Dear Jay:
At your request, a representative of T.M. Rippey Consulting Engineers performed a limited
structural observation of a damaged concrete stem wall pier that is in between two 8'-0" garage
door openings within the residence located at 13928 SW Hillshire Drive, Tigard, Oregon. The
damage to the stem wall pier was caused by an impact from a car hitting the exterior face. The
purpose of this visit was to observe the existing conditions and provide recommendations for
repair.
The existing garage is approximately 30'-6" wide and 24'-3" deep. The height of the garage from
the floor slab to bottom of framing is 14'-6". The north side has three 8'-0" doors. Both the east
and west walls are solid. Above the garage is a 2"" story with the floor framing running north
and south. A continuous 4 x 12 header runs above the two west end garage doors. A concrete
stem wall, 8" inches thick, runs around the perimeter of the garage and varies in height,
depending on location. The stem wall that was damaged was 8" thick x 13" tall x 22 1/2" wide.

Observations:
The stem wall was completely sheared away from the plane of the north wall at the level of the
slab on grade (See Figure 1). The stem wall pier had Simpson HD5A holdowns on each side.
Damage appeared to be localized around the stem wall pier. The exterior brick veneer was also
damaged from the impact with visible cracks (See Figure 2).
Recommendations:
T.M. Rippey Consulting Engineers recommends that the existing stem wall be chipped away to
the top of the existing slab on grade, preserving the existing rebar and filled back in with a new
concrete stem wall per Details 1/SK2 and 1/SK3. The brick veneer should also be repaired and
properly tied back to the wall framing.
