Tigard Public Library Board — Minutes
MEETING DATE/TIME: Wednesday,April 8, 2015 7 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL TO ORDER:
Chair Scott Hancock called to order the April 8,2015 Tigard Library Board at 7:00 p.m.
2. ROLL CALL
Present at the meeting were: Scott Hancock, Katie Harris, Linda Monahan,John Storhm and Jan Thenell;
Library Director Margaret Barnes and Executive Assistant Alison Grimes. Laura Cadiz and Dan Snyder
were excused. Counselor Jason Snider, the library's liaison to City Council, also attended the meeting
3. APPROVE MINUTES
The minutes from the March 11,2015 Library Board were reviewed and approved.

4. AGENDA ADDITIONS AND DELETIONS
Add Sean Garvey,Adult Services Librarian to Call to the Public.
5. CALL TO THE PUBLIC
Sean Garvey,Adult Services Librarian, attended the meeting as the staff guest. Garvey has been with the
Library for the last eight years. Although his job duties are the same as other librarians;including collection
development,programming, answering reference questions and assisting patrons,he spoke to the Board
about his work as an amateur genealogist and assisting patrons in the Local History Room. Staffed several
hours a week or by appointment, Garvey not only assists patrons with Tigard or genealogy questions,he has
uploaded numerous old photographs of Tigard and its citizens to the public domain so they may be viewed
by anyone with an Internet connection. The site is called Washington County Heritage On-line and, once
accessed, a patron need only type in"Tigard"in the search bar to access local photos. Barbara Peterson, a
library volunteer and author of a book about Tigard, also assists in the scanning and indexing of old
newspaper articles so they can also be viewed on-line. On Sunday,July 19, and then again in August,
Garvey will be leading historic walks of downtown Main Street.

After Garvey left, the Board introduced themselves to Councilor Snider. Each member offered a little
background information about themselves and what drew them to be on the Library Board.
6. ANNUAL JOINT MEETING WITH CITY COUNCIL
Board members reviewed the main topics that will be discussed at the joint meeting and double-checked
assignments. Barnes will email patron comments to Storhm; confirm budget figures for Harris and have a
poster with several program pictures prepared. Councilor Snider was asked if there were any specific
questions he might have and he talked about several things he'd like to hear from the Board during the joint
meeting. He stressed that back and forth dialog was most important. As the re-establishing of Thursday
hours was most important to the Board, Councilor Snider said being totally open with City Council was
important. He noted that no one on City Council was happy that the Library was closed on Thursdays;
however Council has competing priorities and difficult decisions to make. He suggested that members of
the Library Board attend the upcoming budget hearings April 20`'' and again on the 27`" and keep
hammering home the importance of being open on Thursdays. Barnes said that Council and the Budget
Committee needed to know that if approval to be open Thursdays was received,it should be consistent—
not open one year and closed the next. Barnes also informed Councilor Snider that the original figure to
reopen the Library on Thursdays was incorrect; the actual figure was about$250,000. The annual joint
meeting with City Council is Tuesday,April 21'. Barnes asked everyone to meet in Town Hall at 6:20 p.m.
in preparation for the 6:30 meeting. In regard to the budget meetings, Hancock said that the Board would
email bullet points to each other and then meet at the Budget meeting.
7. LIBRARY STRATEGIC PLAN
Two meetings were held in April to garner suggestions for the Library's 2015—2020 Strategic Plan.
Facilitated by Molly Carlisle, Readers Services manager,Barnes noted that the meetings went well. Out of
ten potential service responses, those who attended the final meeting chose the following to focus upon in
the next five years:
■ Be an Informed Citizen
o Local,National and World Affairs
■ Express Creativity
o Create and Share Content
■ Stimulate Imagination
o Reading,Viewing and Listening for Pleasure
8. LIBRARY OPERATIONS
The March statistical report was distributed and Barnes gave a quick update of recent activities. Material has
been purchased for the re-upholstering of chairs on the second floor. She passed around several photos of the
proposed automated materials handling system. One of the photos showed the outside book drop window that
will be cut into the Circulation wall and noted that a cement walkway to the window will be installed and the
area will be re-landscaped. Hancock told the Board that he attended the recent Volunteer Appreciation event,
noting that it was well-attended and everyone had a good time.

Barnes passed out copies of an article by Barbara Hoffert from libraryjournalxom regarding a materials budget
survey of U.S. public libraries.
10. ADJOURN
There being no further business, the meeting was adjourned at 8:35 p.m.
The next meeting of the Tigard Library Board will be Wednesday, May 13, 2015 at 7 p.m. in the second
floor Conference Room of the Library, 13500 SW Hall Blvd.,Tigard.
