APPLICATION SUMMARY FILE NAME: Battig Veterinary Clinic CASE NO.: Minor Modification (MMD) MMD2014-00034 PROPOSAL: The applicant is proposing a change of use to a tenant space at the Oregon Business Park II. The space, approximately 3,275 square feet in size, is changing from an office to a veterinary clinic. The I-P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g.,restaurants, personal services and fitness centers,in a campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise, glare,odor,vibration, are permitted in the I-P zone. In addition to mandatory site development review, design and development standards in the I-P zone have been adopted to insure that developments will be well-integrated, attractively landscaped, and pedestrian-friendly. The findings and conclusions on which the decision is based are noted in Section IV. BACKGROUND INFORMATION The project is located at 15800 SW Upper Boones Ferry Road near the intersection of Upper Boones Ferry and SW Sequoia Parkway. The 5.26 acre development contains four commercial buildings, landscaping, and associated parking. The site, along with several contiguous sites, was annexed into Tigard in 1976. A zone change (ZC97-15) from I-L (Light Industrial) to Industrial Park (I-P) was granted to allow greater flexibility for development. Most of the site was developed with office buildings as a result of a Site Development Review (SDR58-79) granted in December 1979, including the subject building. Construction of an additional building in the northeast portion of the site was approved in 1987 (SDR87-18). The applicant is proposing a change of use to a tenant space at the Oregon Business Park II. The space, approximately 3,275 square feet in size, is changing from an office to a veterinary clinic. No modifications are proposed to the site (landscaping,parking,access,etc.). SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The proposed development is in compliance with all applicable requirements of this title because the applicant has only proposed a change of use, which primarily affects parking regulations. The change is from an office to a vet clinic,which requires more parking. As shown in the table below, adequate parking is provided on-site. Uses and square footages in the table were determined by the information provided on the site plan. The applicant estimated 141 spaces are required by breaking down each use into office and storage area. However, the minimum parking ratios take into consideration accessory uses and are calculated by applying the primary use requirement to the entire square footage of the space. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in compliance with the applicable requirements of this title. SECTION V.
