Tigard Elementary School Library, 12985 So Wm Grant Avenue. la ROLL CALL A. Present: Commissioners Clarence Nicoli, Everett Severson, Charles Woodard and Chairman Allan Paterson; Director of Public Works, Keith Thompson; City Planner, Emily Wied, B. Absent: Commissioners Jerry Harris, George Lewis, and Elton Phillips 2 , APPROVAL OF MINUTES: Regular Meeting August 20, 1969 , A . The minutes were approved as submitted 3 , PUBLIC HEARING A. Variance FLOYD BERGMANN, applicant A request for a variance from front yard setback to allow new building in line with existing abutting building; located at 11600 So W. 90th Avenue (Map #1S1 35DD Tax Lot 3600) 1. Staff recommendation for approval 20 Public Hearing a, Mr. Bergmann explained his proposal which would allow him to construct a new garage in line with one on an adjacent property and with only a 10 ° setback. bo The public hearing was closed 3. Commission discussion and action a. It was moved (Woodard) , seconded (Nicoli) , and passed by unanimous vote of the Commission present that the variance be approved. 4. OTHER MATTERS A. Subdivisions"Penmar Terrace #2" GEORGE PENROSE, applicant Proposed subdivision of 33 lots located in the vicinity of S.W. Mountain View Lane and S.W. Inez (Map #2S1 11AB Tax Lots 3400 and 3500) page 1 1, Staff recommendation ao No staff recommendation was prepared. Mrs. Wied explained that the staff had questions about storm drainage, sewer service and the alignment of Inez Street and, View Ter- race which should be discussed with the project engineer. 20 Public Hearing ao Mr. Herb Mohr,, the project engineer, said he felt sewer service could be provided to all the lots, that the storm drainage could be provided for in the streets and 1.24 the existing hole bo Mr. Thompson explained the City's sewer situation and asked how this would affect Mr. Penrose°s timing. Mr. Penrose, applicant, said he was interested in completing all the requirements so that he would be ready to proceed with construction as soon as sewers were available. co Mr. Penrose asked what the City would desire in the way of a storm drainage plan. Mr. Thompson said he had not engineered one for this project. Mr. Mohr explained that the house roof drains could be led to the streets, and that some drainage would have to be to the hole which has always drained well in the past. do Mr. Paterson said he felt it was the Commission's re- sponsibility to look at the design of the subdivision, including the lots and streets, and not to solve the engineering problems; that they must rely on the City staff and the project engineer to solve these. ee Mr. Woodard said he felt the Commission could not approve the preliminary plat until the problems were solved be- cause their solutions might affect the design of the sub- division. f. Mr. Paterson said the Commission could give tentative approval and then the plat could be resubmitted when things were worked out. ge It was moved (Nicol ) , seconded (Severson) and passed by unanimous vote of the Commission present that the sub- division preliminary plat be given tentative approval and be resubmitted showing adequate sewer service, storm drainage plan, and the realignment of S.W.
