BOARD MINUTES
Thursday, August 11, 2011
Call to Order: 7:00 p.m.
Roll Call
Present at the meeting: Board members Linda Monahan, David Burke, Cecilia Nguyen,
John Storhm, Laura Cadiz and Dan Snyder; Alternates Katie Harris and Stephanie
Carter; Library Director Margaret Barnes and Executive Assistant Alison Grimes. Scott
Hancock was excused.
Before proceeding with the agenda, Burke took a few moments to officially welcome the
new Board members and alternates and asked that everyone introduce themselves and
explain why they wanted to be on the Library Board.
Minutes
The June 9, 2011 Board meeting minutes were reviewed and, there being no additions
or corrections, were approved as read.

Call to the Public
— Welcome New Board Members and Associates — see above.
— Donna Shinney, Library Assistant in Circulation, was tonight's staff guest. Joining the
Library after 25 years with Quest, Shinney has been in the Circulation division for the
last seven years. She loves working at the Library and, although she really enjoys
dealing with patrons at the check-out counter, she also enjoys her work with damaged
items and the follow-up with patrons. She showed the Board several badly damaged
items that had been returned by patrons and explained what could and couldn't be done
to repair them.
Visit with Volunteer Coordinator
Trish Stormont, the Library's Volunteer Coordinator, stopped by briefly to introduce
herself and welcome the new Board members to the group of 275+ volunteers currently
helping out at the Library. She handed out volunteer applications, New Volunteer
Guidebooks and a list of volunteer opportunities for their review and invited them to

contact her for a tour of the Library. Before leaving, Stormont noted that during the
month of July, volunteers provided over 3,000 hours of help and that from September
2011 through June 2012, teens accounted for 20 — 25% of the volunteer workforce.
Library Operations
Barnes handed out the Library's new magnets to all Board members, plus each
received a copy of the Foundation's Feasibility Study. The Summer Reading program is
in full swing. She noted that programs are well-attended; 140 came to the recent Jean
Auel (The Land of Painted Caves author) program, 60 — 70 people attended the Kaiser
Shipyards presentation and 140+ kids and their parents attended the Judy Moody party
in the Community Room. Scheduled for Sunday, September 11, the City's 50th Birthday
Bash and Tigard Reads!, the fourth annual community-wide reading program is
expected to draw a crowd. The Mayor and Curtis Tigard will speak, plus big band
music and refreshments are some of the highlights of the birthday bash. Readers from
kindergarten to adults can pick up space-themed copies of their age group books,
courtesy of Friends of the Tigard Library. The adult read is The Right Stuff by Tom
Wolfe; teens in grades 6-12 have their choice of either Laika by Nick Abadzis or the
graphic novel Twin Spica by Ko Yaginuma. A Wrinkle in Time by Madeleine L'Engle is
the choice for readers in 4th through 6th grades and kindergarten through 3rd graders can
read Spacebusters by Philip Wilkinson.
Library Policies Review
As the suggested changes to the Collection Development policy were still being
reviewed by the City's attorneys, further discussion on this policy was tabled until
Barnes receives a response. Burke briefly explained the policy review procedure to the
new members. The following policies will be on the September agenda: Internet
Acceptable Use Policy and the American Library Association policies - The Freedom to
Read and the Library Bill of Rights. The Collection Development policy will also be on
the agenda if information from the City attorney is received.
Other Business
• Library Trends — members talked about the closing of Borders bookstores, the
possible backlash of taking copyrighted books and a-books into foreign countries,
the future switch to RFID (Radio Frequency Identification) in library collections
and Q-bars, the discussed
Adjournment: There being no further business, the meeting adjourned at 8:06 p.m.
The next Library Board meeting is scheduled for Thursday, September 8, 2011 at 7:00
p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
