Park & Recreation Advisory Board (PRAB) Meeting Minutes
MEETING DATE: September 8, 2014 7 p.m.
MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of Minutes:July 14, 2014
Wayne Gross moved to approve the July 14, 2014, meeting minutes. Holly Polivka
seconded the motion. The minutes were approved by a unanimous vote of the board
members present with Troy Mears, and Holly Polivka, Linda Shaw and Wayne Gross voting
yes.
3. Comments from the Audience
Neal Brown, 13853 SW Boxelder St., spoke to the board and provided handouts about his
desire for the city to develop more recreation options in Tigard; these handouts are on file
in the PRAB record. Some of the highlights include:
• Mr. Brown has collected 735 signatures in support of a recreation facility and
community theatre.
• The YMCA would operate both facilities.

Carter Kruse, 13290 SW Genesis Loop, president of the Tigard High School Associated
Student Body Council, spoke to the board about his desire for the city to start up a
recreation program.
Chris Garsteck, 11774 SW 125`h Ct., a representative of the Tigard Dog Park Committee,
spoke to the board and provided a survey she is distributing at Tigard Dog Parks regarding
usage; this survey is on file in the PRAB record. Ms. Garsteck will update the board with
the survey results during the October PRAB meeting.
Staff updated the board that the city is working on a redevelopment plan to construct new
housing on the site that currently includes the Tigard public works yard and the Ash
Avenue Dog Park. This will fulfill a main goal of the voter-approved City Center Urban
Renewal Plan-to revitalize Downtown Tigard by attracting more residents. Construction
could begin as early as summer 2015.
The city will relocate the Ash Avenue Dog Park to one of two comparable sites just across
the street from the parks current location.
4. Tigard Street Trail
Redevelopment Project Manager Sean Farrelly and City Center Advisory Committee
(CCAC) Chairman Tom Murphy updated the board on the Tigard Street Trail project.
Some of the highlights include:
• The city has leased property from the railroad and plans to construct a segment of
the Tigard Street Trail on the property.

• A public open space is being considered near the intersection of Main Street and
Tigard Street.
• Smaller public open spaces are being considered on Main Street.
• A Downtown plaza is still being considered.
5. Strategic Plan
Staff updated the board on the goal of making Tigard the most walkable city in the
Northwest. Some of the highlights include:
• The city has installed sidewalk connections at SW 135`h Avenue and Oak Way.
• City Manager Marty Wine has allocated money from the general fund to support the
Strategic Plan.
6. Parks Update
Steve Martin provided the following updates:
• Concept plans for the Steve Street property and Bagan Park projects will be going
out for bid.
• Tour de Parks event will be held on September 13, 2014.
• On October 3, 2014, Tualatin Riverkeepers will be hosting Spooky Stream Side
Community Celebration at Dirksen Nature Park.
• Work will begin this week to install soft trail at Dirksen Nature Park.
• Bids to construct the restroom at Summerlake Park have been sent out.
• Playground equipment is being installed at Senn Park.
• Construction for the Derry Dell project is underway.
• The Friends of Bull Mountain Park will submit a Nature in Neighborhoods grant to
Metro.
7. Recreation Update
Steve Martin updated the board and provided a handout on the progress of the recent
recreation program study; this handout is on file in the PRAB record. Some of the
highlights include:
• Received over 600 online surveys.
• 72-percent of respondents indicated the city should offer recreation programs to
make the community more appealing to residents and businesses.
The board agreed to move the next meeting to October 20, 2014, and will have the
recreation consultant provide a presentation of its findings.

9. Executive Session
At 8:27 p.m., Troy Mears announced the PRAB went into executive session and read the
following:
The Tigard Park and Recreation Advisory Board will go into executive session to discuss
potential property transactions under ORS 192.660 (2) (h). All discussions are confidential
and those present may disclose nothing from the session. Representatives of the news
media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must
not disclose any information discussed. No executive session may be held for the purpose
of taking any final action or making any final decision. Executive sessions are closed to the
public.
10.Adjourn
At 9 p.m., the PRAB adjourned.
