03/11/2015 - Minutes Intergovernmental Water Board (IWB) Minutes SERVING TIGARD,KING CITY,DURHAM AND TIGARD WATER DISTRICT MEETING DATE: Wednesday, March 11, 2015, 5:30 p.m. MEETING LOCATION: Tigard Public Works Building 8777 SW Burnham Street Tigard, OR 97223 Members Present: Ken Henschel Representing the Tigard Water District (TWD) Jodie Inman Member-At-Large Keith Jehnke Representing the City of Durham Billie Reynolds Representing the City of King City Members Absent: Marc Woodard Representing the City of Tigard City of Tigard Staff Present: Brian Rager Public Works Director Judy Lawhead IWB Recorder 1. Call to Order, Roll Call and Introductions Commissioner Henschel called the meeting to order at 5:37 p.m. 2. Approval of Minutes —February 11, 2015 Commissioner Inman moved to approve the February 11, 2015, minutes. Commissioner Jehnke seconded the motion. The motion passed by a majority vote of the commissioners present, with Commissioners Henschel, Inman, and Jehnke voting yes. Commissioner Reynolds abstained. 3. Public Comments There were no comments from the public. 4. Water Supply Update Mr. Rager reported: • Average water use for the month of February was 3.8 million gallons per day (mgd). This usage is normal for this time of year. • The injection cycle for aquifer storage and recovery (ASR) well no. 2 continues with 91 million gallons (mg) injected to date. A total of 150 mg is currently stored in ASR wells,which is approximately a 70-day supply. 5. Informational Items Pagc 1 of 2 Mr. Rager informed the board that John Goodrich would likely give an update regarding the cell tower lease at the April 8 meeting since he was unable to attend this meeting. 6. Non-Agenda Items Commissioner Henschel requested the following: • A revision to include King City in a document showing 1 percent payments to the IWB parties. • Current documents explaining the process of reducing meter size from 1-inch to 5/8- inch. • An explanation regarding a customer's invoice which showed a 5/8-inch meter while the base charge was for a 1-inch meter. Copies of the invoice and the city's rates for both 1-inch and 5/8-inch meters were handed out by Commissioner Henschel and are on file in the IWB record. • Recommendations for any changes to the meetings the board would like to see. Commissioner Reynolds inquired as to the possibility of customers having the option to choose a consistent water billing date every month. The board requested updates on the following topics to be given at the next meeting: • The Lake Oswego Tigard Water Partnership project. • The Oregon Court of Appeals case concerning Clackamas River water rights. Staff will provide information regarding these requests at the April 8 meeting. A presentation on booster charge methodology will be scheduled for a future meeting. 7. Next Meeting April 8, 2015, at 5:30 p.m. Public Works Auditorium, 8777 SW Burnham Street,Tigard, Oregon 8. Adjournment At 6:02 p.m. Commissioner Inman moved to adjourn the meeting. Commissioner Reynolds seconded the motion. The meeting adjourned by unanimous vote of the commissioners present, with Commissioners Henschel, Inman,Jehnke, and Reynolds voting yes.
