Park & Recreation Advisory Board (PRAB) Meeting Minutes
MEETING DATE: April 13, 2015 7 p.m.
MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7 p.m. the meeting was called to order by Dave Brown.

2. Approval of Minutes: March 9, 2015, minutes
Linda Shaw moved to approve the March 9, 2015, meeting minutes. Wayne Gross
seconded the motion. The minutes were approved by a unanimous vote of the
board members present with Dave Brown, Wayne Gross, Holly Polivka and Linda
Shaw voting yes.
3. Comments from the Audience
Neal Brown, 13853 SW Boxelder St., spoke to the board and provided handouts
about his support of a recreation facility operated by the YMCA; handouts are on file
in the PRAB record.
He went on to request the road at Alpine Crest Way be completed for emergency
vehicles needing access through Bull Mountain Park.
Steve Martin responded the road was not included in the concept master plan and
Tualatin Fire and Rescue has not suggested a road for emergency vehicles.
Staff will meet with the fire department to confirm a road extension is not necessary.
Steve Martin introduced Michelle Wright Assistant Public Works Director as the new
staff member that will be attending the PRAB meetings; Brian Rager will be stepping
down.
Wayne Gross asked staff during the May 12, 2015, City Council meeting, if the
council will be taking any action on the YMCA survey.
Steve Martin replied that it will be an informational item and isn't sure if any action is
expected.
4. Recreation Implementation Plan
Steve Martin spoke to the board on the future vision of a recreation program. Some
of the highlights include:
• Budget Committee will be reviewing the recreation program at meetings
starting next week.
• The preliminary budget includes hiring a Recreation Coordinator.

5. Steve Street Property Concept Plan
Steve Martin updated the board and provided a handout on the Steve Street property
project; handout is on file in the PRAB record. Some of the highlights include:
• The park is 1.4-acres.
• Community gardens will be included.
• There will be two age group play grounds.
Holly Polivka moved to approve the master plan for the Steve Street project. Linda
Shaw seconded the motion. The master plan was approved by a unanimous vote of
the board members present with Dave Brown, Wayne Gross, Holly Polivka and
Linda Shaw voting yes.
6. Review of Park Bond Projects
Steve Martin updated the board and provided a handout on the Park Bond projects;
handout is on file in the PRAB record. Some of the highlights include:
• Preliminary planning for connecting the trail system to the Westside Trail is
complete.
• Construction at Senn Park has started.
• Signage along Fanno Creek Trail will begin this year.
Neal Brown asked if there will be future development of Cach Nature Park.
Staff responded it will remain a nature park, a trail will be built on the south side and
an underground water reservoir will be built on the property purchased by water.
Trails through the park are possible.
7. Parks Update
Martin McKnight gave a brief report on the parks. The updates include:
• League sports have begun.
• Volunteers from Tualatin Riverkeepers have planted native species at Cook
Park.
• This weekend a Girl Scout troop will be planting native species around the
butterfly garden at Cook Park.
• An intern from Tigard High School will be job-shadowing employees in the
Parks Division.
• The Parks Division is currently hiring seasonal parks staff.

8. Non-Agenda Items
Steve Martin notified the board that due to Budget Committee meetings, next
month's meeting may need to move its location.
The PRAB will have members with expiring terms and will be advertising in the May
Cityscape.
During a past PRAB meeting, the board requested to have the Chair and Vice Chair
voting to be held in July. Staff will research the possibilities of changing the bylaws
and Municipal Code.
9. Executive Session
No executive session was held.
10.Adjourn
At 8:20 p.m., the PRAB adjourned.
