Park & Recreation Advisory Board (PRAB) Meeting Minutes
MEETING DATE: November 10, 2014 7 p.m.
MEETING LOCATION: Tigard Town Hall, 13125 SW Hall Blvd.
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7 p.m. the meeting was called to order by Dave Brown.

Neal Brown, Lauren and Jesse Reed, Caleb Torgerson, Adam LaFountain, and Carter
Kruse.
2. Approval of Minutes: September 8, 2014
Wayne Gross moved to approve the September 8, 2014, meeting minutes. Linda
Shaw seconded the motion. The minutes were approved by a majority vote of the
board members present with Wayne Gross, Linda Shaw, Holly Polivka, and Dave
Brown voting yes. Scott Winkels and Claudia Ciobanu abstained.
Approval of Minutes: October 20, 2014
It was noted that a name was spelled incorrectly on page three of the October
minutes; the minutes will be amended to reflect the correct spelling. Holly Polivka
moved to approve the October 20, 2014, meeting minutes. Claudia Ciobanu
seconded the motion. The minutes were approved by a majority vote of the board
members present with Holly Pohvka, Claudia Ciobanu, Linda Shaw, and Scott
Winkels voting yes. Wayne Gross and Dave Brown abstained.
3. Comments from the Audience
Neal Brown, 13853 SW Boxelder St., distributed copies of an article in The Times. The
article is on file in the PRAB meeting record. Mr. Brown also informed the board
that he received a $2,000 check from Washington County for the YMCA survey
fund.
Adam LaFountain, Lauren and Jesse Reed, and Caleb Torgerson spoke in support of
a community center in Tigard.
Chris Garsteck, 11774 SW 125`h Ct., a representative of the Tigard Dog Park
Committee, reported on the success of the 2014 Halloween costume party. Ms.
Garsteck will report on the dog park survey results at the December PRAB meeting.
4. Recreation Discussion
The board reviewed the MIG survey findings for the recreation program study that
was presented to the board at the October meeting.
Bob Hall, CEO of the YMCA of Columbia-Willamette, gave an overview of the
YMCA programs, specifically regarding the facility in Sherwood. Some of the
highlights included:

• The operating costs of the Sherwood YMCA are covered by membership
fees. The City of Sherwood has never subsidized operations.
• Twenty-one percent of the members are on financial assistance. Membership
fees for financial assistance are determined according to family income.
• Approximately fifty percent of the members are residents of Sherwood.
• The facility employs 170 staff-10 of whom are full-time. The remaining
part-time employees include many young people.
5. Recommendations for November 18 Joint Meeting with Council
Dave Brown moved to make the following recommendation to council: "The PRAB
supports the recommendation of the consultants for option number two for a near-
term—one to two year— solution to recreation, and option number three for a
longer term—three to five year—solution, running parallel to a survey at some point
in the near future for the recreation center." Holly Polivka seconded the motion.
The recommendation was approved by a unanimous vote of the board members
present with Dave Brown, Holly Polivka, Claudia Ciobanu, Linda Shaw, Wayne
Gross, and Scott Winkels voting yes.
6. Parks Update
Martin McKnight gave a brief report on the parks. The updates included:
• The annual tree lighting in Downtown Tigard at Liberty Park will take place on
December 5, at 7 p.m.
• The wind storm that took place two weeks ago created significant work for the
parks crew due to the amount of trees down in park spaces.
• The main gates in Cook Park are now closed. There is no vehicle access to the
river, but parking is available in the main lot.
• The contractor that will be tearing down the house at Bull Mountain Park is
about three weeks behind schedule.
8. Non-Agenda Items
Steve Martin discussed a memo from Carissa Collins, City of Tigard Senior
Management Analyst, with the board regarding park projects for the next 6-year
capital improvement program (CIP). The memo is on file in the PRAB meeting
record.
9. Executive Session
There was no executive session.
