DESIGNATION: MUE: Mixed Use Employment. The MUE zoning district is designed to apply
to a majority of the land within the Tigard Triangle, a regional mixed-use
employment district bounded by Pacific Highway (Hwy. 99), Highway 217 and
I-5. This zoning district permits a wide range of uses including major retail
goods and services, business/professional offices, civic uses and housing; the
latter includes multi-family housing at a maximum density of 25 units/acre,
equivalent to the R-25 zoning district. A wide range of uses, including but not
limited to community recreation facilities, medical centers, schools, utilities and
transit-related park- and-ride lots, are permitted conditionally. Although it is
recognized that the automobile will accommodate the vast majority of trips to
and within the Triangle,it is still important to (1) support alternative modes of
transportation to the greatest extent possible;and (2) encourage a mix of uses to
facilitate infra-district pedestrian and transit trips even for those who drive. The
zone may be applied elsewhere in the city through the legislative process.

SECTION II. DECISION
Notice is hereby given that the City of Tigard Community Development Director's designee has
APPROVED the above request. The findings and conclusions on which the decision is based are noted
in Section IV.
THIS APPROVAL SHALL BE VALID FOR 18 MONTHS
FROM THE EFFECTIVE DATE OF THIS DECISION.
SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 7175 SW Beveland St, Suite 100;north of Gonzaga, south of Dartmouth Street,
and west of 69th Avenue. The subject property is an approximately 3,500 square foot tenant space within a
larger commercial building. The approximately 0.59 acre development site is made up of one parcel, and
contains one commercial building, one surface parking lot, and associated landscaping. (WCTM
2S101ABO,Tax Lot 2000).The site is located in the Tigard Triangle Plan District.
Proposal Description:
The applicant is proposing a change of use from an office use to a religious institution in Suite 100. The
existing commercial building is approximately 10,789 square feet in size. The proposed use will occupy
3,500 square feet within Suite 100 and will hold a maximum of 75 seats for the New Vision Fellowship,
a free Methodist Church. A joint parking agreement has been executed between the owners and
applicant to allow for a minimum of 27 parking spaces on Saturday and Sunday, and 10 parking spaces
on Monday through Friday.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW:
Section 18.360.060.0 states that a minor modification shall be approved, approved with
conditions or denied following the Director's review and as follows:
1. The proposed development is in compliance with all applicable requirements of this
title; and
FINDING: The applicant has proposed a change of use, which primarily affects off-street parking
regulations, that is the main focus of this review. The change of use in Suite 100 from an office use to a
religious intuition will require the minimum required off-street parking of 1 spot per 3 seats in the main
assembly area outlined in TDC 18.765.2. The table below calculates the minimum off-street vehicle
requirements based on this formula:

**Joint parking agreement allows for the use of 27 spaces during off peak hours on Saturday and
Sunday.

Staff finds that 25 parking spaces are required for the religious tnstitution use, taking into consideration
the change of use discussed above. The joint parking agreement executed between the owners and
applicant allows for a minimum of 27 parking spaces on Saturday and Sunday, and 10 parking spaces
on Monday through Friday of the 31 total parking spots currently onsite.
Upon review of the applicant's plans and narrative, staff finds that all other applicable requirements are
met. This criterion is met.
2. The modification is not a major modification.
FINDING: Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do
not apply. Therefore, the proposed development is not a major modification. This criterion is met.
CONCLUSION: The proposal is a minor modification of existing site development and is in
compliance with the applicable requirements of this title.

Applicant(New Vision Fellowship, a Free Methodist Church) is applying for a minor
modification in zone MUC at 7175 SW Beveland St, Suite 100,Tigard, OR 97223. We are
requesting that the parking requirements for the building be modified to permit a religious
institution, which will meet on Sunday mornings and some weekday evenings for organized
religious meetings and services. The Sunday morning meetings will have the largest volume of
attendance and the number of seats in the meeting area will be 75. The parking lot has 31
spaces. On Saturday and Sunday most offices are closed. On Sundays 2 current tenants will use
a total of 4 spaces,which leaves 27 spaces unused.
The weekday evening meetings will also be held during off hours from the other tenants of the
building. These weekday evening meetings are not expected to exceed 20-25 people at any
given time, so the need for parking spaces is limited to 7-9 at any given time. Per the Joint
Parking Agreement,the owners are allowing us the use of 10 spaces on weekdays.
During the days on Monday-Saturday, the suite will be used primarily by the pastor,associate
pastor, church secretary, volunteers, and occasional individuals who will be coming to meet with
either the pastor or associate pastor. There should not be a time where more than 5 cars would

be parked in the building's parking lot in association with any business taking place in Suite 100
during the daytime on Monday-Saturday. Again, as stated in the Joint Parking Agreement, 10
spaces will be available for our use on weekdays.
To complete the application we are providing the following information in this narrative, as
requested by the City of Tigard on April 15:
1.An increase in dwelling unit density,or lot coverage for residential development: NOT

Bicycle Parking
According to parking requirements 4 bike parking spaces are required; 1 spot per 20 seats.
Please include in the narrative how this requirement is met. According to the original site
review only 2 spots were required for the office building.Please include a photo how 4
bikes can be accommodated.Bike parking standards are located in Section 18.765.050.
A ribbon rack is on-site and a picture of the type of ribbon rack is attached below. This
rake holds a total of 5 bikes. Bicycle parking is located within 50 feet of primary entrance
to structure and not located in parking aisles, landscape areas or pedestrian ways. It is
located outdoors and is visible from the building and the parking lot.

New Vision Fellowship has provided Mike Summers and John Berman, the owners of the
building located at 7175 SW Beveland St.,Tigard,OR 97223, with a Letter of Intent to lease
Suite 100. The approval of the minor modification by the City of Tigard is part of the
applicant's due diligence in preparing to enter into a lease agreement with the owner.

Minor Modification—Type I Application Completion
On Monday through Saturday New Vision Fellowship(NVF)will have 10 parking spaces
available for usc. On Sunday,during the prime hours of NVF's use,27 parking spaces will be
available. The hours the building is used by the majority of the tenants are primarily Monday
through Friday, 8 a.m. to 9 p.m. On Saturday and Sunday most offices are closed with the
exception of 2 current tenants who will use a total of 4 spaces on these days. That technically
leaves 27 spaces for NVF to use on the weekends.
CORRECTION TO ORIGINAL APPLICATION: There are 31 parking spaces in the building's
parking lot not 32 as stated on the original application. NVF currently has attendance of 50-60
people at their main weekly meeting on Sunday mornings. We will have 75 chairs in our main
worship center.

Applicant's Statement/Narrative
Applicant(New Vision Fellowship, a Free Methodist Church)is applying for a minor
modification in zone MUC at 7175 SW Beveland St, Suite 100, Tigard, OR 97223. We are
requesting that the parking requirements for the building be modified to permit a religious
institution,which will meet on Sunday mornings and some weekday evenings for organized
religious meetings and services. The Sunday morning meetings will have the largest volume of
attendance and the number of seats in the meeting area will be 75. The parking lot has 32
spaces, and these are not used by other tenants of the building on Sundays. The weekday
evening meetings will also be held during off-hours from the other tenants of the building.
These weekday evening meetings are not expected to exceed 20-25 people at any given time.
During the weekdays,the suite will be used primarily by the pastor, associate pastor,church
secretary,and occasional individual who will be coming to meet with either the pastor or
associate pastor. There should not be a time where more than 5 cars would be parked in the
building's parking lot in association with any business taking place in Suite 100.
We respectively request that the City of Tigard grant the Minor Modification to allow the
religious institution's use at the above-referenced location.
New Vision Fellowship has provided Mike Summers and John Berman,the ownersDon't let
anyone think less of you because you are young. Be an example to all believers in
what you say, in the way you live, in your love, your faith, and your purity. of the
building located at 7175 SW Beveland St., Tigard, OR 97223 with a Letter of Intent to lease
Suite 100. The approval of the minor modification by the City of Tigard is part of the
applicant's due diligence in preparing to enter into a lease with the owner.
