BACKGROUND INFORMATION Site Information: The site is roughly 8 acres in size and is occupied by three commercial buildings, Buildings A-C, and associated parking fields. Together these buildings form a sub-area of Washington Square Mall. Red Robin, Cost Plus, and Hannah Pet Clinic are the current tenants in an underperforming existing development, which has led to a recent retenanting and remodeling of the site. Proposal Description: The proposal is for a new portal feature on the easter facade of Building C. The portal aligns with a pedestrian walkway, and will provide for visual interest and frame for a future sign for Ulta, a new tenant taking over the former Barnes & Noble suite. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The proposed portal is in compliance with all applicable development standards in the MUC zone and the Washington Square Plan District. No change in land use is proposed, and no site or building changes are proposed beyond the new portal structure. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC18.360.050.B.1-11 are either satisfied or do not apply. No relevant conditions of approval were discovered during a review of the site's permit history. No exterior changes to the site are proposed other than the new portal structure, and no change in land use is occurring that could affect trip generation. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in compliance with the applicable requirements of this title. SECTION V.
