Enclosed is an application for sign code excPption. We don' t want
a permanent exception at this time, but rather a temporary
exception good for 180 days.
My business has a definate accessability problem created by i:h�e
cor�pletion of the Haines on/off ramp. We need proper �ignage on
68th Avenue to direct customers to our dealership and better
signage on the state right of way to keep local traffic from
entering th� freeway.
As you knaw, we have had temporary signs on 68th Avenue for some
time. I don' t believe the signs are an eyesore, but rather are a
welcome sight to any stranger entering the triangle area. They
help drivers get their bearings whether they are going to our
business , Kaiser, Farmer ' s, Lamb Weston, etc. . As part of thi�
a�plication for a temparary perm.it I would like to request the
following:
' (Z ) Reduce the number of signs on 68th from 4 to 3 with the
remaining signs located as per the atta�hed map. Sign ��1 will
remain as it currently stands on the state right of way(see
i attached letter to the State Highway Department and their
response) . That sign will remain until the state completes their
signage . Sign �/2 will be located on the property I just acquired.
Sign �{3 will remain as it currently stands on prope�rty owned by
John and Ferd Wardin.
(2) We are beginning to undertake immediate plans to develop the
parcel of land outlined on the map to provide direct access to our
business from 68th Avenue with proper and permanent entrance signs
according to the sign codes. Realistically this may be as long as
the end of June before completion.
(3) Follaw with a request from the Tigard Triangle Businesses to
allow additional signage within the Triangle as outlined in the
attached letter.

direct vehicle traffic within the Triangle.
If' there is enough support from busine�s managers in the
area, I would like to subnit a proposal to the City of
Tigard to allow a group of Triangle businesses to
construct directional signs on the select city right of
' ways assuming adjacent property n�ner permissian.

"The following Tigard Triangle Businesses request
' permission to construct, install and maintain
directi_onal signs within the Triang�e, area. The signs
will be installed on the City of Tigard right af k�ay
areas with each and ev�ry sight and design approved by •
the City staff. The permanent sign area should not
exceed 30 square feet and 10 �eet in height. Two
initial signs are requested. 1 ) at 6�th �nd Dartmouth. j
2) at 72nd ann Hampton. More signs may be requested as I

maintain the signs will be shared by the sponsoring !,

At the request of Jim Corliss, President of Landmark Ford, the Region {
Traffic Section recently investigated thQ Haines Rd. Interchange.
It seems that motorists searching for Landmark Ford were entering
the I-5 southbo�nd on-ramp, realizing they could no� reach their f
�estination, and then backing down the on-ramp. .
The Region Traffic Section originally considered placing a sign with ;�i
a legend reading "Freeway Entrance Only". However, upan requesting ;
approval of the Salem office we a►ere �advised that this sign was used
at one time, but is not currently used. The sign as shown on the
attached page is what Steve Wilson of our Sign Design Section advised ;;
as being acceptat,le to L. E. George, the State 7raffic Engineer.
As a result of our investigation, we are recomnending the following:
* Constructio� and installation of a sign, similar to that shown '
on the attached page, on the back side of the sign curr�ently �
� facing N.B. traffic, just south of the S.B. on-off ramp, '
intersections on S.W. 68th Ave.
If you have na problem with this sign, please proceed w7th th�s

The Metro Area Solar Access Project is a cooperative effort of twenty-one local governments in
five counties and two states. The purpose of the project is to develop a consistent solar aocess
protection program for residences to implement in the Portland-Vancouver Metropolitan area.
The project is funded by the Bonneviile Power Administration under the provisions of the
Northwest Pow�r Act and admiraistered by the Oregon Department of Energy. The Washington
State Energy Office provides technical assistance. Conservation Manag�ment Services, Inc. is
the consuitinc� firm managing the project. Oth�r members of the consulting tearn are
Benkendorf& A�sociates, Ames Associates, Larry Epstein, PC and Gregory Acker, AIA.
The 21 local governments participating in the project include: Washington County, Beaverton,
Cornelius, Forest Grove and Tigard; Clackamas County, Canby, Happy Valley, Lake Oswego,
Milwaukie, Oregon City , West Linn, and Wilsonville; IVlultnorriah County, Gresham, Fainriew,
and Troutdale; Clark County and Vancouver;and St. Helens and Scappoose in Columbia County.
The Metro Area Solar Access Project began in the fail of 1986. Project activities will occur
over a two-year time periad. Project activities are grouped in five major areas: 1) research;
2) public involvement; 3) public hearings; 4) training and technical assistance; and 5)
implementation and evaluation. Work tasks within each of thes� five areas are summarized
below.

� RESEARCH ACTIVITIES
Several research activities will be conducted to identify the economic costs and benefits of
implementing a solar access protection program in tt�e metro area.
� SUNCHART SURVEY: A random sunchart photograph survey will be taken of 400
single family houses in the metro area. This will make it possible to correlate levels of solar
access with such variables as street orientation, lot size, setback, slope, house size and height,
location and type of vegetation, and age of the neighborhood. The purpose is to identify those
variables which most affect solar access so that appropriate strategies ta protect solar access
are developed.
ENER Y SAVINGS MODEI.ING: The findings from the sunchart survey will be used as
the basis of computer modeling conducted by the Oregon Department of Energy to estimate the
energy and economic savings attributable ta solar access. These estimates will be made for
individual houses as well as the entire metro area. Estimates will be broken out by existing and
new housing stocic. The economic estimates will examine the total value of incidental solar
gains to conventional housing as well as to housing which explicitly incorporates solar features
into its design (e.g. increased levels of south facing glass, east-west ridgeline orientation). The
computer modeling will examine the impacts on summer couling loads as well as winter heating
loads. The potential value of future solar uses such as hot water heating and photovoltaic
generation of electri�ity will also be studied. The energy savings modeling will facus on single
family uses; however, studies of several multi-family developments in the metro area will alsn
be conducted.
� DEVELOPMENT DESIGN WORK: Several existing subdivisions and Planned Unit
Developments in the metro area will be studied to determine if aiternative designs would have
been feasible which wouid have provided greater levels of solar access to houses. An analysis
will be rnade of �the costs �nd benefits of incorporating solar access design principies into the
developments. The plats for the developments will be redesigned, as appcopriate, to
demonstrate solar access design principles. ',
REVIEW OF �XISYING DEVELOPMENT CODES: Ail of the development oodes for the
21 local governments, including zoning, subdivision and Planned Unit Development ordinances,
will b� studied to determine the extent to which existing development codes in the metro
encourage or discourage the protection of solar ac:cess.
COMPARATIVE ORDINANCE STUDY: A study will be conducted to compare the effects
of the Ciry of Portland's solar access ordinance and a model solar access ordinance prepared by
the Bureau of Governmental Research and Service on housing in the metro area. The study will
examine the impacts of the two ordinances on level of sunshine protected to northem neighbors;
house design, height and siting; and administration. The purpose of the study is to identify the
best methods available for efficiently protecting solar access to houses.
EXPERIENCES OF OTHER LOCAL �OVERNMENTS: Over 20 iacal governments in
the Pacific Northwest have adopted and implemented sof�r access protection ordinances. The
ex.periences of these locai governments will be studied to identify the provisions in their
ordinances which might have the greatest benefit for the metro area. Amc�ng the existing solar
� access programs which will be studied are those being implemented in Grants Pass, Deschutes
County, Springfield, Ashland, Corvallis, Creswelt, Portland and 5alem, Oregan and Pasco, Kent
�� and Spokane County, Washington.
PU8LIC ATTITUDE SURVEY: A public attitude survey wiil be conducted to determine �
the attitudes of the metro area pbpulation regarding the cur�ent and future use of solar energy
! � and providing solar access rights to propenies.
P�E-TEST QF RECOMMENDATIONS• The recommendations of the Project's
Steering Committee will be field-tested before they are presented to Planning Commissions and
elected bodies for public hearings. i his will make it possible to identify any modifications to
the recommendations which should be made before they are implemented.

PUBLIC INVOLVEMENT ACT�VITIES
Public involvement activities form the foundation for the project. Numerous public
invoivemer�t activities will be conducted throughout th� project.
� �rAL GOVERNMENT BRIEFINGS: Regular quarterly briefings at pubiic meetings of
Planning Commissions and elected bodies wiil be held to keep the decision-makers for each local
government apprised of project progress �and give them a direct opportunity to pravide feedback
to the project.
�r�IVITIE� WITH R�GIONAL. INTEREST GROUPS: A series of public involvement
activities wili be held with regionai develoqment sector trade associatic►ns, citizens groups, and
individual interested parties. These will include home buiiders, land developers, architects,
designers and remodelers. These activities will ensure that those people who would �e affected
by a regional solar access program will have the opportunity to directly contribute to the
development of that program.
AGl'IVITIES VIIITH LOCA1,. INTEREST GROUP�, Another series of public
involvement activities will be held with inter�sted parties at the local level.
PROJECT CO'MMITTEE STRUCTURE: Each of ths 21 loca! governments has appointed
project liaisons frorrz tneir staff, Planning Commission, and elected bady to serve as the
primary communication links to the project. 1'hese people will be responsible for forming a
consensus regarding the type of solar access program which should be implemented. A Steering
Committee will be appointed from the Project Liaisions. The Steering Committee will appoint
technical committees to oversee project research and the development of ordinances. The
technical committees will be comprised of project liaisons and private citizens, including
members of the development community.
PROJECT NEWSLETTER: A quarterly project newstetter reporting on project events
and soliciting feedback from interested parties will be published.
PUBLIC �IEARINGS
Workshops and pub9ic hearings will be held with Planning Commissions and elected bodies in
each of the 21 local governments after the project liaisons and various committees have
formulated a consensus approach to implementing solar access in the metro area.
TRAINING AND TECHNICAL ASSISTANCE
A thorough training and technical assistance program for both local government staff and the
private sector development community will be provided before the solar access pragram is
implemented. This will help to ensure the efficient implementation of the program.
IMPLEMENTATION AND EVALUAT101�

identify any areas of the program which need to be fine-luned.
