As you may be aware,on February 22, 2012,the federal government enacted "collocation-by-right"
legislation preempting delays in the process of zoning the collocation of transmission equipment on
existing wireless communications. The Federal Collocation-By-Right Legislation mandates that local
governments must approve any eligible facilities request for the modification of an existing wireless
tower or base station that does not substantially change the physical dimensions of such tower or base
station.
Powder River Development Services, LLC,obo T-Mobile West, LLC, has enclosed herein the application
materials required for zoning approval of the modification to the wireless facility located at 12394 SW
Scholls Ferry Road,Tigard,OR 97223. Please note that: (i)the modification involves the replacement of
transmission equipment; and (ii)such modification will not substantially change the physical dimensions
of such tower. Under the Federal Collocation-By-Right Legislation, City of Tigard must therefore
approve this request.

Specifically,T-Mobile will comply with all FCC and FAA rules governing construction requirements,
technical standards, interference protection, power and height limitations, and radio frequency
standards. In addition,T-Mobile will comply with all applicable FAA rules on site location. Any and all RF
emissions are subject to the exclusive jurisdiction of the FCC.
T-Mobile expressly reserves all of its rights, including,those available to it under the City of Tigard's
Planning and Zoning Ordinances or any other state, and local or Federal law.
The new antenna configuration can be reviewed with the attached site plans. The new antennas will be
serviced by the new and existing radio equipment cabinet located in the leased area.
Landscaping: The scope of work is to swap existing antenna and related equipment on the existing roof
top facility. No ground work or landscaping is planned or will be disturbed during installation.
Structural Characteristics: A structural analysis will be submitted as part of the building permits
process with the city of Tigard.
Construction and Post-Construction Activity: T-Mobile's construction schedule spans an
approximate 30 day time frames. All staging of construction equipment will occur on the
subject property in conformance with a City of Tigard Structural Building Permit. The time for
installation is approximately(5) days.

C. Accessory structures.
1.Accessory structures are permitted in all commercial zones providing the site is still in
compliance with all development standards, including but not limited to setbacks, height, lot
coverage and landscaping requirements, of the base zone.All accessory structures shall comply
with all requirements of the State Building Code.
RESPONSE: T-Mobile is proposing an antenna swap;this is not a new facility request. A building
permit application and structural analysis has been submitted with this application.
2.All freestanding and detached towers, antennas,wind-generating devices and TV receiving
dishes, except as otherwise regulated by Chapter 18.798, Wireless Communication Facilities,
shall have setbacks equal to or greater than the height of the proposed structure. Suitable
protective anti-climb fencing and a landscaped planting screen, in accordance with Chapter
. 18.745, Landscaping and Screening, shall be provided and maintained around these structures
and accessory attachments.
RESPONSE: T-Mobile proposes an antenna swap on a roof top with shrouded antennas;this is not a
new facility request. An explanation to Chapter 18.745, Landscaping and Screening,is included
further in this narrative.

feet higher than the existing structure, no more than three providers are collocating on the structure,
and the color of the antenna(s)blends with the existing structure or surroundings.

EXECUTIVE SUMMARY
The purpose of this analysis is to verify whether the design for the existing tower is structurally capable
of carrying the new antenna and coax loads as specified by T-Mobile. This report was commissioned by
Mr. Chuck Meyer of T-Mobile Towers.
The design for the existing structure meets the requirements of TIA-222-G and the 2010 Oregon
Structural Specialty Code for a 95 mph 3-second gust wind speed with no ice and a 30 mph 3-second
gust wind speed with 1-1/4" of radial ice for the proposed antenna configuration.
Seismic loads were considered using a substantiated analysis utilizing the TIA-222-G standard. Based on
section 2.7.3 of the TIA-222-G standard the seismic effects may be ignored due to the earthquake
spectral response acceleration(Ss)for this site being less than or equal to 1.00. The wind effects control
the tower loading.
The foundation reactions, with the proposed loading, were found to be less than the capacity of the
existing foundation design. Therefore the existing foundation is adequate, assuming it was properly
constructed according to original design.

TOWER DESCRIPTION
The existing 44' stealth monopoles are located in Portland, Oregon. They were originally designed for
Voicestream by Valmont Microflect of Salem, Oregon. The original design code and wind speed are
• unknown.
The existing stealth monopoles are identical and have two major sections. The top section consists of a
4.5"o pipe housed inside two 20"o x 8'concealment shrouds and is connected by a bolted flange joint.
The bottom section is round with a constant diameter of 14". The stealth concealment shrouds were
designed to shield the appurtenances from sight. The structure is galvanized and has no tower lighting.

ANALYSIS
The purpose of this structural analysis review is to determine if the design for the existing tower is in
conformance to the latest TIA-222-G and 2010 OSSC standard requirements. TnxTower (Version
v6.0.4.0), a commercially available software program,was used to create a three-dimensional model of
the tower and calculate member stresses for various dead, live,wind,and ice load cases. All loads were
computed in accordance with the TIA-222-G and all local building code requirements. Selected output
from the analysis is included in Appendix 1.
The current requirements of TIA-222-G and the 2010 OSSC are for a 95 mph 3-second gust wind speed
with no ice and a 30 mph 3-second gust wind speed with 1-1/4" radial ice. The 2010 OSSC requires
towers at this location within Washington County, Oregon to be analyzed with a 95 mph wind speed.

The tower and foundations are assumed, for the purpose of this analysis, to have been properly
fabricated, constructed, maintained,and to be in good condition with no structural defects. This is not a
condition assessment of the tower, and has been provided without the benefit of recent detailed site
photos, a detailed tower mapping or a GPD Group site visit. This analysis assumes that all antennas and
coax have been installed in a neat and orderly fashion. The antennas are assumed to have been installed
on standard mounts at 120° azimuths. The existing/proposed mounts are assumed to have been verified
by the carrier to support the existing/proposed loading for the required various load cases.
CONCLUSIONS AND RECOMMENDATIONS
Based on the computer structural analysis results,the design for the existing 44'stealth monopole meets
the requirements of TIA-222-G and the 2010 OSSC for a 95 mph 3-second gust wind speed with no ice
and a 30 mph 3-second gust wind speed with 1-1/4" radial ice for the proposed antenna configuration.
The foundation reactions, with the proposed loading, were found to be less than the capacity of the
existing foundation design. Therefore the existing foundation is adequate, assuming it was properly
constructed according to original design.

DISCLAIMER OF WARRANTIES
GPD GROUP has not performed a site visit to the tower to verify the member sizes or antenna/coax
loading. If the existing conditions are not as represented on the tower elevation contained in this
report, we should be contacted immediately to evaluate the significance of the discrepancy. This is
not a condition assessment of the tower or foundation. This report does not replace a full tower
inspection. The tower and foundations are assumed to have been properly fabricated, erected,
maintained, in good condition, twist free, and plumb.
The engineering services rendered by GPD GROUP in connection with this Structural Analysis are
limited to a computer analysis of the tower structure and theoretical capacity of its main structural
members. All tower components have been assumed to only resist dead loads when no other loads
are applied. No allowance was made for any damaged, bent, missing, loose, or rusted members
(above and below ground). No allowance was made for loose bolts or cracked welds.
GPD GROUP does not analyze the fabrication of the structure(including welding). It is not possible
to have all the very detailed information needed to perform a thorough analysis of every structural
sub-component and connection of an existing tower. GPD GROUP provides a limited scope of
service in that we cannot verify the adequacy of every weld, plate connection detail, etc. The
purpose of this report is to assess the feasibility of adding appurtenances usually accompanied by
transmission lines to the structure.
It is the owner's responsibility to determine the amount of ice accumulation in excess of the specified
code recommended amount, if any, that should be considered in the structural analysis.
The attached sketches are a schematic representation of the analyzed tower. If any material is
fabricated from these sketches, the contractor shall be responsible for field verifying the existing
conditions, proper fit, and clearance in the field. Any mentions of structural modifications are
reasonable estimates and should not be used as a precise construction document. Precise
modification drawings are obtainable from GPD GROUP, but are beyond the scope of this report.
Miscellaneous items such as antenna mounts, etc., have not been designed or detailed as a part of our
work. We recommend that material of adequate size and strength be purchased from a reputable
tower manufacturer.
GPD GROUP makes no warranties, expressed and/or implied, in connection with this report and
disclaims any liability arising from material, fabrication, and erection of this tower. GPD GROUP
will not be responsible whatsoever for, or on account of, consequential or incidental damages
