He explained that their intent is to build the churclx and would like the Temporary Use Fermit approved., Discusaion followed reqarding the number c�f RV's that would be on the site, where they would be located on the eite, and availability of other locati.ons to park the vehicles. PIISI.TC TSSTItiONY o Bill Gross, 3019 SW Iiampahire St., Portland, Or 97201, stated that he was � � concerned about the NPO's input aince the information had been sent �o Chairman Jim Boylan, who had resigned from the NPO. When the NPO reviewed the item there where only two members in attendance. a Gary Kaaza, 3715 Sw Divisian Court, Lake oaw�go, 97034, Chairman of the Building Committee fnr the church, explained that the group that they are hiring to do the work, �abarers for Chris�, are retir�d individuals who travel different �arte of the country working for minimum wage constructing chu�ehe�. Th�y had baeed their budget on using this resource as it reeult� in a substantial savingg in labor coe�t. o Jam�e Hiiak, 12414 SW 134th Avenue, felt that they live the closeat and are the mast impacted. Eie is a new praperty owner and had signed �he pedition because they did not receive notice and they felt that they should have an opportunity for input. He ie preeent toniqht t� reinforce their letter that th�y have changed their position and suppdrt approval of the Temporary Use. o Harry L, S�hukart, 11910 SW Marning Fii].1 Drive, President of the Morninq Hill Hlomeown�rs Aeeociation e�ated that the aseo�iation kaad held a meeting and voted unanimouely to oppose and appe�l the Temporary Use. Their main objection fe �that the Tempoxary Use violates their CC&R�s. o Cal Waolerx, 12356 SW 1�2nd Court, did not oppoee the Conditional Use pnly the Temporary Use. He did not feel there wae anything in the Code which gave etaff the suthority to approve a Temporary Uee for a mobile home park or fo� requiring these vehicles to be connected to se�er and water. If this is not a RV park, why is staff recluiring a RV permit from the State? He did not feel �hat thie was a proper uee of the land. o Bill Gross, 3019 SW Hampshire St., Portland, OR 972Q1, read and submitted a letter into th.e record opposing the Temporary Use permit. o Bonnie Goldsmith, 12392 SW 133rd Avenue, felt that she was the most impacted ae ehe livea directly acroes the street from the site. She felt that the Church should be required to abide by the CC&R�a. Also, ahe had ck�ecked into other alternativea and th�re are several churches willing to help by allowing people to etay in their homea. She felt this would be leae expeneive than paying for hookupa to the aewer and water. B. ANALYSIS AND CONCLUSION Community Dgvelopment Code Section 18.140.050. (B.5. ) allows the Planning Commiaeion to appr�ove or approve with conditione uses aeaociated with conatruction euch ae the atorage of equipment during the conetruction of roads or development, but not a temporary eales office or model home. The dates of the approval ehall be adjueted to reflect the iseuance of this amended decision. Therefore, the �►,ena�a aateB ehall be from June 26, 1990 to November 9, 1990. The Commiesion finds this interpretation of the Gommunity Dev�elnpment Code to be can,sistent with a similar case decided by �he City Council in 1986 where the temporary uae of recreational vehicles wa� permitted to house workers during the construction of a church. The Temporar�y Uee Chapter was amended in February, 1989, bu� the Commiseion finds that the prnvieions ot �he Code remain the eame as they per�sin to thie issue and the interpretation made by the City C�unci.l in 1986. j i I C.
