Park & Recreation Advisory Board (PRAB) Meeting Minutes
MEETING DATE: July 14, 2014 7 p.m.
MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears.

2. Introductions — New PRAB Members
PRAB has five new members and each member introduced themselves.
Note: Dave Brown arrived at 7:04 p.m.
3. Approval of Minutes: June 9, 2014
Claudia Ciobanu moved to approve the June 9, 2014, meeting minutes. Holly Polivka
seconded the motion. The minutes were approved by a majority vote of the board
members present with Claudia Ciobanu, Troy Mears, Dave Brown and Holly Polivka
voting yes. Wayne Gross, Linda Shaw and Scott Winkels abstained.
4. Comments from the Audience
Gary Romans, 13166 Broadmoor Pl., and Neal Brown, 13853 SW Boxelder St., spoke to the
board and provided handouts on their desire for the city to purchase a building in
Downtown Tigard for a community performance hall; these handouts are on file in the
PRAB record. Some of the details of the building include:
• 16,552-square-foot lot
• 2,500-square-foot building
• Can be converted into a 60-90 seat theatre
Dave Brown asked staff if the balance of funds left in the park and open space bond
measure could be used to purchase the property.
Steve Martin replied the remainder of the bond dollars are earmarked for the Downtown
area and the City Center Advisory Committee would be involved in the purchase.
Wayne Gross asked staff if the Park System Master Plan includes a performing arts center.
Mr. Martin replied nothing has been identified for recreation facilities and the Community
Development Department is responsible for meeting with Downtown boards to discuss
issues and the plaza.
Neal Brown asked staff for an update on the remaining park and open space bond measure
funds.
5. Park Updates
Martin McKnight provided the following updates:
• Festival of Balloons was held at Cook Park June 20 through June 22, 2014.
• Fireworks display was held at Cook Park July 4, 2014.
• Tigard Little League is currently hosting the state, 11-year-old children's softball
tournament at Cook Park.

6. PRAB Business Updates
The city recently hired a recreation consultant and will discuss the consultant's
recommendations for a city recreation program with City Council in November.
The recreation consultant will discuss research findings during a PRAB meeting in a couple
of months.
Mr. Martin updated the board and provided a handout for the 2015 Capital Improvement
Plan (CIP) for parks; this handout is on file in the PRAB record. Some of the highlights
include:
•
• The park bond funds earmarked for development are shown in the 2015 CIP.
• Any remaining funds from the 2010 park bond, went toward toward park
acquisitions.
• In 2017, the Fanno Creek remeander project will begin using board funds
earmarked for Downtown development.
Dave Brown asked for an update on the Derry Dell project.
Mr. Martin responded this project is mostly being funded through the Wastewater Division.
A new section of the Pathfinder Trail will use park system development charge funds and
connect the Derry Dell property.
7. Non-Agenda Items
The board agreed to cancel the August PRAB meeting.
Mr. Martin will be meeting with a volunteer from Friends of East Bull Mountain Park and a
representative from Metro to discuss installation of a nature play area at Bull Mountain
Park. No meeting date has been confirmed.
Mr. Mears updated the board on the memorial wall that will be placed along the Tigard
Street trail. A citizen has been speaking with Downtown and veterans groups on their
support of the wall.
8. Executive Session
At 7:54 p.m., Troy Mears announced the PRAB went into executive session and read the
following:
The Tigard Park and Recreation Advisory Board will go into executive session to discuss
potential property transactions under ORS 192.660 (2) (h). All discussions are confidential
and those present may disclose nothing from the session. Representatives of the news
media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must

not disclose any information discussed. No executive session may be held for the purpose
of taking any final action or making any final decision. Executive sessions are closed to the
public.
9. Adjourn
At 8:16 p.m., the PRAB adjourned.
