The I-P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants, personal services and fitness centers, in a campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise, glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site development review, design and development standards in the I-P zone have been adopted to insure that developments will be well-integrated, attractively landscaped,and pedestrian-friendly. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.360.060.0 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. NIMD2015-00006 1 of 3 THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 9400 SW Tigard Street; north of SW Johnson Street, west of Highway 99W, and east of SW Grant Avenue. The subject property is an approximately 1,800 square foot suite within a larger industrial building housing a variety of industrial land uses. The 1.99 acre development site is made up of one parcel and contains one industrial building,landscaping,and associated parking. Proposal Description: The applicant is proposing to create three new offices (412.5 square feet total) inside an existing 1,800 square foot tenant space at 9400 SW Tigard Street. The tenant space is part of an existing industrial building,and is currently an industrial services use,Mobile Screens Etc., Inc. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The applicant is proposing to create three new offices inside an existing 1,800 square foot tenant space. The tenant space is part of an existing industrial building, and is currently an industrial services use, Mobile Screens Etc., Inc. The proposal is for a partial change of use, which primarily affects off-street parking regulations. Accordingly, that is the main focus of this review. The total square footage of the proposed offices will be 412.5 square feet. Based on off-street vehicle parking calculations (1DC Table 18.765.2), the new offices will require one parking space (2.7/1,000 square feet). The remaining 1,387.5 square feet of tenant space, dedicated for industrial services use, will require one parking space (0.8/1,000 square feet). The total minimum required off-street vehicle parking is two spaces. Staff reviewed the applicant's submitted site plan and found there is adequate off-street parking,with three spaces provided. Upon review of the proposal's plans and narrative, staff finds that all other applicable requirements are met. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do not apply. Therefore,the proposed development is not a major modification. This criterion is mct. The square footage of space is not being increased. We're building the offices on the existing 1800 square foot ground floor space.The offices cover 296 square feet. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code; • We are not changing the exterior structure of the building and we're not attaching to the inside steel framework of the building. 5. An increase in the height of the building(s) by more than 20%; • We are not increasing the height of the building. 6. A change in the type and location of accessways and parking areas where off-site traffic would be affected; • No changes are being made to accessways or parking. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day; • Vehicular traffic will be far less than 100 vehicles per day. 8.
