03/09/2015 - Minutes ® City of Tigard Park & Recreation Advisory Board (PRAB) Meeting Minutes MEETING DATE: March 9, 2015 7 p.m. MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7 p.m. the meeting was called to order by Troy Mears. Approval of Minutes:January 26, 2015, and February 9, 2015, minutes Dave Brown moved to approve the January 26, 2015, meeting minutes. Claudia Ciobanu seconded the motion. The minutes were approved by a majority of the board members present with Dave Brown, Claudia Ciobanu, Wayne Gross and Linda Shaw voting yes. Troy Mears and Holly Polivka abstained. Wayne Gross moved to approve the February 9, 2015, meeting minutes. Holly Polivka seconded the motion. The minutes were approved by a unanimous vote of the board members present with Dave Brown, Claudia Ciobanu, Wayne Gross, Troy Mears, Holly Polivka and Linda Shaw voting yes. 3. Comments from the Audience There were no comments from the audience. 4. YMCA Recreation Proposal Tigard resident, Neal Brown, spoke to the board and advocated for a Downtown recreation facility operated by the YMCA; handouts are on file in the PRAB record. He suggested: • Another facility location would be on Pacific Highway near Bull Mountain Road. • The building would be over 60,000 square feet. • The facility would deliver a full array of programming and activities. • The facility would require the voters to consider a property tax increase of approximately $40 per $100,000 of assessed value. 5. Parks Update Martin McKnight gave a brief report on the parks. The updates included: • The athletic fields at Cook Park are being prepared for upcoming use. • A couple of homeless camps have been removed camps on the Bagen Property. • Playground equipment is ready to be installed at Senn Park. Dave Brown asked staff for an update on the Steve Street property. Mr. Martin went on to say the first public meeting for the Bagen Park will be held March 11, 2015. He went on to say an intergovernmental agreement with Tigard-Tualatin School District for park space at Metzger School will be brought to city council for approval in April. Marland Henderson offered a piece of property behind his business to be used as community gardens. 6. Future Topics for PRAB Meetings Steve Martin asked the board for topics to be discussed during future meetings. The board responded that it would like to discuss: • Updates on the Downtown plaza and River Terrace from staff and other committees. • Development of Tigard Street Trail. • Smoke-free parks. Dave Brown suggested that a representative from the Tigard-Tualatin School District attend the PRAB meetings to discuss a potential partnership for recreation. Marland Henderson explained the partnerships between City Center Advisory Commission (CCAC) and City Center Development Agency (CCDA) and encourages PRAB to participate in their meetings. Troy Mears agrees with the suggestion and would support a PRAB member attending the CCAC and CCDA meetings. 7. Election of PRAB Officers PRAB members elected a Chair and Vice Chair for 2015. Holly Polivka moved to nominate Dave Brown as Chair and Claudia Ciobanu as Vice Chair. Wayne Gross seconded the motion. Dave Brown and Claudia Ciobanu, were approved by a unanimous vote of the board members present with Dave Brown, Claudia Ciobanu, Wayne Gross, Troy Mears, Holly Polivka and Linda Shaw voting yes. Non-Agenda Items There were no non-agenda items. 9. Executive Session At 8:20 p.m., Mr. Mears announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public. 10.Adjourn At 8:46 p.m., the PRAB adjourned.
