It was moved (Hartman), seconded (Paterson) passed by unanimous vote of the Commission present to table the request until the November 21st meeting. C. Zone Change (ZC 4-72) FOUGHT AND SIEVERS Applicant t A request for a change of zone classification from R-7, Single Family Residential to M-4, Industrial Park for a parcel located on the northeast corner of S.W. 72nd Avenue and S.W. Sandburg Street (Tax Map 2S1 1D, Tax lot 1501) 1. Staff Recommendation a. The staff rec:.mmended the 4:pplication be tabled until the October 17, 1972 Planning Commission meeting, making it possible for the City to meet with representatives of the Rolling Hills Subdivision to discuss the land use designation for the subject area in the Community Plan. 2. Public Hearing a. The public hearing was opened. �. b. Mr. Anthony Maxim, 13565 S.W. 72nd, stated be approved of the staff's recommendation. c. Mr. Gus Greco, 13425 S.W. 72nd, stated that there was enough industry in the area. d. Mr. Paul Warner, 13515 S.W. 72nd, asked what type of business was proposed. e. The Chairman asked if anyone from Fought and Sievers was present. f. The City Planner stated that no one from Fought and Sievers was present. g. The City Planner stated that Fought and Sievers bad indicated that Ace Electric, a contracting firm, was interested in the site--and that such a use was not an outright permitted use in the Wit, zone. Mr. Barkhurst explained that at the present time the Community Plan designates the area for industrial development along the easterly side of 72nd--and that it also recognizes the existing subdivision on the westerly side. i. The City Planner explained that the idea was to try to have a meeting between the staff, members of the Planning Commission and representatives of the Rolling Hills Subdivision to discuss the land use plan for that area and to get the neighborhood involved in the Community's Planning process. j. Mrs. Warner stated that prior to the construction of the Computer Center a meeting was held in the Phil Lewis School to discuss the proposed land development. k. Mrs. Warner stated that at the meeting they were told that a P-D, Planned Development zone would exist from Sandburg Street to the Beaverton-Tigard Expressway. 1. Mr. Paterson explained the P-D and M-4 zones. m. The Chairman stated that there were uses in the M-4 zone that'would be compatible with the R-7 zone. n. Mr. Barkhurst explained that contracting firms would have to apply for conditional uses. o. The public hearing was closed. 3. Commission Discussion and Action a. It was moved (Paterson), seconded (Nicoll) and passed by unanimous vote of the Commission present to table the request until October 17, 1972, so that the City Staff, members of the Planning Commission and represent- atives of the Rolling Hills Subdivision may meet. D. Conditional Use (CU 12-72) TIa*RD SCHOOL OF GYMNASTICS, Applicant A request for a conditional use permit to allow gymnastics classes on an M-4, Industrial Park parcel located on the southwest corner of S.W. Tigard Street and S.W. Katherine Street (Tax Map 281 2BA, Tax Lot 300) 1. Staff Recommendation a. The staff recommended approval with one condition. 2. Public Hearing a. Mr. Whittaker expressed concern for the safety of the people using the facility because of the industrial zone and the surrounding industrial uses. e. Mr. McClements testified in favor of the • f. Mr. Barkhurst asked what the age group would be. g. Mr. McClements stated the age group would be 10 to i8 and that classes would be held from 3:30 to 9:30 P.M. ;1. h. Mr. Whittaker questioned how the existing houses, R' if any, would have access if S.W. Irving were vacated. b. The City Attorney stated that the applicant should petition for the vacation and dedication. c. Sandburg Street and S.W. 72nd Avenue. Surrounding Zoning and Land Use The area surrounding the property in question is zoned '',s M-.2, General Industrial to the south and R-7, Single Family Residential on the remaining sides. The lots to the south across Sandburg Street support a computer 1. services facility and to the east a single family dwelliing. The "Rolling Hills" subdivision is located to the west a across 72nd Avenue. An architectural firm and a "Hyster" operation are located on lots 250 feet to the east and • northeast, abutting Hwy. 217. Conformance with the Communi Plan The adopted Tigard Community Plan currently designates the area 4 along the easterly side of S.W. 72nd Avenue for "general industrial" deVelopment. However, the City is considering a change of the Plan's land use designation north of S.W. I' Y� -- , ;, • Staff Findings and RecommendatiOn The staff finds that the subject site is designated for industrial . or office development within the Tigard Community Plan. . The staff further finds that the area west and northwest of the subject property (across 72nd Avenue) is designated for "Urban Low Density" residential development. Although the request conforms to the Community Plan and would be compatible with parcels fronting S.W. Sandburg Street, which are being developed with office and light industrial uses, it appears desirable to table action on • the zone changge until the October Planning Commission meeting. It would then be possible to meet with representatives of the "Rolling Hills" subdivision to review the subject` • area's land use designation in the Tigard Community Plan--before Planning Commission action on the current request. Location and Land Use of Subject Property The subject site currently supports a warehouse and offices, ._, and is located on the southwesterly corner of S.W. Tigard Street and S.W. Katherine Street. Surrounding Land Use and Zoning • The area surrounding the subject site to the south, east and west is zoned R-7, Single Family Residential and is developed with scattered single family dwellings. Zoning to the north across Tigard Street and the railroad is M-3, Light Industrial. Woodard Park is located to the southwest. Staff Findings and Recommendation 41 The staff finds that the requested use can be operated compatibly within the "Tigard Street Industrial Park", 4 F' designated for industrial development within the Tigard ; Community Plan. Present land uses and traffic counts indicate that the proposed site for the gymnastics classes is much more desirable than within the commercial zones. If the school is carefully supervised, assuring that student-- industrial user conflicts are minimized, pedestrian accidents should be completely avoided.
