Metro Grants to Propel Downtown Tigard and
River Terrace Projects
On August 20, the City of Tigard was awarded$345,000 in not one,but two Community Planning
and Development Grants by the Metro Council. "The city is both developing and re-developing"
said Community Development Director Kenny Asher. "These awards will help bring long-desired
housing to downtown and will accelerate development in River Terrace."
The grants will fund two distinct projects that are important to the future of Tigard. City Manager
Marty Wine commented, "This funding will help greatly to focus on significant downtown and River
Terrace opportunities that I believe will be successful."River Terrace is the area west of Bull
Mountain which was brought into the urban growth boundary in 2002 and annexed by Tigard in
2011.
The first grant award, $245,000,will fund two critical elements of the River Terrace Community
Plan: a Public Facility Plan Update; and an infrastructure Financing Strategy. The grant will advance
the implementation of the River Terrace Concept Plan.
The second grant award, $100,000,will focus on two significant redevelopment opportunities in
Tigard's downtown urban renewal district. The project will be a partnership between the city's urban
renewal agency and a local developer, George Diamond Properties. The grant will fund pre-
development analysis, conceptual design, and financing strategies for two properties: one, a 3.26 acre
city-owned property; and two, a separate site to be acquired by the developer. The resulting projects
are expected to deliver the first significant new market-rate residential units in the downtown.
