BOARD MINUTES
Thursday, January 13, 2011
Call to Order: 7:05 p.m.
Roll Call
Present at the meeting: Board members David Burke, Richard Heath, Cecilia Nguyen,
Jennifer Vasicek, John Storhm and Grace Amos, Library Director Margaret Barnes and
Executive Assistant Alison Grimes. Linda Monahan was excused.
Minutes
The December 9, 2010 Board meeting minutes were reviewed and, there being no
additions or corrections, were approved as read.

Call to the Public
Kathy Vincent, Circulation Library Assistant, was tonight's staff guest. Not only does
she handle the myriad tasks required in Circulation, she also collects for needy families
at Christmas, hauls the Library's shrink wrap and vinyl and the old CD and DVD cases
to recycling and, along with a co-worker, coordinates the yearly Food for Fines program.
Seeing stacks of CDs and DVDs with missing parts when she first started, Vincent took
on the project of contacting patrons to track down CDs or DVDs they might have
inadvertently left at home or to return personal items dropped off in error. Although she
admits this is a project that needs to be handled delicately, Vincent has a 98.5% return
rate.
Library Operations
December's stats were distributed and reviewed. Barnes noted that WCCLS has
reduced the available bandwidth for public Internet access. City computers are not
affected but some sluggishness has been noted on patron computers. There was a
good turn-out for the Oregon Ducks-Auburn Tigers game. Several patrons thanked staff
as they would not have been able to view the game of the Library hadn't hosted it. City
Council's new liaison to the Library will be Councilor Marland Henderson. He could not
attend tonight's meeting, but plans to attend in the next several months. On September
11, 2011, the City of Tigard will celebrate its 50th year of incorporation. A modest
celebration will be held in the community Room; music, a community book read and
historic photos are some of the things planned.
By-Laws Review
After reviewing the changes requested during last month's meeting, the Board
unanimously approved the Library Boards updated by-laws.

Annual Patron Survey
Barnes passed out the final version of the 2011 Patron Survey. It will be available to fill
out on-line January 30 and the in-house paper survey begins the 31 st. It will also be
available in Cityscape, the Library's e-newsletter Books and Bits and through the
Library's web page. Barnes asked that if any Board members wished to assist at the
survey table to email Grimes with their requested date and time. Burke requested
January 31 at 7 p.m. and Nguyen requested February 12 from 11 to 12:30. Other
Board members will email Grimes.
Library Policies Review
After review of the list of policies, the Board decided to work chronologically through the
list, beginning with the oldest to the most recently reviewed. The first six policies on the
list, except for Donation Guidelines, will be emailed to all members. Burke will then
send an email asking which, if any, of the policies the Board would like to review in
further detail at the next Board meeting.
WCCLS Update
See Bandwidth Issue, noted in Library Operations. Barnes also noted that the formula
WCCLS utilizes to determine the amount each library receives will be reviewed this
Spring.
Other Business
• Library Trends - None.
• Nguyen handed out copies of the Foundation's new brochure and reminded
members of the wine tasting fundraiser at Monahan's house on Saturday. The
architectural firm of FFA has been chosen to perform the feasibility study. A first
meeting is scheduled for February 4.
Adjournment: There being no further business, the meeting adjourned at 8:27 p.m.
The next Library Board meeting is scheduled for Thursday, February 10, 2011 at 7:00
p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
