12/08/2014 - Minutes V ' City of Tigard Park & Recreation Advisory Board (PRAB) Meeting Minutes MEETING DATE: December 8, 2014 7 p.m. MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7 p.m. the meeting was called to order by Troy Mears. Approval of Minutes: November 10, 2014, minutes Holly Polivka moved to approve the November 10, 2014, meeting minutes. Dave Brown seconded the motion. The minutes were approved by a majority vote of the board members present with Dave Brown, Wayne Gross, Holly Polivka, Linda Shaw, and Scott Winkels voting yes. Troy Mears abstained. 3. Comments from the Audience Neal Brown, 13853 SW Boxelder St., spoke to the board about his desire for the city to develop more recreation options in Tigard. 4. Tigard Dog Parks Chris Garsteck, a representative of the Tigard Dog Park Committee, updated the board and provided a handout on the recent survey conducted by dog park users; the handout is on file in the PRAB record. Some of the highlights include: • Survey was conducted in August and September. • Surveys were collected in person at each of the three dog parks in Tigard and during the Tigard Street Fair. • 120 surveys were collected. • Preferred options for future dog parks were presented. 5. Discussion of Park Bond Projects Senior Engineering Technician Jeff Peck updated the board on the Summerlake restroom project. Some of the highlights include: • In early fall, the city received two widely varying construction bids. • New bid packages will be sent out early spring 2015. • Additional funds are required to complete the installation of the restroom. • Due to an upcoming sewer project at Potso Dog Park, the planned parking lot project at Potso was put on hold. Dave Brown moved to approve the unspent funding from the Potso parking lot, as well as the Fanno Creek Trail and other projects (for an additional $20,000) from the park and open space bond measure to complete the restroom at Summerlake Park. Scott Winkels seconded the motion. Chris Garsteck asked staff to notify the public that the parking lot at Potso Dog Park will not be installed. Ms. McMillan replied that an article will be submitted in the monthly Cityscape newsletter to notify the public on the delay of the project. 6. Discussion of November 18, 2014,Joint Meeting with City Council During the joint meeting, a recreation program and the recent recreation survey was discussed. The PRAB recommended an option between the level one and level two spending, as well as proceeding to investigate the YMCA option. The discussion gave the consultant some parameters for developing a proposal. Project team will be meeting next week and MIG will be presenting a preliminary plan. 7. Parks Update Martin McKnight gave a brief report on the parks. The updates included: • Next Saturday will be the final day for the yearly leaf disposal/food drive event. • Maintenance for park equipment is being performed. • Two fun run events have been booked in December. • The recent wind storms created significant work for the parks crew due to the amount of trees down in park spaces. • A private donation of rhododendron plants has been made to the Parks Division. • The playground equipment, near the restrooms at Summerlake, will be replaced in 2015. 8. Non-Agenda Items The board will discuss and finalize the 2015 goals during the January PRAB meeting and submit to City Council. PRAB board is requesting for frequent updates on the progress of the Downtown Plaza project. Dedication for the donated fitness equipment by the Rotary Club will be held in early 2015; equipment has been installed at Dirksen Nature Park. 9. Executive Session At 8:36 p.m., Troy Mears announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public. 10.Adjourn At 8:50 p.m., the PRAB adjourned.
