Park & Recreation Advisory Board (PRAB) Meeting Minutes
MEETING DATE: January 26, 2015 7 p.m.
MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. the meeting was called to order by Dave Brown.

2. Approval of Minutes: December 8, 2014, minutes
Wayne Gross moved to approve the December 8, 2014, meeting minutes. Linda
Shaw seconded the motion. The minutes were approved by a majority vote of the
board members present with Dave Brown, Wayne Gross, Linda Shaw, and Scott
Winkels voting yes. Claudia Ciobanu abstained.
3. Comments from the Audience
Neal Brown, 13853 SW Boxelder St., thanked the board for its efforts on the
demolition of the vacant home at Bull Mountain Park. Mr. Brown also spoke to the
board and provided a handout about his support of a recreation
facility operated by a Tigard YMCA.
Bill Peterson, 1235 SW Arnold St., Portland, is in favor of a Tigard YMCA.
4. PRAB 2015 Goals
Dave Brown requested that Agenda Item #4 be discussed after Agenda Item #7.
The board discussed the 2015 goals and decided to further discuss and finalize the
goals during the February PRAB meeting and submit to City Council.
5. Election of PRAB Officers
Since several PRAB members were not present during the meeting, the board
decided that officer elections will be held during the February meeting.
6. Parks Update
Martin McKnight gave a brief report on the parks. The updates included:
• Capital One and SOLVE have teamed up for volunteer projects at Cook
Park.
• Parks and Streets Divisions will be moving to a different location in
March.
• Graffiti has become an ongoing problem in Central Tigard; the police
are involved.
• Trees are being planted at Potso Dog Park.

7. Update on Recreation
Steve Martin updated the board on the progress of having a recreation program in
Tigard. The updates included:
• If approved by Budget Committee, the 2015-2016 budget will include
hiring a Recreation Coordinator.
• City Council will be voting on its 2015-2016 goals on January 27, 2015.
One of the council's proposed goals is establishing a recreation program.
Note: The board considered Agenda Item #7 before Agenda Item #4.
8. Non-Agenda Items
Scott Winkels informed the board that the next six months he will not be able to
attend some PRAB meetings.
Steve Martin updated the board that on February 10, 2015, City Council will consider
adding two city-owned properties to Woodard Park.
The Friends of Bull Mountain Park submitted an application for a Nature in
Neighborhoods grant.
On February 19, 2015, the city will recognize the Tigard Noon Rotary Club for its
donation of exercise equipment at Dirksen Nature Park.
To promote Tigard's vision to be the "Most Walkable City in the Pacific Northwest,"
the city is sponsoring a video contest. Videos should be shot from a dog's eye-view
to show a walking experience in Tigard.
Linda Shaw informed the board that Tigard High School student, Carter Kruse, has
been awarded a $5,000 college scholarship.
9. Executive Session
At 8:36 p.m., Dave Brown announced the PRAB went into executive session and
read the following:
The Tigard Park and Recreation Advisory Board will go into executive session to
discuss potential property transactions under ORS 192.660 (2) (h). All discussions
are confidential and those present may disclose nothing from the session.
Representatives of the news media are allowed to attend executive sessions, as
provided by ORS 192.660(4), but must not disclose any information discussed. No

executive session may be held for the purpose of taking any final action or making
any final decision. Executive sessions are closed to the public.
10.Adjourn
At 8:50 p.m., the PRAB adjourned.
