APPLICATION SUMMARY FILE NAME: Mall Boxes —Tenant Improvement CASE NO.: Minor Modification (MMD) MMD2014-00027 PROPOSAL: The proposed minor modifications to existing development would allow a change of land use classification from Industrial Services to Postal Services at 11530 SW Tiedeman Road. Associated with the change of use are interior tenant improvements. No exterior changes to the site or structure are proposed other than restriping of the existing parking and loading area. The I-P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants, personal services and fitness centers, in a campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise, glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site development review, design and development standards in the I-P zone have been adopted to insure that developments will be well-integrated, attractively landscaped, and pedestrian-friendly. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.360.060.0 SECTION II. The findings and conclusions on which the decision is based are noted in Section IV. BACKGROUND INFORMATION Site Information: The project site is a triangular shaped parcel at the intersection of Tiedeman Avenue and Tigard Street, just west of the Tiedeman crossing of the Union Pacific Railroad Tracks. Approximately 1.23 acres in size, the property is zoned Industrial Park and presently contains an approximately 17,294 square foot building that last housed Leafguard, a building contractor. Properties to the west, north, and east are zoned I-P and contain a variety of commercial and industrial land uses. To the south, across Tigard Street, are residential properties zoned R-4.5. The nearest inventoried sensitive lands area is Fanno Creek, approximately 400 feet to the west, where it flows into Dirksen Nature Park. Proposal Description: The proposed minor modification to existing development would authorize a change of land use to convert approximately 11,572 square feet of the building from Industrial Services to Postal Services in order to accommodate Mall Boxes LLC. The remainder of the building would retain its designation for Industrial Services. Mall Boxes LLC serves as an aggregator and delivery service for customers in Africa who wish to order from U.S. retailers that do not mail to their home country. Per statements by the applicant, the business will not generate significant traffic beyond employee parking (approximately 5), six delivery vehicles per day (1 UPS, 3 FedEx, 1 Ontract, and 1 USPS), and seven pick-ups a week (1 DHL pickup every business day, and 1 Jet Express Transport pick-up on Tuesdays and Thursdays). In order to satisfy Chapter 18.765 and meet minimum parking requirements, the applicant is proposing to restripe the existing parking area to accommodate 34 total spaces (17 compact). APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and MM1)2014-00027 Mall Boxes—Tenant Improvement Page 2 of 5 FINDING: The proposed land use is a permitted use within the I-P zone, and the change of use from Industrial Services to Postal Services would increase the required parking from 0.8 spaces per 1,000 square feet of gross floor area, to 2.5 spaces per 1,000 square feet of floor area. As demonstrated in the table contained in Section III above, the 34 spaces proposed would meet minimum parking requirements. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC18.360.050.B.1-11 are either satisfied or do not apply. No relevant conditions of approval were discovered during a review of the site's permit history. No exterior changes to the site are proposed other than restriping of parking spaces, whicn can occur through the Minor Modification Process consistent with Director Interpretation DIR2010-00002. Not more than 100 new trips per day are anticipated as discussed in Section III above. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in compliance with the applicable requirements of this title. SECTION V.
