarding futur°e development. There was discussion and City
Engineer explained the public hearing process for development to occur.
Commissioner Castile st�ated he was in favor of having an access onto
Pacific Highway and approved of the amendment.

o Commissioner Barber advised she found the amendment would be a better
plan than the �urrent one. She commented on the increased traffic that
all Tigard res ��°nts were experiencing. She commended those who worked
for so long t� levelop this plan. She said she was in favor of the
amendment.
o President Fyre agr�ed with Commissioner Barber that the amendment would
�e an improvement over the current plan. He shared his concern about
keeping the traffic from increasing in Surrnnerfield. He discussed the ��
traffic i�pact on the residents of the Fountains Apartments. He said he t,
was in favor of the proposed changes to the Transportation iNap. Ne �
commended th�e efforts of the NPQ and staff in this study. �

6. OTHER
o Commissianers discussed absent2eism and established rules, It was
agreed that 3 unexcused absences in a row would result in a request for
resignation. It was the consensus that the Commission President could
excuse absences for legitimate reasons, such as illness. Associate
Planner John Acker said he would checic to see if there were any rules
a1r�ady established prior to adopting the new ones.
o Commissioners signed a card expressing appreciation to accompany �he
gavel which will be presented to F�rmer President Moen at the next
Planning Commission meeting.
o President Fyre asked for a volunteer to fill Commissioner Castile's
position representing the Camr+ission on the Transportation Committee.
Commissioner Moore volunteered to take on this responsibility.

3. Vicinitv Inforn►ation
On the exieting �omprehensive Plan Transportation Map, Naeve Street is
designated as a minor collector street between Pacific Sighway and 109th
Avenue. Sattler Street is designated as a minor collector street east of
100th Avenue. Theae two minor collector atreeta, along with Canterbury
Lane to the north of the study area and Summerfield Drive to the aouth,
pravide pri�aaary access routes to this area under the existing planv
In general, the easterly portion of the study area is designated for low
deneity reaidential development. The westerly portion ia designated for
multi-family residential deeelopment with eome commercial zoning along
Pacific Highway. A number of large parc�els within the study area have
patential for redevelopment.
4. Prox�osal Information
The NPO and other� have been concerned about potentiaZ traffic impacts of
future development �n the vicinity of Little Bull Mountain. Sp�cifically,
there ia concern that future development will resu].t in unaaceptable
levels of traffic in the areas of existing residential development. There
is also concern about provision of aciequate safe accesa �o Pacific
Sighway.
Thie proposal seeks to address those general concerns by changing the
designation o�' Naeve Str�et fre►m minor collector to local street and by
adciing an exteasion of 109th €ran Murdock Street to Pacific Highway and a
conneation between 100th and 109th Avenues north of Hoodeiew Drive. The
new connections would be designated minor collectors on the Comprehensive
Plan Transportation Map. Attached exhibita A and B show, respectively,
the exis�ing Compreheneive Plan Transportation Map and the map as it would
appear if this progosal is adopted.
5. AQencv and NPO Comments
NPO �3 hae no objection to the proposal but has the followinq comment: The

The I�ngineering Department has the following comments:
We support the reviaions to the Comprehensive Plan Transportation Map as
prnpo$ed by NPO #6. The plan will provide improved traffic circulation in
tt�e neighborhood. The plan add�esses concerns raised b�r the NPO and
others in conjunation with past development gropos�ls in the area of 109th
and Naeve Street.
Proposed Note 10 aerves to c�arify the routes of the propoaed streeta and
we support this rsviaion too. Howener, we do not understand the reason
for the final sentence in the pxoposed nate; the sentence which requires
that a portion of 109th not be opened until properties ta the east are
developed. We would prefer to see the plan for 109th implemented as early
as possible. Completion of the 1U9th connection is important to implement
the goals of (1) balanced txaffio airculation for the neighborhood, (2)
``' emergency vehicle acceas between Little Bu11 Mountain and Suromergi�ld, and
(3) diacouraging of through traffic between Naev� Street and S+smmerfield.
The City Sngineer recomanends adoption of the amendment as proposed by NPv
;' #6 ex�ept far the final sentence of propoaed Note 10. The final sentence
�' is recommended to be deleted.

(NPO) #6 to in6tiat� consideration of a Comprehensive Pian Amendment focused on

transportation issues in the area of SW 109th Avenue and Naeve Street.
;`� Subsequently,th� Engineer�ng Department staff developed several conceptual plans for

a street system in the study area. The study ar�a was generally defined as the area
" bounded by Highway 99W on th� west, Murdock Street on the north, 100th Avenue on

Existinq Plan
4 In the existing Comprehensive Plan, Naer�e Street is designated as a minor coliec�or
street betvvesn Highway 99W and 109th Avenuea Sattier Street is designated as a minor
collector �treet east of 100th Avenue. These two minor collector streets� along with
` Ganterbury Lane t� the north of the study,area and Summe�sld Drive to the south,
provide the primary acaess routes to the study area under the existing pian. See
Attachment No. 1. The current street system is shown in mmre detaii in Attachmer�t
Na. 3.
In general,4he east�rly portion of the study area is desi�nated foa�low density residential
development The westerly portion is desigreated f�r multi-farnily r�sidential development,
with some commerciai zoning along Highway 99W. A number of large parcels within th�
study area have potential for redevelopment.Attachment Np.5 shows the�xisting zoning.

Neiqhborhood Concerns
The tvPO and others have been conc�rned� about potentiai traffic impacts of future ;
developmen� Specifically, there is concem that future development will result in i
unacceptable teveis of traffic in the areas of existing residential development. There is
also�concern about provision of adequate safe access to Highwa�/ 99W.

emergency vehicles, in the opinion of the emergency senrice providers.

Avenues. If Hoodview and Kable Streets are extended di��#ly to i 09th in the
future, they will �end to� operat� as minor collector streets.

it diffiaait to make left turns at�he intersection. There is c:oncem abos�t th� safety

The Or�gon Department of Transportation (ODOT) has designated Hig y ��
Acx�ss Oregon Highway (AOH). ODOT is dev�loping regulations to pratect the AOH
system, including con#roi of access. As a �esult, ODOT is strioring to restrict the number
of street and driveway accesses to the highwray. When possible, ODC�T woul� like to i
close exis�ing aa�sses.

Previously, consideration was given to construction of a n�ew access from the study area
to Highway 99W opposite Beef Bend Road. ADOT has determined that this is not an
acceptable proposal, due to the steep�grades 4hat would be required on the new street
approach.
The Proposal
' Attachment No. 2 shows the amended Cornprehensive Plan Transportation Map which
the fdPO is proposing. Naeve Street, currently a minor colieckor� would be chang�ad to
a local strest designation. SW 109th Avenue wouid be extended as a minor «�Ilector i
from i4s current terininus south of Murdodc Street;the extension would cunre across the
south slope of L.ittle Buli Mountain, cro�sing Naeve Street west of The Fauntains
condaminiums and meeting Paafic Highway opposite the existing intersection of Royaity
F'arkway. In addition, a new minor collector street, labeled "Sattier Extension"� is
praposed to conne�t beiween 100th and 109th Avenues at a location north of Moodview
Drive. Attachment No. 4 showrs the approximat� ali�nment of the new streetsa
Traff'ic Imt�a�ts
The total traffic to and from the study area is not changed by this revision in the
Transportation Map,because ther�is no change in the zoning. Howev�r,the routes used
to access th� study area may change under the proposed revision.
Traffic using Summertield streets to acce�s tt�e area is expscted to decrease under th�
revised plan, as the plan prov7d�s only an indirect connection to S�mmerfield.
The proposed Sattier �xt�nsion will provid� a dire�t access to the e�st and is exp�cted .
to carry approximately 700 vehici�s per day whe.n the area is fully developed. This
volume is in the low ra�ge for minor collector streets and w6thin the range Qf toi.erable
vo9umes fc�r local streets. (The backgrcaund docum�nt for T'igard's Comprehensive Plan
suggests�range of 0- 1,500 vehicles p�r day for locai streets and 500-3,000 for minor
�allector stree4s.) �thout the Sattl�r Extension, some of the tra�c wouid be expected �
to use Canterbury lane, Murdock Street, Kable Lane, and Summe�eid Drive as a route .(

Elimination of Naeve Street as a collector street is expected to increase the volume of
traffic using SW 109th Avenue to reach Paciflc Highway via�Canterbury Lan�. ifJhen the �
area is fuliy d�veioped�the daily#raffic volume on 109th is expected ta be approximat�ly �
1,500 - 2,000 �rehicle5 per day near Murdock Street. This volume will be substantially �
reduced if lNaeve Sfireet is maintained as a right-tum-only access ta P«�ific Highway. �

Land Use Impacts
The praposed connection between 109th Avenu�and Royaity P�rkway will impact several
existing properti�s. Each of the properties has the potential for subst�ntial redevelopmen#
under existing zoning.
The owners of the properties north af Naeve �treet have indicated that they have
development plans that are compatible with th� propased street alignment.
South of Naede Street,the proposed new road runs through properties that are zoned for
cammercial dev�lopment. In some cases,tha new road woutd spiit existing parc�is into
two lots. Each of the remaining parcel5 couid be legaily developed under current zoning
laws; however, more attractive commercial parcels couid be created by com�ining the
var�ous parcels on each side of the naw road. The new road would give these
commercial prop�erties access to Pacific Highway at a signalized intersection,allowing left
turns to and from #he Highway. �urrently� most of the parceis have right-in/right-out
access o�ly at private driveways. The parcels wouid still have frontage on Pacific
Highway f�r good visib6lity. Under its Access Oregon Highway ptan, the Stat� Highway
Division wili be severely limoting direct access to the Highway for any new development.
The Sattler Extensian is expected to have only limited impact on the adjoining praperties.
lNi�en the properties between i OOth and 109th ars developed, it wil( b� necessary to
constrt.�ct at n�w street to serve any new lots. The rout�af the Sattler Extension appears
to be the only available access route to 100th. Hence, it appears that a street on the
approxima#e alignment of Sattler Extension would need to be buiit with future
development, ever� if not required by #he Transportatoor� Map. �

During the NPO discussions questions were rais�d about how the proposed roadways
vvould be funded for construction and when. Who will pay fior these new roadways? How
wili con§truction of the new roadways b� coordinated with d�velopment of the vairious
properties?

Typically, road improvements are constructed at the time of development and funded by �
the developers. Each develapment is requir�d to build its piece of the roadway system.
Thus, th� timing for completion of the propos�d roadway sy�tem depends on the timing ��
� of development. ��

t revenues from Traffic Impact Fees (TI�. If the new road is iden#ified as a TIF-
r eligible road,th�TIF funds could be appl�ed towards construction of the new road. �
� 1`here is a process availabie for reviewing the list of TIF-eligible roads and adding
new roads to the list as a resuit of a.change.in the Comprehensive Rlan. Council
; approvai wouid be required.
2. Reimbursement District. If the road�wer.e constructed with Citywide funding, a
reimbursement district could be created to recover the portion of the cost which
wouid normally be the responsibility of future development. Each development
would then repay its share at the tiene of dev�lopment.
3. Citywide Str.eet �undS. The collector street would be eligible for funding from
atywide street fiund5 derived frnm gas tax and other saurc�s. 'The project wouid
h�ve to campete against�other p�iority proJects for the use of any citywid� funds.
Establishment of Exact Ali.qnments
� fih� Compreh�nsive F'!an Transportation Map� describes street alignments in general
terms. Prease roadway alignrr�ents are usuaily determined at the time of actuai
deve(opro��nt. Th�precise alignment is typically based on more detailed engineering and
th� needs of the sp�cific developments that are proposed.
Therefore,the proposed revision d�scribes only the.approximate alignment of#he futur�

I have fnilowed the history a�' the Triad development application
of last year , attended several meetings and watched others
on community-access television and I l�elieve. thet these changes
suggested now are cl3rectly assocfated with that development ,
at the same time appeasing the nkajectians af Sommerfield
residents (who do have legitimate concerns) . L�st year I
wrote letters to b�th tt�e Planning Commission and the City
Gouncil detailing my olajections to the opening oP 10Sth on
the narth end, p�rticularly my concern regarding the unsafe
aspects of adding more trafPic and likely Pas�er speeds on
tF�e rather hazardous steep and curving 109th where it approaches
Canterbury Lane. Our areas on the north side of this dead-
end at^e now adequately served--to open 109th would serve
no useful purpose Far ttti,s area .
