BOARD MINUTES

Call to Order: 6:59 p.m.
Roll Call
Present at the meeting: Board members David Burke, Laura Cadiz, Scott Hancock,
Linda Monahan, Dan Snyder, John Storhm, ; Alternates Katie Harris and Stephanie
Carter; Library Director Margaret Barnes and Executive Assistant Alison Grimes.
Cecilia Nguyen was excused.
Minutes
The August 1, 2011 Board meeting minutes were reviewed and, there being no
additions or corrections, were approved as read.

None.
Call to the Public
— On behalf of the Board, Burke welcomed Councilor Marland Henderson, the Board's
City Council liaison. He spoke briefly about the City Manager interview process, noting
that 83 applications were received.
— Jean Peick, Cataloging Librarian in Technical Services, was tonight's staff guest.
Peick has been with the Library since 2006; she described the sequence of events as
an item is cataloged and passed around several examples. Peick also pulls data and
creates various monthly reports, some of which show the turnover rate and how "alive"
the Library collection is.
Election of Officers
Burke explained the roles of Chair and Vice-Chair to the new Board members before
opening the floor to nominations for Chairman.
A motion to appoint David Burke as Chairman of the Library Board was received:

Motions were then accepted for Vice-Chair. A motion to appoint John Storhm as Vice-
Chairman was then received:

Library Operations
Monthly statistics were handed out by Barnes. It appeared the Murray Scholls branch
has slightly affected some of the statistics. A pie chart, submitted by Circulation
Manager, Craig Carter, showed that Tigard lends 42% of the total net items in the
Cooperative. Cedar Mills/Bethany holds the title for net borrower.
The WCCLS Cooperative is 35 years old. In honor of this milestone, bookmarks were
created and made available to all member libraries. Tigard's local celebrity, 102-year
old Curtis Tigard, was one of the patrons pictured on the bookmarks. Barnes passed
around several different bookmarks.
Summer brought a slew of teen volunteers who helped shelve in all areas of the Library.
The project manager for the RFID (Radio Frequency Identification) process has been
hired by the Cooperative.
Library Policies Review
The American Library Association's The Freedom to Read and Library Bill of Rights
were next on the list of policies for the Board's review. Although no changes could be
made, as both originated from the ALA, the Board endorsed and re-affirmed both
documents.

The Board then discussed the Internet Acceptable Use Policy. Some discussion
centered on the fourth paragraph and the heading of "Rules", and making the last
sentence in that paragraph the first. It was noted that it would be costly to forward the
policy to the City Attorney for his review and it was decided that the change wasn't
major enough to do so.

Finally, the Collection Development Policy was reviewed. Barnes informed the group
that the City Attorney recommended deleting Section VIII, Paragraph F and adding "The
decision of the Library Board will be final." to the end of Paragraph E.

Publishers Weekly titled "The Winning Game: 2010 Hardcovers: Facts and Figures

2011", by Daisy Maryles. The article concerned 2010 fiction bestsellers and their
authors.
Adjournment: There being no further business, the meeting adjourned at 8:07 p.m.
The next Library Board meeting is scheduled for Thursday, October 13, 2011 at 7:00
p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
