Note: King City representative David Newham resigned from the board in July 2014. The King City City
Manager will not Tigard staff when a new representative is appointed.

1. Call to Order, Roll Call and Introductions
Commissioner Henschel called the meeting to order at 5:31 p.m.
2. Approval of Minutes —December 10, 2014
It was noted that a name was spelled incorrectly on page two of the December minutes;
the minutes will be amended to reflect the correct spelling. Commissioner Jehnke
moved to approve the December 10, 2014, minutes as amended. Commissioner Inman
seconded the motion. The motion passed by a majority vote of the commissioners
present,with Commissioners Henschel, Inman, and Jehnke voting yes. Commissioner
Woodard abstained.
3. Public Comments
There were no comments from the public.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of December was 3.9 million gallons per day
(mgd). This usage is normal for this time of year.

• The injection cycle for aquifer storage and recovery (ASR) well no. 2 continues,
with 30 million gallons (mg) injected to date. A total of 91 mg is currently stored
in ASR wells,which is approximately a 42-day supply.
5. Informational Items
Mr. Goodrich gave a brief update on the Oregon Court of Appeals case concerning
Clackamas River water rights. The updates were:
• Four of the five items contested by Water Watch of Oregon were ruled in favor
of Oregon Water Resources Department (OWRD).
• The remaining item—regarding fish persistence—was found to be lacking in
needed information. Once additional information is supplied by OWRD,
attorneys feel the situation will be resolved.
• As more information becomes available, staff will provide updates.
At Commissioner Inman's request, Mr. Goodrich provided these water treatment plant
construction updates:
• Project managers are working with the contractor to reduce potential change
orders, and to ensure the project stays on budget and on time.
• The estimated time period to begin taking water is December 2015 to April
2016.
6. Non-Agenda Items
In response to an inquiry from Commissioner Henschel, Mr. Goodrich said Utility
Billing Supervisor Ron Blecker was unable to attend this meeting. Mr. Goodrich
anticipates the additional water billing cycle information requested by the board at the
December meeting will be provided at next month's meeting.
It was noted that the election of a chairperson and vice-chairperson are required each
year at the February meeting.

8. Adjournment
At 5:54 p.m. Commissioner Inman moved to adjourn the meeting. Commissioner
Woodard seconded the motion. The meeting adjourned by unanimous vote of the
commissioners present, with Commissioners Henschel, Inman,Jehnke, and Woodard
voting yes.
