Primary uses permitted include office buildings, retail, and service uses. Also permitted are mixed-use developments and housing at densities of 50 units per acre. The findings and conclusions on which the decision is based are noted in Section IV. BACKGROUND INFORMATION Site Information: The project site is located at 11101 SW Greenburg Avenue, at the Northwest corner of SW Greenburg Road and North Dakota Street. The parcel is approximately 4.75 acres in size and contains an approximately 69,017 square-foot, multi-tenant building surrounded by a parking lot. The majority of the existing structure contains Jump Sky High, an indoor entertainment land use, taking up approximately 44,376 square feet. Other tenant spaces within the building include Kayu International which is classified as Bulk Sales (14,842 sq. ft.), and a vacant suite that previously housed sales-oriented retail (9,799 sq. ft.). Ash Creek borders the property along the northern side, placing a portion of the parking area within the 100 year floodplain. Land uses to the north and south are a mix of commercial and industrial land uses. Across Greenburg Road to the east are several multi-family apartment structures. A railroad right of way and Black Bull Greenway border the property to the west. Proposal Description: The proposed minor modification to existing development would authorize a change of land use within 11101 SW Greenburg Road from Sales-Oriented Retail to Postal Service. As detailed in an email to staff on August 5, 2014, the proposed business Computer Solutions Tech presently operates as an online retailer of toys which they ship directly to consumers. They are moving to this location to open a small retail space, but the majority of the square footage will remain dedicated to a warehouse and shipping facility for their online sales. As proposed on the floorplan, approximately7,500 square feet of the 9,799 square foot space would be divided into warehouse space, with the remainder of the suite divided into a retail outlet, offices, bathrooms and a break room. No exterior or site changes are proposed. Sign permits were not included as part of the application. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The proposed land use is a permitted use within the MUC zone, and the change of use from Sales-Oriented Retail to Postal Services would reduce the required parking from 3.0 spaces per 1,000 square feet of gross floor area, to 2.5 spaces per 1,000 square feet of floor area. FINDING: Staff finds that the changes listed in TDC18.360.050.B.1-11 are either satisfied or do not apply. No relevant conditions of approval were discovered during a review of the site's permit history. '10 exterior changes to the site are roposed. Not more than 100 new trips per day are anticipated. Therefore , the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in compliance with the applicable requirements of this title. SECTION V. As we have discussed, the city of Tigard has classified this tenant as a "Postal Service" occupancy and the current use for this tenant space is "Sales-Oriented Retail". The current required parking for Sales-Oriented Retail is 3.7 per 1,000 sf. A "Postal Service occupancy requires only 2.5 per 1,000 sf, which is a reduction in required parking, therefore the site exceeds the requirement. This tenant proposes no exterior work, with minor interior alterations to provide for new ADA accessible TR's, office space and retail sales.
