BOARD MINUTES
Thursday, March 10, 2011
Call to Order: 7:01 p.m.
Roll Call
Present at the meeting: Board members Grace Amos, David Burke, Scott Hancock and
John Storhm, Library Director Margaret Barnes and Executive Assistant Alison Grimes.
Richard Heath, Linda Monahan, Cecilia Nguyen and Jennifer Vasicek were excused.
On behalf of the Board, David Burke welcomed back Scott Hancock, who has been
deployed in Afghanistan for the last nine months.
Minutes
The February 10, 2011 Board meeting minutes were reviewed and, there being no
additions or corrections, were approved as read.

Item #10 Other Business Add School Libraries to Library Trends
Call to the Public
Holly Campbell-Polivka, Youth Services Librarian, was this evening's staff guest.
Beginning at the Library as an on-call librarian, Holly has been at TPL for the last four
years. Part of her work entails leading the Friday morning Family Storytime, a program
for all ages. Focusing on early literacy skills, her stories and songs are a fun way to
teach letter knowledge and print awareness. Her enthusiasm for her job shows — Holly
had everyone up and out of their seats as she read the interactive book, Can You Make
a Scary Face? and then taught everyone the song "Jellyfish, Jellyfish, Jellyfish, Jelly",
two examples of how she tries to instill the love of reading and listening to stories in
young patrons.

Library Operations
Copies of February's stats were distributed and reviewed. As with last month's stats,
Barnes again noted a slight dip in circulation's figures which could be due to the
opening of the Murray Scholl's branch. In response to a question from the Board,
Cultural Pass statistics are decreased as the Portland Art Museum passes are no
longer offered. Internet statistics are probably lower due to the recent bandwidth issue.
Annual Meeting with City Council
Tuesday, April 19 the Board will meet with City Council for their annual Library update.
In preparation, the Board discussed possible topics:
• The human aspect/putting a face on things instead of lots of statistics
• Social networking/Facebook
• eBooks and how the Library is handling it; Overdrive program
• Electronic newsletter
• Library's new webpage
• Online Resources
• Different sites available (auto repair, World Book encyclopedia, AncestryPlus,
etc.)
• The Library as an institution and its place in the community
Burke will email members with general information about the meeting and will include
broad topic ideas. Topics that will be discussed with City Council will be decided during
April's meeting. Grimes will find one of the recent football game posters for the Board to
use during the City Council meeting and will obtain tax statistics from Len Anderson,
Readers Services Manager.
Library Policies Review
Policies for review during this Board meeting were: Library Card; Study Room Use;
Room Use in the Library; Collection Development; and Proctoring Examination and
Proctoring Examination Guidelines. The following comments/changes were suggested:
• Library Card — Burke discussed comments received via email from Dick Heath
who wondered if the replacement card and non-resident fee amounts should be
noted in the policy, but Barnes did not think noting the fees was needed.
• Study Room Use — No changes were requested.
• Solicitations — Barnes spoke with City Attorneys regarding this policy and noted
that the Board will be receiving a recommendation that the Library not allow
solicitations for donations on Library/City property. She will have further
information for the Board at the next meeting.

• Room Use — No longer applicable.
Due to time constraints, the remaining policies will be moved to next month's agenda for
discussion and the Board moved to Item 10 — Other Business, Library Trends.
Other Business
Burke announced that Grace Amos has submitted her resignation from the Library
Board, effective immediately, as she is moving out of town. Everyone expressed their
thanks for her commitment to the Library.
• Library Trends — Storm discussed the recent news concerning the elimination of
all school staff librarians, due to budget cuts. He believes that it will impact local
libraries since students will no longer receive library instruction and will rely on
TPL staff for training and/or assistance. He was wondering if the Library Board
should publically voice their concerns. The Board felt that opinions could be
voiced individually, as taxpayers, but not as the Board. Hancock agreed the
Library Board should not formally state a position, but should be prepared to
assist.
Adjournment: There being no further business, the meeting adjourned at 8:54 p.m.
The next Library Board meeting is scheduled for Thursday, April 14, 2011 at 7:00 p.m.
in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
