Park & Recreation Advisory Board (DRAB) Meeting Minutes
MEETING DATE: February 9, 2015 7 p.m.
MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.

2. Approval of Minutes: February 9, 2015, minutes
Since some of the board members who attended the February 9, 2015, meeting were
not present at this meeting, consideration of the minutes was set over to the March 9,
2015, meeting.
3. Comments from the Audience
Steven Thacker, 15416 SW Pete Dr., Beaverton, spoke to the board about his
support of an indoor recreation facility in Tigard.
Neal Brown, 13853 SW Boxelder St., spoke to the board and provided handouts
about his support of a recreation facility operated by the YMCA; handouts are on file
in the PRAB record.
Scott Brown, 15755 SW Baker Ln., spoke to the board about his support of a
recreation facility operated by the YMCA.
4. Update on Recreation
Steve Martin spoke to the board regarding recreation in Tigard. The updates include:
• On February 3, 2015, staff and representatives from YMCA discussed
facility survey to further investigate the feasibility of a YMCA in Tigard.
• The board received a draft copy of the Tigard Recreation Programming
Study, Recommendations and Implementation Plan. The goals are:
- Short-Term Goal: Establishing a pilot recreation program to test
viability and build support for expanded services.
- Long-Term Goal: Supporting a comprehensive public recreation
program with a hub of activity, augmented with programs spread
across the community.
The board was updated on the recommendation in the draft plan to hire a recreation
coordinator. The board asked if the new position would be part of a Parks and
Recreation Division.
Steve Martin replied that it is unclear to which division the employee would be
assigned.
Wayne Gross moved to recommend the Recreation Coordinator to be assigned to
the Parks Division in Public Works. Dave Brown seconded the recommendation.
The recommendation was approved by a unanimous vote of the board members

present with Dave Brown, Wayne Gross, Troy Mears, Holly Polivka and Linda Shaw
voting yes.
5. PRAB 2015 Goals (no prioritization intended)
• Guide the establishment of a citywide recreation program.
• Finalize the bond measure allocation of remaining funds and engage the
Downtown City Center Advisory Committee (CCAC) to drive
acquisition of a Downtown plaza.
• Engage other community and city organizations to drive recreation.
• Maintain Park and Recreation Advisory Board (DRAB) transparency and
public communications.
• Explore alternative recreation programs (i.e., mountain biking, NW trail
lines, BMX track) and engage advocacy groups.
• Support the city's walkability vision with programs such as the Tigard
Street Trail.
Dave Brown moved to adopt the PRAB goals for 2015 as listed. Holly Polivka
seconded the motion. The goals were approved by a unaimous vote of the board
members present with Dave Brown, Wayne Gross, Troy Mears, Holly Polivka and
Linda Shaw voting yes.
6. Election of PRAB Officers
Since the board has several new members and several current member terms will be
expiring in June, the board decided that officer elections will be held during the June
meeting.
Holly Polivka moved to approve the nomination of PRAB officers be during the
June meeting and elections during the July meeting every year. Linda Shaw seconded
the motion. The yearly elections were approved by a unanimous vote of the board
members present with Dave Brown, Wayne Gross, Troy Mears, Holly Polivka and
Linda Shaw voting yes.
Note: Following the meeting staff discovered that it is noted in the Tigard Munic pal Code and
PRAB by-lazes that the Chair and Vice Cbair will be elected the first meeting of theyear.
7. Parks Update
Martin McKnight gave a brief report on the parks. The updates included:

• Local Boy Scout troops held their annual campout at Cook Park earlier
this month.
• Tualatin Riverkeepers held a tree planting event at Cook Park earlier this
month.
• Tree forAll event will be held at Jack Park on Saturday, February 14,
2015.
• Staff members attended additional park trainings and classes.
• On February 19, 2015, the city will recognize the Tigard Noon Rotary
Club for its donation of exercise equipment at Dirksen Nature Park.
• On February 14, 2015, the city is sponsoring a Tigard Valks! event at
Summerlake Park.
8. Non-Agenda Items
• The second public meeting for the Steve Street Property project was
held on February 3, 2015.
• The first public meeting for Bagan Park will be held in March.
• The Friends of Bull Mountain Park submitted an application for a
Nature in Neighborhoods grant.
• During the March 17, 2015, City Council meeting, staff will discuss an
intergovernmental agreement with the Tigard-Tualatin School District.
During the March 24, 2015, City Council meeting, staff will seek its
approval.
Wayne Gross asked staff if unallocated bond funds could be used to install the
playground equipment at Jack Park.
Steve Martin replied that it may be possible to use system development charges in the
future to complete the project.
