Re: Update on Portland Water Quality Issue/Alternate Water Sources and
Member-at-Large Nominees

In lieu of our October meeting, staff is providing this email update on two water-related issues.
Portland Water Quality Issues/Switching to Alternate Sources
The City of Tigard stopped taking water from the Portland Water Bureau (PWB) on Friday,
September 20, 2013. Tigard staff took this action because Portland's water tested positive for total
coliform bacteria.While positive total coliform results do not require issuance of a boil water
advisory, the presence of total coliforms may indicate Portland's disinfection process is not
functioning properly. If disinfection is ineffective, the concern is that other bacteria—like E. coli—
could also be present in the water. All tests for E. coli have been negative, but if E. coli were
detected, the PWB would be required to issue a boil water advisory.
To reduce the likelihood of a boil water advisory being issued for the Tigard Water Service Area,
Tigard staff switched from the Portland supply to alternate supplies—aquifer storage and recovery
wells and the Clackamas River.
The PWB received a total coliform violation for the month of September and has continued to
obtain positive total coliform test results in October. Tigard staff will continue to monitor the
situation and will switch back to the Portland water supply once Portland's total coliform tests are
negative, hopefully later this week.
Just to be clear, there is no boil water advisory in effect for Portland or the Tigard Water
Service Area.

Staff contacted these individuals to determine whether they are interested in serving on the board.
