MINUTES TIGARD PLANNING COMMISSION September 12, 1978 - 7 : 30 P .M. Fowler Junior High - Lecture Room 10865 S .W. Walnut St. - Tigard, Oregon 1 . Call to Order: Meeting was called to order at 7 : 30 P .M. 2 . Roll Call: Present: Smith, Brian, Speaker, Wood, Corliss, Rossman Absent: Tepedino, Quimby, Funk Staff: Svart, Mackenzie, Selby, Weaver 5. Public Hearings: 5 . 1 Zone Change ZC 5-72 (Summerfield) A request for review and approval of the Summerfield Commercial Center as required by Condition #2 for approval of Zone Change ZC 5-72 (12/19/72 Planning Commission Meeting minutes) . A. Staff Report: Read by Selby B. Applicant ' s Presentation: Al Benkendorf represented the Tualatin Development Corp. Stated the request was a response to Condition #2 of the approval of Summerfield Planned Development. Described possible uses or tenants for the Commercial Center and explained plan. C. Commission Discussion: Rossman approved of the plan but protested to the fact that Summerfield residents did not get a chance to review the proposal prior to construction. Speaker moves to adopt with staff recommendation. Brian seconded the motion. Motion passes. Rossman dissents. Planning Commission requested that Tualatin Development Corp. present their proposal to Summerfield residents prior to construction. Selby leaves 8 :15 P .M. MINUTES TIGARD PLANNING COMMISSION September 12, 1978 7 : 30 P.M. IL Page 2 5 . 2 Annexation Plan Brian moves to approve pp. 1-4 of the Draft Annexation Plan. Speaker seconded the motion. Motion carries unanimously. Subarea #1 Swart read staff recommendation as written in draft plan. Glen Ailerton of Washington County Planning Department stated concern with the possible annexation of the Metzger neighborhood. Thought that Metzger should remain as a single political unit. Smith suggested that the fate of the area south of Spruce Street should be decided with input of the ' property owners. Ailerton stated that Washington County was against annexation south of Spruce Street. Bob Hopkins stated that Metzger had a historical identity and should be kept as a unit and should not be annexed. Smith agreed with staff recommendation. Stated that Tigard would be more sensitive to residential development than county would. Brian agreed with staff recommendation. Saw need for study of area to avoid peacemeal annexation. Speaker thought that Metzger should have been incorporated by now. Corliss thought staff should attend to the Metzger community and thought that their identity should be maintained. Corliss wanted more information before accepting staff recommendations. Wood thought it made sense to annex areas south of Spruce Street that had access from the south. Smith moved not to annex any areas north of Spruce Street. Brian seconded the motion. Two abstentions, Spearker, Corliss. Wood moved that on the next public hearing of the Annexation Plan the commission consider more specifically the boundaries for annexation south of Spruce and requested staff to post notice of the public hearing, in the area • MINUTES TIGARD PLANNING COMMISSION September 12 , 1978 - 7: 30 P.M. Page 3 south of Spruce Street so that interested persons would attend. Smith seconded the motion. Motion carries. Corliss against. Subarea #4 Staff recommendation with commission modification read as "The City of Tigard should not annex into this subarea at this time. " Ken Weaver thought that the area should remain open to further study in terms of the cost benefits of annexing the whole parcel or sections of it. Brian moved to adopt staff recommendation amended as written. Speaker seconded the motion. Motion carries unanimously. Subarea #5 Svart read staff recommendation as written in Draft Plan. Arthur Biggs of 5b spoke against annexation into Tigard. Stated city had nothing to offer. Speaker asked what Biggs objection to participating in the Urban Community was when he was a part of it. Smith stated that it was preferable to have local control rather than county control. Svart stated city provides services to the area in the form of roads, (bike paths, police, library & sewer) stated police have difficulty in servicing area due to boundaries. Speaker moved for approval as written in Draft Annexation Plan. Smith seconded the motion. Motion carries. One abstention. 5. 3 Community Services & Transportation Plan A. Civic Center , ' MINUTES . Brian questioned the meaning of cost effective in Policy #1 . Wood stated that "cost effective" meant that the cost would not exceed the benefits. Speaker moved to adopt Policy #1 as presented with the revisions as read. Smith seconded the motion. Motion passes unanimously. B. Communications & Energy Utilities Policy #2 p. 38 . reworded: The need for additional utility facilities (e.g. transmission lites, bulk power substations, distribution substations, etc. ) and improvement and maintenance of existing services should be given appropriate consideration by City decision - makers when the plans of private utilities require public review. Brian moved to adopt reworded section. 1 Smith seconded the motion. M Motion passes unanimously. C&D. Fire Protection, Health & Emergency Services Brian moves for adoption of staff recommendation. Speaker seconded the motion. Motion passes unanimously. E. Parks & Recreation Svart read the amendments as follows : 1. A Capital Improvements Program should be developed as promptly as practicable with identification of priority projects and their funding sources. 2. Reliance in financing should be placed on the System Development Charge, together with a specified portion of the State Highway fund remitted to the City as well as general obligation bonds and user fees . } - MINUTES TIGARD PLANNING COMMISSION September 12 , 1978 7: 30 P.M. Transportation Systems • Brian moved to approve the staff recommendation that streets not listed as collectors in the text of NPO #4 but so, designated on the NPO #4 map should be added to the list of collectors on p. 106. Speaker seconded the motion. Motion carries unanimously. lc. Speaker moved to approve staff recommendations as submitted in the schedule of revisions from the Planning Commission study session. Brian seconded the motion. Motion carries unanimously. id. No comments. I leii & leiii Svart presented staff recommended reconsideration of deletion of these policies. Svart reworded leii to read as follows: The City will explore alternate means of financing transportation p improvements including vehicle tax, serial levy and/or general obligation bond measure. ' Brian moved for adoption of lei as submitted, leii as Svart reworded (leiii to be adopted as submitted. ) Smith seconded the motion. Motion carried 4-1. Corliss against. lg. Svart read reworded gii and gvi. 1 Brian moved for adoption of Section g as submitted with reworded sections. Smith seconded the motion. Motion carries unanimously. 2 . Brian moved that 2a be amended to read: methods of encouraging more efficient use of private automobiles should be emphasized. �I Speaker seconded the motion. Motion carries unanimously. Motion carries unanimously. G. PoliceService Svart read reworded policy: 1. Better police facilities are urgently needed and should be acquired as soon as possible. Brian moved to adopt staff recommendations. Smith seconded the motion. Motion carries 4-2 , Brian & Corliss against. H. Schools Svart read the proposed revisions for Policy #1 & #2. Speaker moved for adoption of Section (1) as amended by („, staff. Brian seconded the motion. Motion carries unanimously. Brian moved to adopt Policy #2 with the additional qualification: "The responsibility for initiating a boundary change meets with the two districts and residents of the area. " Smith seconded the motion. Motion passes unanimously. I . Sewerage Service Svart reads an alternative to the deletion of Policy #4 . Smith moved to approve policies 1-4 (with staff alternative) . Speaker seconded the motion. Motion carries 5-1. Corliss opposed. J. Solid Waste Brian moved to accept staff recommendation as written in Draft Plan. Smith seconded the motion. Smith seconded the motion. Motion carried unanimously. 2cii. Smith moved for adoption of cii with (the correction of the second "Tigard" to read "Beaverton") as written in the Draft Plan. Motion passes 3-1. Rossman against. Wood abstains . 2ciii. Brian moved for adoption with the deletion of "based on smaller bus vans. " Speaker seconded the motion. Motion passes unanimously. 2civ. Staff recommended adoption. Smith moved to include iv. Brian seconded the motion. Motion Fails 2-3 . Brian moved to adopt all sections of 2 that were passed over. Speaker seconded the motion. Motion passes unanimously. Svart proposed that the site design review ordinance be amended to require that there be allowance for free movement of wheel chairs where appropriate. Brian moved .for adoption of Svart' s proposal. Smith seconded the motion. Motion passes unanimously. M. Water Service Svart presented an addition to the detailed Policy #3. Brian moved to adopt.
