Dear Ken-
I visited the site referenced above and have performed the special inspection of the installation of
the helical tie-backs per ICC ESR-1854 and the load test on the helical tie-backs.
Helical Anchor- Installation
The pier used for installation was a 2-7/8"diameter pipe with a 10"diameter helix. The
installation was performed by Ram Jack of Oregon, certified installers for Ram Jack products
using a 7K drive head.
The original design indicated a helical pier tie-back load requirement of 22,200 lbs working load.
This was designed conservatively as there was no indication as to whether the wall was
restrained or unrestrained. During the course of the repair work it was discovered that the wall is
not only unrestrained but also the bottom of the wall is about 4 feet below the exterior grade. As
a result the pressure on the wall is less than originally designed.
The revised design based on the actual field conditions is attached and the helical pier tie-back
requirement is 7,200 lbs working load (14,400 lbs ultimate). Tie-backs were installed to a depth
of 24 to 28 feet at an installation angle of 25 to 35 degrees. A minimum installation pressure of
1,800 psi was achieved resulting in an ultimate load of 39,982 Ibs, exceeding the required
ultimate load per the revised design. The attached drive logs indicate the depths and
corresponding pressures recorded during installation.
Helical Anchor—Load Testing
Per the design requirement, one helical anchor was to be tested to 150%of the design load. The
design load was to be sustained for a period of 5 minutes with the deflection requirement to be
less than 1/8"displacement.
The pier was loaded at 25%load increments until the 150%design load (10,830 lbs)was
achieved. Each incremental load was sustained for two minutes with the displacement recorded
at the end of the time period. The process was repeated until the 150%design load was
achieved and sustained for five minutes with displacement recorded. The chart below gives the
pressure, load, and subsequent displacement. A 7.22 square inch hydraulic cylinder and dial
gage was used to perform the load test.

At the end of the load test the pressure was released and the anchor rebounded to it's initial
position with no recorded displacement.
Summary
Based on my special inspection and structural observation,the helical tie-backs were installed
according to the engineering design load requirements and according to ESR-1854. Additionally,
the load test validated the sufficiency of the piers to support the required load.
