The proposal includes a 2,000 square foot second-floor addition to an existing office building for use as a dental lab. The project is part of fire reconstruction work on the building. The I-P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants, personal services and fitness centers, in a campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise, glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site development review, design and development standards in the I-P zone have been adopted to insure that developments will be well-integrated, attractively landscaped, and pedestrian-friendly. BACKGROUND INFORMATION Site Information: The project is located at 15995 SW 74th Avenue and is one of three office/warehouse buildings on the 6.52-acre site, which also includes landscaping and associated parking lots. The majority of the site is within the Fanno Creek vegetated corridor. Proposal Description: The application is for a minor modification to existing development. The proposal includes a 2,000 square foot addition to the second floor of the northern-most building being rebuilt after a fire. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The proposed second floor addition, expanding the existing second floor area by 2,000 square feet (Duncan-Dowdle Building Tenant Improvement plan set, dated September 17, 2014), will not change other aspects of the site related to setbacks, landscaping, or building height. The additional square footage would require additional parking at 0.6 spaces/1,000 square feet, or 3 additional spaces. According to the applicant's information, the site is over-parked by 9 spaces after accounting for the three required spaces for the addition. Aerial photography confirms this is the case. Therefore, no additional parking will i to meet the standard. All other applicable requirements of this title are satisfied. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC18.360.050.B.1-11 are either satisfied or do not apply. Therefore, the proposed development is not a major modification.This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in compliance with the applicable requirements of this title. SECTION V.
