Martinez 10210 SW Conestoga Drive #44 Beaverton, OR 97009 RE: Notice of Incomplete Application Submittal Minor Modification of Existing Development No. MMD2012-00007 Dear Mr. Martinez: The City has reviewed your application of May 15, 2012 to establish an auto detailing business at 11642 SW Pacific Highway. Unfortunately we have found it incomplete and require additional information (listed below). If you would like to discuss these requirements I am available Monday through Friday by appointment. Alternatively, feel free to phone or email anytime at 503-718-2429 or johnfl @tigard-or.gov. 1. Please revise the site plan to include the existing canopy on the southeast corner of the structure. If an expansion of the canopy is proposed, as we discussed during a site visit, please include that on the site plan as well. 2. Please add wheel stops to the thirteen parking spaces located along the southern boundaries of the parking lot (18.765.040.J). 3. Refuse and recycling containers must be screened from public streets and customer parking areas. Please include a solid wood fence, masonry wall, or evergreen hedge of sufficient height to enclose and shield the containers from view (18.745.050.E.4). 4. An existing tree and utility pole is located within the vicinity of the 7 proposed stalls along the southwest corner. It is unclear if they are located within or adjacent to the new spaces, and how they are affected by the proposed work. Please revise the plans to include this information. 5. Parking lot trees are required to provide a canopy effect and shade the new parking areas. Trees shall be planted in landscape islands and shall be equally distributed on the basis of one tree for every seven parking spaces. The minimum dimension of the landscape islands shall be three feet with a wheel guard or curb. The tree identified in item 4 above may be used as a parking lot tree. 6. Please provide a copy of the "Conditions, restrictions, easements and setback lines..." identified in item 2 of Exhibit"A" of the grant deed provided with your application. 7. Development Engineering also reviewed your proposal and noted that the proposed paving will increase impervious areas and create more stormwater runoff. Please revise the site plan to include the following information: 1 of 2 13125 SW Hall Blvd. • Tigard, Oregon 97223 • 503.639.4171 TTY Relay: 503.684.2772 • www.tigard-or.gov a. Show existing and proposed drainage patterns on the site map. b. Show how runoff mitigation will be achieved as required by Clean Water Services (CWS) Design Standards 4.03. c. Show how water quality treatment will be provided as required by CWS Design Standards 4.05. These changes are necessary to comply with the requirements of the Tigard Community Development Code. If these changes are not made, we cannot find your application consistent with approval criteria for a minor modification, and will be required to deny your proposal. The existing commercial structure on site is a two-story building with lease space on the upper and lower levels. There is an existing restaurant tenant(George's Giant Hamburgers) on the upper floor north end, which will remain. The balance of the upper floor is vacant at this time. The previous tenant that occupied the space was a trophy shop. The entire lower floor is currently vacant. The proposed tenant, an auto detailing business, seeks to occupy 1159 square feet of the lower floor. Per our discussions with the City of Tigard, seven existing gravel parking stalls shall be paved. In addition, twelve new paved parking stalls will be added at this time, which will provide paved parking for current and possible future tenants. With the exception of paving the parking lot, all modifications to the building for the proposed tenant will be non-structural tenant improvements. The existing building height, setbacks, and square footage will not be affected. The evaluation criteria from the City of Tigard Municipal Code, Section 18.360.050 to determine that this project qualifies for a Minor Modification are addressed below: 1. This is not a residential development, therefore, is not applicable. 2. This is not a residential development, therefore, is not applicable. 3. Per memo by Ronald Bunch, Community Development Director, dated July 20, 2010, it is allowable to add parking to this project without triggering a Type II procedure, in order to apply a proportional procedure to the impacts of the development proposed. Our discussions with City of Tigard staff have confirmed this interpretation. 4. A change in the type of commercial structure is not proposed or required. 5. The existing building height is not affected by this proposal. 6. No change is proposed to the type and location of accessways and parking areas for off- site traffic. 7. The proposed use of the building would not increase vehicular traffic exceeding 100 vehicles per day. 8. The proposed tenant would occupy existing building area. No additional square footage is proposed. 8900 NE Livingston Mtn Rd Camas, WA 98607 Phone : (360)817-2737 Fax: (360)817-2733 9. (503) 235-8795 FAX: (503) 233-7889 E-mail: john @ztecengineers.com April 2012 Tigard Auto Detailing Storm Drainage Report The site is located at 11640 SW Pacific Hwy. Tigard, T1S R1W Section 36 DB TL 2400. The site area is 0.8 Ac. According to the Washington County Soil Survey the native soil is Aloha, Hydrological Group C with a soil permeability of 0.2 to 0.6 inches/hour for depth 8" to 60". The site slopes down from north to south at about 5% +/-. The northerly portion of the site has an existing commercial building, with associated AC paved parking/driveway areas, which is proposed for a minor modification for Auto Detailing to be housed in the lower portion of the building. The use requires areas on the south side of the building to be paved. Presently this area of the site is a mixture of gravel surface and undeveloped ground with a thin vegetative covering. The new pavement will be used for driveways and parking. The southerly 100' of the site has a residential/commercial building with associated yards. The southerly portion of the site is omitted from storm drainage considerations as that portion of the property is unaffected by the proposed improvements. Most of the existing surface parking/driveway area drains to existing on-site catch basins. These basins are connected to an on-site storm drainage system that also handles storm runoff from Pacific Highway and properties north of the highway right of way. The existing building has a downspout collection system that connects to an underground pipe. It is assumed that this system connects to the existing on-site storm drainage system and a possible connection is identified on the plans. The building roof drainage system needs to be investigated to verify disposal method and location. The attached plan shows the areas of existing and proposed impervious surface. It is proposed to collect the runoff from the new AC pavement and the portion of the existing AC pavement that presently drains to the area of new pavement, total area 8,284 sq. ft. This runoff will be directed by grade and drainage curbs to a trapped catch basin. The outlet from the catch basin Dili cischarce to a new infiltration basin/rain garden sized per me LIDA HiancDccK Dy C'cv'S. An overi icv-v pipe from the facility will be cchhec:ec to the = :: 7'5 to 24" storm sewer. ThE tor.s m. sewer daylights in _rem . est side cf the Reda: Cinema :r::e:. south of this site. Alternative methods of treating the runoff from the 8,284 sq. ft. area were considered: • Install filter catch basin- A single cartridge Stormwater Management catch basin could provide the treatment for the .36" in 4 hour water quality storm. This was not chosen due to cost, maintenance and no flow reduction from infiltration or evaporation. • Install Extended Detention Basin-This is similar to the infiltration basin chosen but the small cutlet orifice required is a constant maintenance problem. The emergency overflow route from the infiltration basin will follow the existing drainage path used on the site, an existing drainage swale toward the SE corner of the property.
