The proposed replacement compressor is projected to have noise levels significantly below the noise ordinance's requirements at surrounding properties. Site conditions and project description Clean Water Services'Durham plant is located in Tualatin,Oregon. Surrounding properties include single-family and multifamily residential to the north, light industrial properties to the west and northeast, and an elementary school to the east. Allowable noise levels at adjacent property lines are set by the City of Tualatin municipal code, and are specified separately for'noise sensitive properties'and all other types of properties. Allowable levels on receiving properties are specified in decibels, but do not specify a weighting while A-weighting is implied by the instrumentation required to measure noise levels set forth in section 6.14.110. Allowable noise levels are as follows for nighttime(10PM- 7AM and daytime(7AM-10PM): • Receiving property is noise sensitive:50dBA nighttime,70dBA daytime • Receiving property is not noise sensitive:60dBA nighttime,80dBA daytime The project proposal is to replace an existing compressor in the building with an Atlas Copco GA37SD air compressor with 175psi of working pressure, operating at 60Hz,and using water cooling. Projected levels at property lines At the time of this memorandum,A-weighted sound pressure levels are available from the manufacturer for the compressor, but octave band sound power data and test reports are not available. To determine if the compressor will meet the noise ordinance, maximum allowable sound pressure levels were reverse-calculated from the sound pressure level required by the noise ordinance at each nearby property line. Final A-weighted sound pressure levels for the compressor from the manufacturer were then compared to the reverse-calculated levels to determine the compressor's compliance with the ordinance. Comparison to noise ordinance levels: To provide an estimate of how loud the compressor would have to be to exceed the minimum levels established by the noise ordinance, the maximum 4100 194th St SW•Suite 400,Lynnwood,Washington 98036-4613 206-667-0555 800-667-0610 Fax:206-667-0554 ammw.sparling.com Clean Water Services CWS-Durham compressor replacement statement of impact Page 2 of 2 January 15,2015 allowable unit sound pressure level at lm was calculated for each property line. The results are found in the table below, and can be interpreted as the maximum allowable sound pressure level that the compressor can produce and still comply with the local ordinance. Table 1:Maximum allowable compressor sound pressure levels(1m from source)to comply with noise ordinance requirements at a_djacent property lines. Adjacent/nearby Approximate Ordinance Max Allowable property Distance Direction Level(Lp) Compressor Level(Lp) Office park 485' Northeast 50 dBA 110 dBA Durham Elementary 640' East 40 dBA 103 dBA School Several residential 775' North 40 dBA 104 dBA properties Office park 430' West 50 dBA 109 dBA The compressor's noise levels have been tested according to ISO 2151:2004(Noise test code for compressors and vacuum pumps-Engineering Method,Grade 2)using ISO 9614/2 (Determination of sound power levels of noise sources using sound intensity-Measurement by Scanning). Resulting sound pressure levels one meter from the unit are 67 dBA,according to the manufacturer. Summary of results The projected maximum allowable sound pressure level for the compressor to meet the local noise ordinance was 103dBA. Thus,a compressor with a lower sound pressure level at lm, such as 95dBA,would still comply with the ordinance. The compressor's 67dBA rating is substantially quieter than all the allowable levels described above, and as a result is very likely to meet the local noise ordinance.
